【摘要】：現(xiàn)階段,我國(guó)大部分的資源型城市都處于其生命周期的中期或后期,這些城市將面臨著資源枯竭、產(chǎn)業(yè)結(jié)構(gòu)單一、開(kāi)采成本上升、基礎(chǔ)設(shè)施薄弱、投資吸引力差、環(huán)境污染嚴(yán)重等等一系列的社會(huì)經(jīng)濟(jì)問(wèn)題。而解決這些問(wèn)題最關(guān)鍵的因素就是對(duì)資金的投入,即在該地區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中金融的供給。在現(xiàn)代市場(chǎng)經(jīng)濟(jì)的條件下,金融已經(jīng)成為地區(qū)經(jīng)濟(jì)的核心,決定著地區(qū)經(jīng)濟(jì)發(fā)展的速度及效率,當(dāng)金融因素受到限制的時(shí)候,其經(jīng)濟(jì)增長(zhǎng)必將遭遇資本投資不足與金融資源配置低效的約束。金融是資源型城市發(fā)展的核心,廣泛而有效的信用活動(dòng)與金融運(yùn)行,是以市場(chǎng)化為導(dǎo)向的資源型城市發(fā)展轉(zhuǎn)型的根本,是有保障的持續(xù)增加的資本投入以及金融資源的有效配置。與此同時(shí),正確的處理資源型城市產(chǎn)業(yè)的轉(zhuǎn)型問(wèn)題不僅是關(guān)系到該地區(qū)長(zhǎng)期穩(wěn)定的經(jīng)濟(jì)發(fā)展以及社會(huì)進(jìn)步,并且關(guān)系到社會(huì)的穩(wěn)定以及民族的團(tuán)結(jié),所以,處理好資源型城市的轉(zhuǎn)型問(wèn)題將具有重大的政治意義。 改革開(kāi)放30多年以來(lái),內(nèi)蒙古自治區(qū)鄂爾多斯市通過(guò)科學(xué)的利用其優(yōu)越的資源條件,堅(jiān)持的走新型的工業(yè)化發(fā)展道路,其地區(qū)的經(jīng)濟(jì)實(shí)力與綜合競(jìng)爭(zhēng)力迅速得以提升。然而,近些年在國(guó)際金融危機(jī)的不斷沖擊下,資源型產(chǎn)品幾乎失去了市場(chǎng),導(dǎo)致其經(jīng)濟(jì)出現(xiàn)波動(dòng)。鄂爾多斯市要想實(shí)現(xiàn)經(jīng)濟(jì)的更長(zhǎng)時(shí)間、更好質(zhì)量的發(fā)展,還需要進(jìn)一步的推進(jìn)地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,促進(jìn)其優(yōu)化和升級(jí)。提高其自主創(chuàng)新能力的水平,解決產(chǎn)業(yè)發(fā)展過(guò)程中所積累的更深層次的矛盾與問(wèn)題。由于鄂爾多斯市現(xiàn)階段正處于產(chǎn)業(yè)轉(zhuǎn)型的過(guò)程當(dāng)中,所以其面臨著資本形成不足以及發(fā)展資金短缺等等的困難,這將導(dǎo)致對(duì)鄂爾多斯市可持續(xù)協(xié)調(diào)發(fā)展的嚴(yán)重的制衡,在這其中,金融的支持對(duì)改善鄂爾多斯市的現(xiàn)狀擔(dān)負(fù)著不可替代的重任,同時(shí)其也成為推進(jìn)鄂爾多斯市可持續(xù)發(fā)展的一條有效途徑。 本文以產(chǎn)業(yè)結(jié)構(gòu)及其相關(guān)理論、金融支持及其相關(guān)理論、金融發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整相關(guān)理論以及可持續(xù)發(fā)展理論作為本文的基礎(chǔ)理論指導(dǎo),以資源型城市內(nèi)蒙古自治區(qū)鄂爾多斯市為具體的研究實(shí)例。文章首先分析了資源型城市鄂爾多斯市的社會(huì)資源概況及其產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的歷史背景條件與未來(lái)的調(diào)整方向,在此基礎(chǔ)上運(yùn)用金融影響資源型城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的作用機(jī)理,從金融的資本市場(chǎng)與銀行(金融機(jī)構(gòu))信貸市場(chǎng)兩個(gè)方面具體說(shuō)明了鄂爾多斯市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中金融支持的現(xiàn)狀,接著分析了鄂爾多斯市資源型城市轉(zhuǎn)型進(jìn)程中金融支持所需要面臨的實(shí)際問(wèn)題,并根據(jù)美國(guó)、日本等同對(duì)其各自資源型城市的相關(guān)的實(shí)踐經(jīng)驗(yàn)總結(jié)出了鄂爾多斯市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中的金融支持體系,并具體的加以閘述,且同時(shí)有針對(duì)性的提出了適合鄂爾多斯市產(chǎn)業(yè)轉(zhuǎn)型中金融支持的對(duì)策,希望為其他資源型城市產(chǎn)業(yè)結(jié)構(gòu)的順利調(diào)整提供一定的借鑒意義。
[Abstract]:At present, most of the resource type city of our country are in the middle or late stage of its life cycle, the city will be faced with resource depletion, single industrial structure, rising production costs, weak infrastructure, investment attraction, serious environmental pollution and so on a series of social and economic problems. To solve these problems, the key factor is investment of funds, namely the financial adjustment of industrial structure in the area of supply. Under the condition of modern market economy, finance has become the core of the regional economy, determines the speed and efficiency of economic development in the region, when the financial factors is limited, its economic growth will suffer the lack of capital investment and inefficient allocation of financial resources the constraint. Finance is the core of resource type city development, extensive