【摘要】:當(dāng)前,,我國(guó)大力推進(jìn)保障性安居工程建設(shè),計(jì)劃“十二五”期間建設(shè)保障性住房3600萬套,解決1億人的住房問題。天津市積極響應(yīng)國(guó)家號(hào)召,加快改善中低收入家庭住房條件,不斷加大政府投入力度,擴(kuò)大保障性住房建設(shè)規(guī)模,在先行先試探索新型建設(shè)投融資模式方面取得重要進(jìn)展。本文立足上述實(shí)際,圍繞天津市保障性住房建設(shè)投融資的背景、目標(biāo)、重點(diǎn)、經(jīng)驗(yàn)借鑒、創(chuàng)新實(shí)踐及發(fā)展方向進(jìn)行全面、系統(tǒng)的研究,具有較強(qiáng)的理論和現(xiàn)實(shí)意義。 研究?jī)?nèi)容從國(guó)內(nèi)外行業(yè)發(fā)展成就出發(fā),歸納梳理保障性住房建設(shè)投融資切實(shí)可行的操作模式;回顧我市在銷售型和租賃型保障性住房建設(shè)投融資工作實(shí)踐中所取得的主要進(jìn)展,總結(jié)領(lǐng)先經(jīng)驗(yàn);結(jié)合未來發(fā)展趨勢(shì),提出推廣運(yùn)用新型金融工具支持建設(shè)、創(chuàng)新完善商業(yè)銀行信貸激勵(lì)政策、發(fā)揮國(guó)有大企業(yè)建設(shè)主力軍作用、吸引民間資本進(jìn)入建設(shè)融資領(lǐng)域等建議,旨在結(jié)合工作實(shí)際有的放矢做好理論積累和政策探索,將保障性住房建設(shè)投融資創(chuàng)新向多層次、全方位延伸,不斷深化、完善現(xiàn)有運(yùn)作模式。 本文的研究成果能夠?yàn)閷?shí)現(xiàn)天津市“十二五”住房保障規(guī)劃提出的搭建多元并舉的融資體系目標(biāo)提供政策理論借鑒,對(duì)全國(guó)城鎮(zhèn)保障性安居工程建設(shè)投融資工作亦具有一定參考和推廣價(jià)值。
[Abstract]:At present, China is vigorously promoting the construction of affordable housing projects, and plans to build 36 million affordable housing units during the 12th Five-Year Plan to solve the housing problem of 100 million people. Tianjin Municipality has responded positively to the national call to speed up the improvement of housing conditions for low- and middle-income families. Increasing government investment, expanding the scale of affordable housing construction, and making important progress in exploring the new construction investment and financing mode in advance, this paper bases on the above facts, and revolves around the background of Tianjin affordable housing construction investment and financing. Objective, emphasis, experience, innovation practice and development direction of comprehensive, systematic research, has a strong theoretical and practical significance. The research content starts from the domestic and foreign industry development achievement, summarizes combs the supportable housing construction investment and financing feasible operation pattern; Reviewing the main progress made in the practice of investment and financing in the construction of sales-oriented and lease-based affordable housing in our city, summing up the leading experience, and combining with the future development trend, proposing to promote the use of new financial instruments to support the construction, Suggestions such as innovating and perfecting the credit incentive policy of commercial banks, giving full play to the main force of the construction of large state-owned enterprises, attracting private capital into the field of construction financing, and so on, are aimed at making a good theoretical accumulation and policy exploration according to the actual situation of the work. Investment and financing innovation in affordable housing construction will be multi-level, omnidirectional extension, deepening, and improving the existing operation model. The research results of this paper can provide the policy theory reference for the realization of Tianjin "12th Five-Year Plan" housing security plan to build a multi-dimensional financing system objectives. It also has certain reference and popularizing value to the investment and financing work of the construction of the indemnificatory residential projects in cities and towns.
