【摘要】：中共中央在2004至2015年,連續(xù)十二年發(fā)布以“三農(nóng)”為主題的中央一號(hào)文件。直至今日,中央一號(hào)文件已經(jīng)成為中央重視農(nóng)村問題的專有名詞。2006年中央一號(hào)文件的主題是“推進(jìn)社會(huì)主義新農(nóng)村建設(shè)”,黨中央提出建設(shè)“生產(chǎn)發(fā)展、生活寬裕、鄉(xiāng)風(fēng)文明、村容整潔、管理民主”的社會(huì)主義新農(nóng)村建設(shè)方針,從而標(biāo)志著我國正式拉開全面推進(jìn)社會(huì)主義新農(nóng)村建設(shè)序幕。然而社會(huì)主義新農(nóng)村建設(shè)有別于一般的村莊建設(shè),它是一種全方位綜合性的建設(shè)。社會(huì)主義新農(nóng)村建設(shè)涵蓋了農(nóng)村政治、經(jīng)濟(jì)、文化和社會(huì)等多個(gè)方面。作為農(nóng)業(yè)大國,農(nóng)村經(jīng)濟(jì)的發(fā)展對(duì)國家整體經(jīng)濟(jì)的發(fā)展起著至關(guān)重要的作用。農(nóng)村金融支持又是農(nóng)村經(jīng)濟(jì)發(fā)展的關(guān)鍵環(huán)節(jié)。因此農(nóng)村金融支持農(nóng)村經(jīng)濟(jì)發(fā)展問題已成為社會(huì)主義新農(nóng)村建設(shè)中應(yīng)重點(diǎn)研究和重點(diǎn)關(guān)注的課題。本文首先表明了文章研究的背景和價(jià)值,在此基礎(chǔ)上對(duì)社會(huì)主義新農(nóng)村建設(shè)內(nèi)涵進(jìn)行闡述。其次,文章對(duì)我國社會(huì)主義新農(nóng)村建設(shè)進(jìn)程中農(nóng)村金融支持農(nóng)村經(jīng)濟(jì)發(fā)展存在的問題和原因進(jìn)行分析。存在的主要問題有:一是農(nóng)村資金短缺及外流導(dǎo)致農(nóng)村經(jīng)濟(jì)發(fā)展乏力;二是農(nóng)村金融投入或管理的農(nóng)村資金未完全作用于社會(huì)主義新農(nóng)村建設(shè);三是農(nóng)村金融發(fā)展后勁無法保證持續(xù)為社會(huì)主義新農(nóng)村建設(shè)助力。問題成因有:一是“工業(yè)為主、農(nóng)業(yè)為輔”的歷史發(fā)展格局對(duì)農(nóng)村經(jīng)濟(jì)發(fā)展影響深刻;二是支持社會(huì)主義新農(nóng)村建設(shè)資金相關(guān)配套管理體制存在缺陷;三是保障社會(huì)主義新農(nóng)村建設(shè)中農(nóng)村金融可持續(xù)發(fā)展的政策缺失;四是社會(huì)主義新農(nóng)村建設(shè)中主觀創(chuàng)新意識(shí)不強(qiáng)。最后,針對(duì)社會(huì)主義新農(nóng)村建設(shè)中農(nóng)村金融支持農(nóng)村經(jīng)濟(jì)發(fā)展存在的問題,提出解決問題的四個(gè)思路:一是大力推進(jìn)“工業(yè)反哺農(nóng)業(yè)”模式,充分挖掘農(nóng)村經(jīng)濟(jì)發(fā)展?jié)摿?二是健全社會(huì)主義新農(nóng)村建設(shè)各項(xiàng)配套農(nóng)村金融資金管理體制;三是不斷完善農(nóng)村金融可持續(xù)發(fā)展政策,為社會(huì)主義新農(nóng)村建設(shè)提供源源動(dòng)力;四是培養(yǎng)建設(shè)社會(huì)主義新農(nóng)村的主觀能動(dòng)意識(shí)。
[Abstract]:The Central Committee of the Communist Party of China issued the Central Committee document No. 1 on the theme of "agriculture, rural areas and farmers" for the twelfth consecutive year from 2004 to 2015. The first document of the Central Committee has become the proper term for the central authorities to attach importance to rural issues. In 2006, the theme of the first document of the Central Committee was "to promote the construction of a new socialist countryside." the CPC Central Committee proposed the construction of "production and development, rich living, civilization of the countryside, clean appearance of the village," The new socialist rural construction policy of "management democracy" marks the prologue of promoting the construction of new socialist countryside in an all-round way in our country. However, the construction of new socialist countryside is different from the general village construction. It is a comprehensive construction. The construction of a new socialist countryside covers many aspects of rural politics, economy, culture and society. As a large agricultural country, The development of rural economy plays a vital role in the development of national economy as a whole. Rural financial support is also a key link in the development of rural economy. Therefore, the issue of rural financial support for rural economic development has become socialist. This paper first shows the background and value of the research. On this basis, the connotation of the construction of new socialist countryside is expounded. Secondly, This paper analyzes the problems and causes of rural finance supporting the development of rural economy in the process of building new socialist countryside in China. The main problems are as follows: first, the shortage of rural funds and the outflow of rural funds lead to the weak development of rural economy; Second, rural financial investment or management of rural funds has not played a full role in the construction of a new socialist countryside; third, the stamina of rural financial development cannot guarantee continued support for the construction of a new socialist countryside. The causes of the problems are as follows: first, "industry is the main cause," The historical pattern of agricultural development has a profound impact on the development of rural economy. Third, the lack of policy to ensure the sustainable development of rural finance in the construction of new socialist countryside; fourth, the lack of subjective innovation consciousness in the construction of new socialist countryside. Finally, In view of the problems existing in the rural finance supporting the rural economic development in the construction of the new socialist countryside, this paper puts forward four ideas to solve the problems: first, vigorously promote the mode of "industry feeding agriculture" and fully tap the potential of rural economic development; The second is to perfect the supporting rural financial fund management system for the construction of new socialist countryside, the third is to continuously improve the policy of sustainable development of rural finance to provide the source of power for the construction of new socialist countryside; Fourth, cultivate the subjective initiative consciousness of building socialism new countryside.