and effective credit activities and financial operation, is the development of resource-based city transformation and market-oriented There is increasing, the effective allocation of security investment and financial resources. At the same time, the transformation problem correctly handle the resource-based city industry is not only related to the economic development of the long-term stability of the region and social progress, and related to social stability and national unity, therefore, deal with the issue of resource transformation the city has great political significance.
Since 30 years of reform and opening up, the Inner Mongolia Autonomous Region city Ordos through scientific use of its advantageous resources, adhere to the road of new industrialization development, the region's economic strength and competitiveness can be improved rapidly. However, in recent years in the impact of the international financial crisis, resource-based products almost lost the market, lead to its economy the city of Ordos fluctuations. In order to make economic development more, better quality, also need to further promote regional industrial structure adjustment, promote the optimization and upgrading. To improve its independent innovation ability level, solve the contradictions and problems accumulated deeper in the process of industrial development. The city is now in the stage of Ordos the process of industrial transformation, so it is faced with the shortage of capital formation and the development of a shortage of funds and so on, which will lead to the The sustainable development of Ordos is seriously restricted. Financial support plays an irreplaceable role in improving the current situation of Ordos City. Meanwhile, it has also become an effective way to promote the sustainable development of Erdos city.
This paper takes the industrial structure and the related theory, financial support and the related theories of financial development and industrial structure adjustment theory and sustainable development theory as the basic theory to guide, resource type city of the Inner Mongolia Autonomous Region city as an example Ordos specific research. This paper analyzes the Ordos resource based city social resources survey and adjustment of industrial structure the historical background and adjust the direction of the future, based on the financial effects of resource type city industrial structure adjustment, from the capital market and bank finance (financial institutions) two aspects of the credit market illustrates the current situation of the financial support for the adjustment of industrial structure in Erdos City, and then analyzes the practical problems of resource Ordos city city transformation of financial support in the process need to be faced, and according to the U.S., Japan etc. With their respective resource type city relevant practical experience summed up the system of financial support for the adjustment of industrial structure in Erdos City, and specifically to the gate, and meanwhile puts forward the Countermeasures for financial support in the industrial transformation of Ordos, hope to provide certain reference for the smooth adjustment of other resources the city's industrial structure.
