【摘要】：經(jīng)過改革開放30多年的發(fā)展，山西經(jīng)濟(jì)發(fā)展水平上升到一個(gè)新的臺(tái)階，為山西乃至于全國(guó)經(jīng)濟(jì)的繁榮做出了巨大的貢獻(xiàn)。然而，縱觀山西經(jīng)濟(jì)全局，重化工仍為其主要特色，，并且增長(zhǎng)的后勁不足，國(guó)際競(jìng)爭(zhēng)力不強(qiáng)。在國(guó)際產(chǎn)業(yè)轉(zhuǎn)移及我國(guó)大力推進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的背景下，山西提出了轉(zhuǎn)型跨越發(fā)展的新戰(zhàn)略。如何促進(jìn)山西產(chǎn)業(yè)轉(zhuǎn)型成為目前面臨的主要任務(wù)。發(fā)展現(xiàn)代服務(wù)業(yè)可以促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)，對(duì)于增強(qiáng)產(chǎn)業(yè)競(jìng)爭(zhēng)力起著非常重要的作用。然而，山西多年來過度依賴重化工業(yè)的發(fā)展，導(dǎo)致服務(wù)業(yè)發(fā)展緩慢，比重偏低，進(jìn)而對(duì)工業(yè)化的進(jìn)程也形成了嚴(yán)重的制約。加快服務(wù)業(yè)的發(fā)展迫在眉睫。 發(fā)展現(xiàn)代服務(wù)業(yè)有多種途徑，本文認(rèn)為引導(dǎo)外資投向服務(wù)業(yè)，積極承接服務(wù)業(yè)國(guó)際轉(zhuǎn)移是一條切實(shí)可行的路徑。為此，必須優(yōu)化外商直接投資環(huán)境，解決實(shí)踐中出現(xiàn)的問題。本文在較詳盡闡述山西現(xiàn)代服務(wù)也利用外商直接投資現(xiàn)狀及存在問題的基礎(chǔ)上，選取影響外商直接投資環(huán)境的主要因素，包括經(jīng)濟(jì)因素、服務(wù)貿(mào)易開放度、基礎(chǔ)設(shè)施、人力資源等方面進(jìn)行了較深入分析，并運(yùn)用OLS計(jì)量模型進(jìn)行了實(shí)證檢驗(yàn)，認(rèn)為，山西要利用外商直接投資發(fā)展現(xiàn)代服務(wù)業(yè)，必須在改善行政與法律環(huán)境，加大基礎(chǔ)設(shè)施建設(shè)力度的同時(shí)，加快現(xiàn)代服務(wù)業(yè)對(duì)外開放的進(jìn)程，重視現(xiàn)代服務(wù)業(yè)人才的培養(yǎng)和引進(jìn)，充分發(fā)揮高新技術(shù)產(chǎn)業(yè)對(duì)服務(wù)業(yè)的帶動(dòng)作用。
[Abstract]:After more than 30 years of reform and opening up, Shanxi's economic development level has risen to a new level, which has made a great contribution to the economic prosperity of Shanxi and even the whole country. However, throughout Shanxi's economy, heavy chemical industry is still its main characteristic. Under the background of international industrial transfer and the transformation of China's economic development mode, Shanxi has put forward a new strategy of transformation and leapfrogging development. How to promote the transformation of Shanxi's industry has become the main task facing at present. The development of modern service industry can promote the upgrading of industrial structure. However, Shanxi's over-reliance on the development of heavy and chemical industries for many years has led to the slow development of the service industry and the low proportion of the service industry. Then the industrialization process also formed the serious restriction, speeds up the service industry development to be imminent. There are many ways to develop the modern service industry. This paper holds that it is a feasible way to guide foreign investment to the service industry and to actively undertake the international transfer of the service industry. Therefore, we must optimize the foreign direct investment environment. On the basis of expounding in detail the present situation and existing problems of foreign direct investment in modern service in Shanxi, this paper selects the main factors that affect the environment of foreign direct investment, including economic factors. The opening degree of service trade, infrastructure, human resources and so on are analyzed in depth, and the empirical test is carried out by using OLS econometric model. It is concluded that Shanxi should use foreign direct investment to develop modern service industry. While improving the administrative and legal environment and strengthening the construction of infrastructure, we must speed up the process of opening up to the outside world of the modern service industry, and attach importance to the training and introduction of talents in the modern service industry. We will give full play to the role of high and new technology industries in promoting the service industry.
