【摘要】：近年來,我國各地掀起了CBD熱,各大中型城市紛紛策劃或者著手建立屬于自己的CBD。但是,CBD作為區(qū)域經(jīng)濟(jì)的中心,不是任何城市都可以建立的,它需要先進(jìn)的人力、物力以及雄厚的經(jīng)濟(jì)環(huán)境作為其發(fā)展的基礎(chǔ)。北京作為我國的首都,無論在經(jīng)濟(jì)實(shí)力還是人才積淀方面,都成為建立CBD的關(guān)鍵要素。但是,國際間的競爭不僅僅只是建立起CBD就可以的,更多的是看CBD的發(fā)展程度。世界上著名的CBD無論在產(chǎn)業(yè)密集度還是創(chuàng)造的經(jīng)濟(jì)價(jià)值以及人才的吸引力方面都有著相當(dāng)?shù)膶?shí)力。而北京CBD的建立雖然取得了一定的成果,但是與世界上著名的CBD相比,還是有很多欠缺的地方,需要人們不斷地進(jìn)行改進(jìn)。而當(dāng)今世界把人才作為第一資源,如何更好地發(fā)揮人才的作用以及使得人才獲得可持續(xù)的發(fā)展對(duì)于CBD的區(qū)域的可持續(xù)發(fā)展具有非常重要的作用。而如何使得人才獲得可持續(xù)的發(fā)展成為促進(jìn)CBD發(fā)展的一個(gè)關(guān)鍵性的問題。本文通過提出高端培訓(xùn)的概念以及借鑒國外關(guān)于培訓(xùn)投資相關(guān)的經(jīng)驗(yàn)來為北京CBD的發(fā)展在高端培訓(xùn)方面出謀劃策。 本文通過對(duì)培訓(xùn)相關(guān)理論的研究并且結(jié)合能力貧窮理論為高端培訓(xùn)這一概念注入了新的活力,同時(shí)分析國外先進(jìn)國家在高端培訓(xùn)方面的經(jīng)驗(yàn)通過總結(jié)分析得出一些可用于我國的經(jīng)驗(yàn)。其次,對(duì)北京CBD在各方面的情況進(jìn)行了分析,得出北京CBD在人才的高端培訓(xùn)方面沒有給予真正的重視,但是北京CBD卻具有發(fā)展高端培訓(xùn)的各方面的條件。再次,通過分析北京CBD高端培訓(xùn)的融資模式,分析了資產(chǎn)證券化對(duì)于北京CBD高端培訓(xùn)的的融資的優(yōu)劣之處。最后,通過之前的分析總結(jié)以人才的自身需求為基礎(chǔ),對(duì)北京國際金融中心高端培訓(xùn)提出一些更切合實(shí)際的建議,為北京國際金融中心的發(fā)展提供一個(gè)突破口。
[Abstract]:In recent years, there has been a fever of CBD in various parts of our country, and many large and medium-sized cities have planned or started to set up their own CBDs.However, as the center of regional economy, CBD cannot be established by any city, and it needs advanced manpower. As the capital of our country, Beijing, as the capital of our country, has become a key factor in the establishment of CBD, both in terms of economic strength and talent accumulation. International competition is not just about building an CBD. It is more about the degree of development of CBD. The world-famous CBD has considerable strength in terms of industrial intensity, economic value of creation and attractiveness of talents. Although the establishment of CBD in Beijing has achieved certain results, But compared with the famous CBD in the world, there are still a lot of shortcomings, and people need to make continuous improvement. And today the world regards talent as the first resource. How to give full play to the role of talents and how to make talents obtain sustainable development plays a very important role in the sustainable development of CBD region, and how to make the sustainable development of talents become to promote the development of CBD. This paper puts forward the concept of high-end training and draws on the experience of foreign countries in training investment in order to provide advice for the development of Beijing CBD in high-end training. Based on the research of training-related theory and the theory of capacity poverty, this paper infuses new vitality into the concept of high-end training. At the same time, the experience of advanced foreign countries in high-end training is analyzed, and some experiences that can be used in China are obtained by summing up and analyzing. Secondly, the situation of Beijing CBD in various aspects is analyzed. It is concluded that Beijing CBD does not really pay attention to the high-end training of talents, but Beijing CBD has the conditions to develop high-end training. Thirdly, by analyzing the financing mode of Beijing CBD high-end training, This paper analyzes the advantages and disadvantages of asset securitization in the financing of high-end CBD training in Beijing. Finally, through the previous analysis, it puts forward some more practical suggestions on high-end training in Beijing International Financial Center, based on the demand of talents. To provide a breakthrough for the development of Beijing International Financial Center.
