【摘要】：我國自2005年實(shí)行匯改以來,就不斷按照主動性、安全性、可控性的原則出臺相關(guān)配套措施,以建立健全以市場供求為基礎(chǔ)、參考一籃子貨幣進(jìn)行調(diào)節(jié)、有管理的浮動匯率制度。在現(xiàn)階段,對完善人民幣匯率形成機(jī)制更多的是以促進(jìn)國內(nèi)發(fā)展為目的,在大方向已經(jīng)確定的前提下,短期內(nèi)如何逐步實(shí)現(xiàn)這一目標(biāo)顯得尤為重要。 本文首先回顧了國內(nèi)外學(xué)者對人民幣匯率形成機(jī)制進(jìn)行研究的相關(guān)成果,接著通過追溯現(xiàn)行人民幣匯率制度形成軌跡,將我國的匯率制度特征與IMF對匯率分類的定義比照,認(rèn)為目前我國仍屬于傳統(tǒng)盯住的匯率制度安排。圍繞“十二五”這個較短期間我國經(jīng)濟(jì)社會發(fā)展目標(biāo),本文認(rèn)為人民幣匯率形成機(jī)制應(yīng)主動變革,以更好促進(jìn)這些目標(biāo)的實(shí)現(xiàn)。在對現(xiàn)行人民幣匯率形成機(jī)制的優(yōu)勢和劣勢進(jìn)行分析后,本文提出短期內(nèi)可以進(jìn)行的改革措施。其中,對人民幣匯率形成機(jī)制進(jìn)行改革的措施包括：增大人民幣兌美元匯率波動的彈性,實(shí)行非對稱匯率波動幅度；放寬銀行的結(jié)售匯綜合頭寸限額管理；取消銀行間外匯市場上人民幣兌主要非美元貨幣的波動幅度限制；逐步放開資本項(xiàng)目管制。對人民幣匯率形成機(jī)制的相關(guān)配套措施的完善包括：完善外匯市場；推進(jìn)利率市場化改革；改革銀行體系。
[Abstract]:Since the implementation of exchange rate reform in 2005, China has been in accordance with the initiative, security, controllability of the principles of the relevant measures to establish and improve the market supply and demand as the basis, reference to a basket of currencies to adjust. There is a managed floating exchange rate system. At the present stage, the purpose of improving the RMB exchange rate formation mechanism is to promote domestic development, under the premise that the general direction has been determined. How to achieve this goal step by step in the short term is particularly important. This paper first reviews the domestic and foreign scholars on the formation of RMB exchange rate mechanism related to the results, and then by tracing the current RMB exchange rate system formation track. Comparing the characteristics of China's exchange rate system with the definition of IMF's classification of exchange rate, it is considered that China still belongs to the traditional arrangement of exchange rate system. It revolves around the "12th Five-Year Plan", which is the short-term economic and social development goal of our country. This paper argues that the RMB exchange rate formation mechanism should be actively reformed to better promote the realization of these objectives. After analyzing the advantages and disadvantages of the current RMB exchange rate formation mechanism. This paper puts forward the reform measures which can be carried out in the short term. Among them, the measures to reform the RMB exchange rate formation mechanism include: increasing the flexibility of RMB exchange rate fluctuations against the US dollar, and carrying out asymmetric exchange rate fluctuation range; Relax the limit management of the bank's comprehensive position of settlement and sale of foreign exchange; To remove the restrictions on the volatility of RMB against major non-US dollar currencies in the interbank foreign exchange market; Gradually liberalize the capital account control. The relative measures of RMB exchange rate forming mechanism include: perfecting the foreign exchange market; To push forward the reform of interest rate marketization; Reform the banking system.
