黑龍江省建設(shè)銀行公務(wù)卡業(yè)務(wù)發(fā)展策略研究

【摘要】:公務(wù)卡的出現(xiàn)對(duì)我國(guó)財(cái)政結(jié)算制度產(chǎn)生了重大影響,首先改變了行政事業(yè)單位報(bào)銷(xiāo)模式,實(shí)現(xiàn)了無(wú)紙化結(jié)算支付和電子化的信息傳遞;其次實(shí)現(xiàn)了公務(wù)支出的動(dòng)態(tài)監(jiān)測(cè);確保了公務(wù)支出的公開(kāi)化。有效提高了我國(guó)財(cái)務(wù)管理水平,更好的為人民服務(wù)。公務(wù)卡作為一種現(xiàn)代化支付工具,代表了我國(guó)財(cái)政支付未來(lái)發(fā)展的方向。隨著國(guó)有大型銀行、新興股份制商業(yè)銀行及合資、外資銀行在銀行卡業(yè)務(wù)方面的競(jìng)爭(zhēng)加劇,銀行卡的盈利空間面臨巨大的考驗(yàn),公務(wù)卡作為新興的銀行卡有著廣闊的發(fā)展空間,自然成為各銀行發(fā)展的焦點(diǎn)。 本文對(duì)比了國(guó)內(nèi)外公務(wù)卡業(yè)務(wù)的發(fā)展情況,以黑龍江省建設(shè)銀行公務(wù)卡業(yè)務(wù)為研究對(duì)象,,簡(jiǎn)要介紹了公務(wù)卡的基本概念后分析了公務(wù)卡業(yè)務(wù)的管理特點(diǎn)如盈利、風(fēng)險(xiǎn)管理等。隨后介紹了公務(wù)卡業(yè)務(wù)在黑龍江省建設(shè)銀行發(fā)展的現(xiàn)狀,深入分析了黑龍江省建設(shè)銀行公務(wù)卡業(yè)務(wù)存在的各類(lèi)問(wèn)題。在深入研究外部環(huán)境的政策、經(jīng)濟(jì)、社會(huì)文化、技術(shù)、以及市場(chǎng)競(jìng)爭(zhēng)和內(nèi)部環(huán)境的財(cái)務(wù)、人力、技術(shù)資源分析的基礎(chǔ)上提出了黑龍江省建設(shè)銀行公務(wù)卡業(yè)務(wù)發(fā)展的總體原則和目標(biāo),最后從管理,市場(chǎng)營(yíng)銷(xiāo),后續(xù)服務(wù)和配套設(shè)施管理等方面詳細(xì)闡述了公務(wù)卡業(yè)務(wù)發(fā)展的策略,以期為黑龍江省建設(shè)銀行公務(wù)卡業(yè)務(wù)的發(fā)展貢獻(xiàn)一定的力量。
[Abstract]:The appearance of official card has a great influence on the financial settlement system of our country. Firstly, it changes the reimbursement mode of administrative institution, realizes the paperless settlement payment and electronic information transmission, and then realizes the dynamic monitoring of official expenditure. It has ensured the openness of public expenditure, effectively improved the level of financial management in our country and better served the people. As a modern payment tool, the public service card represents the direction of the future development of our country's financial payment. With the development of large state-owned banks, As a new joint-stock commercial bank and joint venture, the competition of foreign banks in bank card business is intensified, and the profit space of bank card faces a huge test. As a new bank card, public service card has broad development space. Naturally, it has become the focus of the development of banks. This paper compares the development of the business of official cards at home and abroad, takes the business of official cards of Heilongjiang Construction Bank as the research object, briefly introduces the basic concept of official cards, and analyzes the management characteristics of the business of official cards, such as profit, etc. Risk management and so on. Then it introduces the current situation of the development of official card business in Heilongjiang Construction Bank, and analyzes in depth the various problems existing in the business of official card business of Heilongjiang Construction Bank. Based on the analysis of social culture, technology, market competition and financial, human and technical resources of internal environment, this paper puts forward the general principles and objectives of the development of public service card business of Heilongjiang Construction Bank. Finally, from the aspects of management, marketing, The following service and supporting facilities management and so on elaborated the service card service development strategy in order to contribute certain strength to the Heilongjiang construction bank official card service development.
