【摘要】：隨著經(jīng)濟(jì)全球化步伐不斷加快,外商直接投資(FDI)對(duì)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的影響也在日益俱增。江蘇省憑借其良好的區(qū)位條件和投資環(huán)境在引進(jìn)外資方面取得了矚目成就。大量FDI流入增加了江蘇的資本存量,緩解了就業(yè)壓力,推動(dòng)了江蘇省經(jīng)濟(jì)的快速發(fā)展。江蘇制造業(yè)利用FDI在全省FDI總量中占有絕大比重,并且FDI對(duì)江蘇省制造業(yè)的技術(shù)溢出效應(yīng)較為顯著。因此,研究FDI對(duì)江蘇省制造業(yè)的技術(shù)溢出效應(yīng)對(duì)如何更好的利用FDI來(lái)促進(jìn)其行業(yè)發(fā)展、提高其行業(yè)競(jìng)爭(zhēng)力具有重要的現(xiàn)實(shí)意義。 本文全面的分析了江蘇省制造業(yè)外資利用的現(xiàn)狀,并在此基礎(chǔ)上,利用江蘇省制造業(yè)細(xì)分行業(yè)2003—2009年的相關(guān)數(shù)據(jù),建立面板數(shù)據(jù)回歸模型,運(yùn)用Eviews6.0統(tǒng)計(jì)軟件,對(duì)FDI對(duì)江蘇省制造業(yè)行業(yè)總體的溢出情況以及影響技術(shù)溢出效應(yīng)的因素進(jìn)行了實(shí)證研究,為如何更加有效的吸收FDI的技術(shù)溢出來(lái)發(fā)展江蘇省制造業(yè)提供參考。 研究結(jié)果表明：FDI對(duì)于江蘇省制造業(yè)總體的技術(shù)溢出效應(yīng)較為顯著；內(nèi)外資企業(yè)的技術(shù)水平差異是影響技術(shù)溢出效應(yīng)的重要因素,內(nèi)外資企業(yè)技術(shù)水平差距大的行業(yè),技術(shù)溢出效應(yīng)更為顯著；內(nèi)資企業(yè)的外向型程度也是影響技術(shù)溢出效應(yīng)的重要因素,內(nèi)資企業(yè)外向型程度越高的行業(yè),技術(shù)溢出效應(yīng)也更加顯著。 最后,針對(duì)實(shí)證研究的結(jié)果,從政府和企業(yè)兩個(gè)層面提出以下對(duì)策建議：政府應(yīng)提高服務(wù)水平,營(yíng)造良好的投資氛圍；加大本省研發(fā)投資力度,促進(jìn)高新技術(shù)的內(nèi)化；完善相關(guān)法規(guī),保持市場(chǎng)充分競(jìng)爭(zhēng)；調(diào)整引資方向和政策,提高引進(jìn)外資質(zhì)量。企業(yè)應(yīng)積極提高科技研發(fā)水平,增強(qiáng)自身市場(chǎng)競(jìng)爭(zhēng)力；提高人力資本水平,加強(qiáng)吸收FDI技術(shù)溢出的能力；提高承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移水平,加強(qiáng)與跨國(guó)公司的關(guān)聯(lián)效應(yīng)。
[Abstract]:As the pace of economic globalization continues to accelerate, The influence of foreign direct investment (FDI) on China's economic and social development is also increasing day by day. Jiangsu Province has made remarkable achievements in introducing foreign capital by virtue of its favorable location conditions and investment environment. A large number of FDI inflows have increased Jiangsu's capital stock. It alleviates the employment pressure and promotes the rapid development of Jiangsu's economy. Jiangsu's manufacturing industry uses FDI to account for most of the total FDI in the province, and the technology spillover effect of FDI on Jiangsu's manufacturing industry is obvious. It is of great practical significance to study the technology spillover effect of FDI on the manufacturing industry of Jiangsu Province for how to make better use of FDI to promote the development of its industry and to improve its competitiveness. This paper comprehensively analyzes the current situation of foreign capital utilization in Jiangsu manufacturing industry, and on this basis, using the relevant data of manufacturing subdivision industry in Jiangsu Province from 2003 to 2009, establishes a panel data regression model, and uses Eviews6.0 statistical software. This paper makes an empirical study on the spillover of FDI to the manufacturing industry in Jiangsu Province and the factors affecting the spillover effect of technology spillover, which provides a reference for the development of manufacturing industry in Jiangsu Province. The results show that the technology spillover effect of the proportion FDI on the manufacturing industry in Jiangsu Province is significant, the technological level difference between domestic and foreign enterprises is an important factor affecting the technology spillover effect, and the industry with big gap in technology level between domestic and foreign enterprises. The degree of extroversion of domestic enterprises is also an important factor affecting the technology spillover effect. The higher the degree of extroversion of domestic enterprises is, the more significant the technology spillover effect is. Finally, according to the results of the empirical research, the following countermeasures are put forward from the government and enterprises: the government should improve the service level, create a good investment atmosphere, increase the investment of research and development in the province, promote the internalization of high and new technology; Improve relevant laws and regulations, keep the market fully competitive, adjust the direction and policy of attracting investment, improve the quality of introducing foreign capital. Enterprises should actively improve the level of R & D of science and technology, enhance their market competitiveness, raise the level of human capital, We should strengthen the ability of absorbing FDI technology spillover, improve the level of undertaking international industrial transfer, and strengthen the correlation effect with multinational corporations.
