【摘要】：隨著改革開放的深入及對外政策的逐漸完善,在經濟全球化的大環(huán)境下。外資企業(yè)不斷進入我國,促進了我國經濟增長、增加了就業(yè)機會、擴大了對外貿易、改善了產業(yè)結構。1“2013年9月13日習近平總書記分別提出建設“絲綢之路經濟帶”和“21世紀海上絲綢之路”的戰(zhàn)略構想”。新疆作為“新絲綢之路經濟帶”核心地區(qū),新疆對外經濟呈現出高速發(fā)展的趨勢。近年來,新疆吸引FDI取得了翻天覆地的變化,利用外資的規(guī)模及質量逐漸的提升。外資企業(yè)進入新疆,對新疆經濟的各個領域都起著積極的促進作用。隨著新疆利用FDI數量的不斷增加,其負面因素也開始逐漸地顯現出來。新疆對外資企業(yè)的吸引已不是盲目的追求數量及規(guī)模,而是對外資企業(yè)的質量有了更高的要求。隨著向西開放政策的逐步落實,新疆吸引FDI的規(guī)模及數量逐步擴大,形成寬領域、多層面和全方位的格局。本文主要內容:第一章:緒論,分別介紹本文研究背景及意義、文獻綜述、寫作思路與方法、創(chuàng)新與不足;第二章:從新疆利用FDI的發(fā)展歷程、總體情況、存在的問題進行分析,主要采用歷年新疆的數據對項目規(guī)模、投資地區(qū)分布、投資產業(yè)的分布、引資成功率、引資來源地及投資方式這六個方面進行統(tǒng)計分析。采用圖表和數據相結合的研究方法進行一一介紹。第三章、第四章、第五章:分別對FDI對就業(yè)增長效應的貢獻、經濟增長效應的貢獻、出口增長效應的貢獻進行定性分析,然后對這三項指標建立數學模型進行實證分析,分析各項經濟指標對新疆的溢出效應,進而分析各經濟指標對新疆的貢獻度。第六章:測算FDI潛力指標,比較分析新疆與上海、廣東、陜西、湖北、河南的潛力指標,得出新疆引資中出現的問題,借鑒東部發(fā)達省市利用外資的積極經驗,為新疆今后提升利用FDI質量提供了更好的政策建議。第七章:提出提升新疆利用FDI質量的相關的政策建議。本文運用定性分析和定量分析,建立貢獻指標和潛力指標方法來分析新疆的引資質量,對就業(yè)增長的貢獻、對出口增長的貢獻、對經濟貢獻度這三個指標,分別選用時間序列數據,利用協(xié)整的方法計量,結果表明FDI對新疆的就業(yè)存在著擠出效應,對GDP的促進作用較小,對出口促進作用并不明顯。根據潛力指標分析得出,新疆在吸引外資的潛力方面落后于上海、廣東、陜西、湖北這四個地區(qū),高等教育占人口比重是五個地區(qū)最低的,其他幾個指標系數也處于落后水平。研究顯示,新疆利用外資企業(yè)并沒有有效的促進其經濟發(fā)展,新疆利用FDI的質量比較低。改善投資環(huán)境、完善政策導向以提高引資潛力,優(yōu)化人才結構,提升外資企業(yè)的本地化經營程度,加速外貿發(fā)展提高對外開放程度。從而提升新疆利用FDI質量,促進產業(yè)結構升級,走可持續(xù)發(fā)展之路。
[Abstract]:With the deepening of reform and opening up and the gradual improvement of foreign policy, under the environment of economic globalization, foreign enterprises have continuously entered our country, promoted our economic growth, increased employment opportunities, and expanded foreign trade. The industrial structure has been improved "in September 13th 2013 General Secretary Xi Jinping put forward the strategic concept of building the" Silk Road Economic Belt "and" the 21th century Maritime Silk Road "respectively." Xinjiang is the core region of the "New Silk Road Economic Belt," Xinjiang's foreign economy has shown a trend of rapid development. In recent years, Xinjiang has made earth-shaking changes in attracting FDI, and the scale and quality of utilizing foreign capital have gradually improved. It plays a positive role in promoting Xinjiang's economy. With the increasing use of FDI in Xinjiang, its negative factors begin to show up gradually. Xinjiang's attraction to foreign-funded enterprises is no longer a blind pursuit of quantity and scale. With the gradual implementation of the policy of opening to the west, Xinjiang has gradually expanded the scale and quantity of FDI and formed a wide range of fields. The main contents of this paper are as follows: chapter one: introduction, introducing the background and significance of this paper, literature review, writing ideas and methods, innovation and deficiency. Chapter two: the development course of using FDI in Xinjiang. The overall situation and the existing problems are analyzed, mainly using the data from Xinjiang over the years to analyze the project size, the distribution of investment regions, the distribution of investment industries, and the success rate of attracting investment. In this paper, the author makes a statistical analysis of the six aspects of the source of investment and the mode of investment. The research method combined with charts and data is introduced one by one. Chapter III, Chapter 4th, Chapter 5th: the contribution of FDI to the employment growth effect. The contribution of economic growth effect and export growth effect is qualitatively analyzed, and then the mathematical model of these three indexes is established to analyze the spillover effect of each economic index to Xinjiang. Then it analyzes the contribution of various economic indicators to Xinjiang. Chapter 6th: measuring the potential of FDI, comparing and analyzing the potential indicators of Xinjiang and Shanghai, Guangdong, Shaanxi, Hubei, Henan, and getting the problems in Xinjiang's foreign investment. Learning from the positive experience of eastern developed provinces and cities in utilizing foreign capital, It provides better policy advice for Xinjiang to improve the quality of using FDI in the future. Chapter 7th: put forward the relevant policy recommendations to improve the quality of using FDI in Xinjiang. This paper uses qualitative analysis and quantitative analysis, The contribution index and potential index method are established to analyze the quality of attracting investment, the contribution to employment growth, the contribution to export growth and the degree of economic contribution of Xinjiang. Time series data are selected and cointegration method is used to measure these three indicators. The results show that FDI has a crowding out effect on employment in Xinjiang, but it has little effect on promoting GDP, but no obvious effect on export. According to the analysis of potential index, Xinjiang lags behind Shanghai, Guangdong, Shaanxi in terms of its potential to attract foreign capital. In these four regions of Hubei, the proportion of higher education in the population is the lowest in the five regions, and the other index coefficients are also lagging behind. Research shows that the enterprises using foreign capital in Xinjiang have not effectively promoted their economic development. The quality of FDI in Xinjiang is relatively low. To improve the investment environment, improve the policy orientation, improve the potential of attracting investment, optimize the talent structure, and enhance the degree of localization management of foreign-funded enterprises. To accelerate the development of foreign trade and improve the degree of opening to the outside world, so as to improve the quality of Xinjiang's utilization of FDI, promote the upgrading of industrial structure, and take the road of sustainable development.
