中國(guó)工商銀行M分行信貸風(fēng)險(xiǎn)管理研究

【摘要】:我國(guó)加入世貿(mào)組織以后,國(guó)內(nèi)的銀行業(yè)逐步同國(guó)際金融市場(chǎng)接軌,這些變化使商業(yè)銀行等金融機(jī)構(gòu)面臨日趨嚴(yán)重的金融風(fēng)險(xiǎn)。為進(jìn)一步推動(dòng)經(jīng)濟(jì)發(fā)展,2008年年底,國(guó)內(nèi)施行了寬松型的貨幣政策,新增貸款經(jīng)歷了一個(gè)超常規(guī)增長(zhǎng)的過(guò)程。目前的宏觀經(jīng)濟(jì)行情使商業(yè)銀行的信貸業(yè)務(wù)面臨著越來(lái)越多的競(jìng)爭(zhēng)壓力和日益復(fù)雜的市場(chǎng)環(huán)境。中國(guó)東方資產(chǎn)管理公司不良貸款調(diào)查組經(jīng)過(guò)調(diào)查,預(yù)測(cè)近年中國(guó)巨量信貸將導(dǎo)致不良貸款的生成概率微幅放大。在信貸激增的過(guò)程中,如何提高我國(guó)商業(yè)銀行信貸風(fēng)險(xiǎn)管理水平,抑制不良率的抬頭,保持信貸資產(chǎn)的健康發(fā)展,顯得尤為關(guān)鍵。 本文以工商銀行M分行為研究對(duì)象,采用理論聯(lián)系實(shí)際、因果分析等方法,在經(jīng)過(guò)實(shí)地調(diào)研、資料分析基礎(chǔ)上,對(duì)該行信貸風(fēng)險(xiǎn)管理存在問(wèn)題進(jìn)行分析,圍繞這些問(wèn)題產(chǎn)生的原因,從組織架構(gòu)重組、制度完善、文化建設(shè)、人才培養(yǎng)、風(fēng)險(xiǎn)管理技術(shù)革新、信貸資產(chǎn)質(zhì)量持續(xù)優(yōu)化等方面提出解決方法和具體措施。 本文針對(duì)工行M分行信貸管理的信貸經(jīng)營(yíng)管理體制和信貸風(fēng)險(xiǎn)組織架構(gòu)存在的問(wèn)題,提出成立信貸經(jīng)營(yíng)管理中心,轉(zhuǎn)變信貸業(yè)務(wù)授權(quán)方式,以確保信貸風(fēng)險(xiǎn)組織架構(gòu)的獨(dú)立性和信貸決策的科學(xué)性。M分行信貸經(jīng)營(yíng)管理分中心作為獨(dú)立的信貸管理系統(tǒng),不屬于各個(gè)分行的行長(zhǎng)管轄,負(fù)責(zé)本行大法人客戶貸款的集中審批和管理,小客戶仍由M分行信貸部按小客戶管理。信貸經(jīng)營(yíng)管理中心各個(gè)分中心總經(jīng)理和副總經(jīng)理在總行授予的審批權(quán)限內(nèi)對(duì)相關(guān)的信貸業(yè)務(wù)進(jìn)行審批,信貸業(yè)務(wù)授權(quán)實(shí)行個(gè)性化授權(quán)的專家審貸制。 為保證貸前調(diào)查的客觀性,本文在完善信貸風(fēng)險(xiǎn)預(yù)警體系部分中提出了建立貸前信息調(diào)查途徑審查制度,通過(guò)對(duì)貸前信息調(diào)查途徑的審查,以衡量信息的真實(shí)性和可靠性,以及對(duì)一線信貸員的信息獲取工作進(jìn)行指導(dǎo)。并在信貸管理信息系統(tǒng)CM2002中提升貸前調(diào)查信息管理模塊的功能,在該模塊的各項(xiàng)調(diào)查內(nèi)容中設(shè)置下拉菜單增加調(diào)查途徑選擇功能,通過(guò)電子化審查貸前信息的調(diào)查途徑。
[Abstract]:After China's accession to the WTO, the domestic banking industry gradually converges with the international financial market. These changes have made commercial banks and other financial institutions face increasingly serious financial risks. In order to further promote economic development, at the end of 2008, A loose monetary policy has been implemented at home. New loans have gone through a process of extraordinary growth. The current macroeconomic situation has put commercial banks under increasing competitive pressure and increasingly complex market conditions. China Oriental Asset Management Corporation. The non-performing loan investigation team was investigated. It is predicted that the huge amount of credit in China in recent years will lead to a slight amplification of the probability of the formation of non-performing loans. In the process of credit explosion, how to improve the level of credit risk management of commercial banks in China, curb the rise of the bad rate, and maintain the healthy development of credit assets, It is particularly critical. This paper takes the M branch of ICBC as the research object, using the methods of combining theory with practice, causality analysis and so on. On the basis of field investigation and data analysis, the paper analyzes the existing problems of credit risk management of ICBC. Around the causes of these problems, this paper puts forward the solutions and concrete measures from the aspects of organizational structure reorganization, system perfection, cultural construction, talent training, technological innovation of risk management, and continuous optimization of credit asset quality. Aiming at the problems existing in the credit management system and the credit risk organization structure of ICBC M Branch, this paper proposes to set up a credit management center to change the authorization mode of credit business. To ensure the independence of the credit risk organization structure and the scientific nature of credit decision-making. M Branch Credit Management Sub-Center, as an independent credit management system, does not fall under the jurisdiction of the presidents of each branch, To be responsible for the centralized examination and approval and management of the bank's large corporate customer loans, The small customers are still managed by the credit department of the M branch on the basis of the small accounts. The general manager and deputy general manager of each branch center of the credit management center examine and approve the relevant credit business within the authority granted by the head office. Credit business authorization to implement personalized authorization of the expert loan review system. In order to guarantee the objectivity of the pre-loan investigation, this paper puts forward the establishment of the system of examining the ways of the pre-loan information investigation in order to measure the authenticity and reliability of the information in order to improve the early warning system of the credit risk. As well as guiding the information acquisition work of the first-line credit officer, and improving the function of the pre-loan investigation information management module in the credit management information system (CM2002), and setting up a drop-down menu in each investigation content of the module to increase the function of selecting the investigation path.
