【摘要】：糧食安全一直是我們國(guó)家農(nóng)村經(jīng)濟(jì)的重中之重，同時(shí)它也是國(guó)民經(jīng)濟(jì)的基礎(chǔ)，是國(guó)家經(jīng)濟(jì)安全的重要組成部分。糧食安全與否決定著國(guó)民經(jīng)濟(jì)其他部門發(fā)展速度，影響到我國(guó)和諧社會(huì)的建設(shè)，關(guān)系到全面建設(shè)小康社會(huì)目標(biāo)的實(shí)現(xiàn)。隨著經(jīng)濟(jì)全球化的加深，資源、要素在國(guó)際市場(chǎng)流動(dòng)日益頻繁，越來(lái)越多的跨國(guó)企業(yè)進(jìn)駐我國(guó)市場(chǎng)，我國(guó)的糧食安全不可避免的受到國(guó)際因素的影響。因此對(duì)于外商直接投資對(duì)我國(guó)糧食產(chǎn)業(yè)的影響效應(yīng)和外商行動(dòng)策略選擇分析問(wèn)題就很有理論和實(shí)際意義。 首先，本文在已有的理論基礎(chǔ)上分析了外商直接投資進(jìn)入我糧食產(chǎn)業(yè)的動(dòng)因和影響效應(yīng)。認(rèn)為外商為了尋求壟斷優(yōu)勢(shì)、市場(chǎng)跟從效應(yīng)、內(nèi)部化成本和全球化戰(zhàn)略布局需要，加強(qiáng)了對(duì)我國(guó)糧食市場(chǎng)的投放。外商直接投資會(huì)從正負(fù)兩個(gè)方面影響我國(guó)糧食市場(chǎng)，比如可以彌補(bǔ)我國(guó)糧食市場(chǎng)的資金缺口、管理缺口、技術(shù)缺口等，推動(dòng)市場(chǎng)革新，完善市場(chǎng)體系；同時(shí)增大了國(guó)內(nèi)糧食企業(yè)的壓力和政府宏觀調(diào)控的難度。本文構(gòu)建的糧食產(chǎn)業(yè)安全評(píng)估模型得出在目前狀況下我國(guó)糧食是基本安全的。 其次，本文運(yùn)用五個(gè)博弈模型分析了在糧食市場(chǎng)上各市場(chǎng)主體的行動(dòng)策略選擇。國(guó)內(nèi)的糧食企業(yè)與外資糧食巨頭相比，實(shí)力懸殊太大。國(guó)內(nèi)糧企業(yè)發(fā)出的威脅信號(hào)置信度太低，不能阻止外資糧企業(yè)的進(jìn)攻步伐，國(guó)內(nèi)糧企的最優(yōu)策略選擇是讓外資糧企進(jìn)入我國(guó)糧食市場(chǎng)，以獲得外資糧企的溢出效應(yīng)，達(dá)到共贏的局面。同時(shí)，為了避免國(guó)內(nèi)糧企完全被外資糧企控制，，需要政府的保護(hù)，但這種保護(hù)不是消極的，而是積極的支持國(guó)內(nèi)糧企市場(chǎng)競(jìng)爭(zhēng)。 最后，借鑒了國(guó)外一些其他國(guó)家的經(jīng)驗(yàn)，積極利用外商直接投資來(lái)維護(hù)我國(guó)糧食安全。美國(guó)、日本、印度基本上都是從兩個(gè)方面制定政策措施應(yīng)對(duì)糧食產(chǎn)業(yè)中的外資，即穩(wěn)定糧食生產(chǎn)進(jìn)行糧食補(bǔ)貼和制定規(guī)范外資行為的法律法規(guī)。我國(guó)在應(yīng)對(duì)外商直接投資的問(wèn)題中也應(yīng)該在立足國(guó)內(nèi)糧食生產(chǎn)穩(wěn)定的基礎(chǔ)上，及時(shí)出臺(tái)外商直接投資法規(guī)和引導(dǎo)目錄。 總之，合理積極應(yīng)對(duì)和利用外商直接投資，是有利于維護(hù)我國(guó)糧食安全的。也只有在開(kāi)放的條件下，我國(guó)的經(jīng)濟(jì)發(fā)展才能夠真正實(shí)現(xiàn)安全。
[Abstract]:Food security has always been the top priority of our country's rural economy, at the same time, it is also the foundation of the national economy. Food security is an important part of national economic security. Food security determines the speed of development of other sectors of the national economy and affects the construction of a harmonious society in China. With the deepening of economic globalization, the flow of resources and elements in the international market is increasingly frequent, and more and more multinational enterprises enter the market of our country. The food security of our country is inevitably influenced by international factors, so it is of great theoretical and practical significance to analyze the effect of foreign direct investment on grain industry and the choice of foreign action strategy. First of all, based on the existing theories, this paper analyzes the causes and effects of foreign direct investment (FDI) entering China's grain industry, and thinks that foreign investors follow the market in order to seek monopoly advantage. The internalization cost and the global strategic layout need to strengthen the investment in the grain market of our country. The foreign direct investment will influence the grain market of our country from both positive and negative aspects. For example, it can make up the fund gap, management gap and technology gap of China's grain market, promote market innovation and perfect the market system; At the same time, the pressure of domestic grain enterprises and the difficulty of government macro-control are increased. Secondly, this paper uses five game models to analyze the choice of action strategies of the main players in the grain market. The domestic grain enterprises are compared with the foreign grain giants. The threat signal issued by domestic grain enterprises is too low to prevent the foreign grain enterprises from attacking. The best strategy for domestic grain enterprises is to let foreign grain enterprises enter the grain market in China. In order to obtain the spillover effect of foreign-funded grain enterprises and achieve a win-win situation. At the same time, in order to avoid the domestic grain enterprises being completely controlled by foreign-funded grain enterprises, the government should protect them, but this kind of protection is not negative. But actively support domestic grain enterprises market competition. Finally, we draw lessons from the experience of some other countries and actively utilize foreign direct investment to maintain the food security of our country. The United States, Japan. India has basically formulated policies and measures to deal with foreign investment in the food industry from two aspects. That is, to stabilize grain production, to subsidize grain and to formulate laws and regulations to regulate the behavior of foreign investment. In dealing with the problem of foreign direct investment, China should also base itself on the stability of domestic grain production. Timely introduction of foreign direct investment laws and regulations and guide catalogue. In a word, the rational and positive response to and utilization of foreign direct investment is conducive to the maintenance of food security in China, and only under the conditions of opening up can China's economic development truly realize security.
