【摘要】：隨著經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化的發(fā)展,城市圈逐漸成為了區(qū)域經(jīng)濟(jì)一體化的主導(dǎo)力量,推動(dòng)和主導(dǎo)著一個(gè)地區(qū)甚至一個(gè)國家的發(fā)展。武漢城市圈作為湖北省人口、產(chǎn)業(yè)集中的經(jīng)濟(jì)中心,自2007年獲批成為中國資源節(jié)約型和環(huán)境友好型(簡稱“兩型”)社會(huì)建設(shè)綜合配套改革試驗(yàn)區(qū)以來,進(jìn)一步提高其對(duì)外開放程度,使該區(qū)成為湖北經(jīng)濟(jì)增長帶、利用外資的示范區(qū),就成為促進(jìn)城市圈及湖北省經(jīng)濟(jì)發(fā)展和中部崛起戰(zhàn)略實(shí)施的重要舉措。雖然近年來城市圈的對(duì)外開放程度逐年提高,但相較于全國水平仍然較低,要實(shí)現(xiàn)武漢城市圈“兩型社會(huì)”試驗(yàn)區(qū)的建設(shè)目標(biāo)以及中部崛起戰(zhàn)略,就必須充分發(fā)揮外資和外貿(mào)對(duì)城市圈經(jīng)濟(jì)建設(shè)的促進(jìn)作用。在貿(mào)易投資一體化的背景下,國際投資通過影響貿(mào)易的流向和流量來影響對(duì)外貿(mào)易,而在當(dāng)今國際經(jīng)濟(jì)活動(dòng)中,一國對(duì)外貿(mào)易的行為是受到已有的貿(mào)易規(guī)則制約的。因此,本文選擇對(duì)武漢城市圈外資政策與貿(mào)易規(guī)則的協(xié)調(diào)性問題進(jìn)行研究。 本文的主要脈絡(luò)是：首先從外資政策與貿(mào)易規(guī)則協(xié)調(diào)性的理論出發(fā),隨后分析城市圈外資政策與貿(mào)易規(guī)則協(xié)調(diào)的基本內(nèi)涵,繼而對(duì)城市圈外資政策與貿(mào)易規(guī)則協(xié)調(diào)存在的問題進(jìn)行了深入研究,然后分析了存在這些問題的原因：最后,本文提出了促進(jìn)武漢城市圈外資政策與貿(mào)易規(guī)則協(xié)調(diào)的相關(guān)建議。 本文的章節(jié)具體安排是：第一章,闡述選題的背景及意義,并對(duì)國內(nèi)外文獻(xiàn)做了詳細(xì)的描述；第二章,對(duì)外資政策與貿(mào)易規(guī)則協(xié)調(diào)進(jìn)行理論研究,先分析了貿(mào)易投資一體化背景下外資政策與貿(mào)易規(guī)則的關(guān)系；然后對(duì)外資政策與貿(mào)易規(guī)則協(xié)調(diào)進(jìn)行成本收益分析；第三章,分析城市圈外資政策與貿(mào)易規(guī)則協(xié)調(diào)的基本內(nèi)涵,具體包括外資政策與《TRIMS協(xié)議》、國際貿(mào)易救濟(jì)制度、以及國際貿(mào)易領(lǐng)域其他非關(guān)稅壁壘的協(xié)調(diào)；第四章,首先分析了武漢城市圈外資政策與貿(mào)易規(guī)則協(xié)調(diào)性存在的問題,然后進(jìn)一步解釋存在這些問題的原因；第五章,在結(jié)合前幾章研究的基礎(chǔ)上,提出促進(jìn)武漢城市圈外資政策與貿(mào)易規(guī)則協(xié)調(diào)的對(duì)策。第六章,對(duì)全文的觀點(diǎn)和結(jié)論進(jìn)行了總結(jié)和歸納。
[Abstract]:With the development of economic globalization and regional economic integration, urban circle has gradually become the leading force of regional economic integration, promoting and leading the development of a region or even a country. Since 2007, when the economic center with concentrated industries was approved as a pilot area for comprehensive reform of China's resource-conserving and environment-friendly ("two-type") social construction, it has further improved its opening up to the outside world. In order to make this area a zone of economic growth in Hubei Province, the demonstration area of utilizing foreign capital has become an important measure to promote the economic development and the strategy of the rise of central China in Hubei Province, although the degree of opening up to the outside world of the urban circle has increased year by year in recent years. However, compared with the national level, it is still relatively low. In order to achieve the goal of the construction of the "two-oriented society" pilot area in Wuhan City Circle and the strategy of the rise of the central region, In the context of the integration of trade and investment, international investment affects foreign trade by influencing the flow and flow of trade, while in today's international economic activities, it is necessary to give full play to the role of foreign capital and foreign trade in promoting the economic construction of urban areas. The behavior of a country's foreign trade is restricted by the existing trade rules. Therefore, this paper chooses to study the coordination between foreign investment policy and trade rules in Wuhan City Circle. The main context of this paper is as follows: firstly, from the theory of the coordination of foreign investment policy and trade rules, the author analyzes the basic connotation of the coordination of foreign investment policy and trade rules in urban areas. Then the problems of the coordination between foreign investment policy and trade rules of Wuhan urban circle are deeply studied, and the reasons for these problems are analyzed. Finally, this paper puts forward some suggestions to promote the coordination of foreign investment policy and trade rules in Wuhan city circle. The specific arrangement of this chapter is as follows: the first chapter describes the background and significance of the topic, and makes a detailed description of the literature at home and abroad; chapter two, the coordination of foreign investment policy and trade rules, This paper first analyzes the relationship between foreign investment policy and trade rules in the context of trade and investment integration, then analyzes the cost and benefit of the coordination of foreign investment policy and trade rules, the third chapter analyzes the basic connotation of the coordination of foreign investment policy and trade rules in urban areas. It includes foreign investment policy and TRIMS Agreement, international trade relief system, and coordination of other non-tariff barriers in international trade. Chapter four analyzes the problems existing in the coordination of foreign investment policy and trade rules in Wuhan City Circle. Then further explain the reasons for these problems. Chapter five, on the basis of the previous chapters, put forward the countermeasures to promote the coordination of foreign investment policy and trade rules in Wuhan City Circle. The views and conclusions of the paper are summarized and summarized.
