【摘要】：后危機(jī)時(shí)期,全球經(jīng)濟(jì)將在緩慢中復(fù)蘇,全球資本流動(dòng)也將在深幅下降中逐步回升,但這種趨勢(shì)仍有很大的不確定性。后危機(jī)時(shí)期也是中國(guó)經(jīng)濟(jì)轉(zhuǎn)型和開(kāi)放戰(zhàn)略升級(jí)的關(guān)鍵時(shí)期。這種大的宏觀背景必然對(duì)中國(guó)外資利用形成較強(qiáng)的環(huán)境約束。金融危機(jī)對(duì)我國(guó)FDI(外商直接投資)利用規(guī)模形成了較大的短期負(fù)面影響,在區(qū)域和產(chǎn)業(yè)上的表現(xiàn)也很復(fù)雜。后危機(jī)時(shí)期,我國(guó)FDI流入規(guī)模會(huì)有所回升,但撤資現(xiàn)象也會(huì)增多。同時(shí),中西部地區(qū)和服務(wù)業(yè)領(lǐng)域?qū)ν赓Y的吸引將會(huì)增加。為了更好地穩(wěn)定外資規(guī)模,提升外資利用效益,后危機(jī)時(shí)期,中國(guó)應(yīng)進(jìn)一步降低外資進(jìn)入門(mén)檻,實(shí)現(xiàn)外資利用政策和產(chǎn)業(yè)政策及區(qū)域政策的對(duì)接、協(xié)調(diào),營(yíng)造更優(yōu)良的制度環(huán)境。
[Abstract]:The post-crisis period will see a slow recovery in the global economy and a gradual recovery in global capital flows as a result of a deep decline. However, this trend is still very uncertain. The post-crisis period is also the key period for China's economic transformation and strategic upgrading of opening up. This macro background is bound to form a strong environmental constraint on the utilization of foreign capital in China. The crisis has had a large short-term negative impact on the scale of FDI (foreign direct investment) utilization in China. The regional and industrial performance is also very complicated. In the post-crisis period, the inflow of FDI in China will pick up, but the phenomenon of divestment will also increase. At the same time, In order to better stabilize the scale of foreign investment and enhance the efficiency of foreign capital utilization, China should further lower the threshold for foreign investment in the post-crisis period. To realize the docking and coordination of foreign capital utilization policy, industrial policy and regional policy, and to create a better institutional environment.
