【摘要】：近年來,為了增強(qiáng)國家文化軟實力,推動社會主義文化大發(fā)展大繁榮,我國全面實施文化強(qiáng)國戰(zhàn)略,文化產(chǎn)業(yè)快速發(fā)展。然而,融資難一直是掣肘我國文化產(chǎn)業(yè)發(fā)展的關(guān)鍵問題。反觀理論界,我國尚缺乏文化產(chǎn)業(yè)融資方式創(chuàng)新的系統(tǒng)性研究,適應(yīng)不同規(guī)模、不同情況文化企業(yè)資金需求的實踐操作方式也亟待完善。因此,如何創(chuàng)新文化產(chǎn)業(yè)融資方式、強(qiáng)化多元資本支持成為學(xué)術(shù)層面與實踐層面高度聚焦的熱點(diǎn)領(lǐng)域。 鑒于此,本文借鑒國外先進(jìn)經(jīng)驗,運(yùn)用文化產(chǎn)業(yè)、產(chǎn)業(yè)發(fā)展、金融創(chuàng)新和決策優(yōu)化的原理和方法,突破體制性壁壘、結(jié)構(gòu)性障礙和條件性瓶頸,探索性地設(shè)計了以“政府引導(dǎo)、市場配置；多個層次、多種渠道；效率優(yōu)先、兼顧安全；分類指導(dǎo)、以點(diǎn)帶面”為特征的我國文化產(chǎn)業(yè)宏觀融資方式。 首先,闡述了產(chǎn)業(yè)生命周期、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級等產(chǎn)業(yè)發(fā)展理論,解釋了金融創(chuàng)新理論,為后續(xù)研究奠定了理論基礎(chǔ)。初步分析了我國文化產(chǎn)業(yè)融資的需求特征,對比目前的融資供給,總結(jié)出我國文化產(chǎn)業(yè)融資存在總量不足和結(jié)構(gòu)性不足,創(chuàng)新的方向是總量支持和結(jié)構(gòu)創(chuàng)新。 其次,從改制上市、產(chǎn)業(yè)投資基金、銀行貸款三個方面,探討了上市融資、文化產(chǎn)業(yè)投資基金、政策性銀行貸款、商業(yè)銀行貸款等四種較為典型的微觀融資方式的深化、發(fā)展和完善。 再次,針對我國文化產(chǎn)業(yè)融資方式創(chuàng)新進(jìn)行效率評價和安全評價,嘗試提出“效率優(yōu)先、兼顧安全”的創(chuàng)新原則,作為融資方式創(chuàng)新和選擇的重要標(biāo)準(zhǔn)。一方面,針對融資效率評價指標(biāo)權(quán)重和融資效率評價專家權(quán)重均為三角模糊數(shù),以及融資效率評價指標(biāo)值為語言值的情形,構(gòu)建了基于TC-OWA算子的我國文化產(chǎn)業(yè)融資方式選擇模型。另一方面,從產(chǎn)業(yè)發(fā)展環(huán)境、產(chǎn)業(yè)控制力、產(chǎn)業(yè)核心價值觀強(qiáng)度、產(chǎn)業(yè)國際競爭力、產(chǎn)業(yè)創(chuàng)意程度以及產(chǎn)業(yè)科技素養(yǎng)等方面構(gòu)建了文化產(chǎn)業(yè)融資安全評價指標(biāo)體系,嘗試?yán)脤哟畏治龇ê湍：C合評價法對湖南文化產(chǎn)業(yè)融資安全進(jìn)行了評價。最后以湖南的文化產(chǎn)業(yè)融資方式創(chuàng)新為實證,總結(jié)了湖南的創(chuàng)新實踐。
[Abstract]:In recent years, in order to strengthen the soft power of national culture and promote the great development and prosperity of socialist culture, our country has implemented the strategy of cultural power in an all-round way, and the cultural industry has developed rapidly. The difficulty of financing has been a key problem that hinders the development of cultural industry in China. However, in the theoretical circle, there is still a lack of systematic research on the innovation of financing mode of cultural industry in China to adapt to different scales. Therefore, how to innovate the financing mode of cultural industry is urgent to be perfected. Strengthening multi-capital support has become a hot area in academic and practical aspects. In view of this, this article draws lessons from the foreign advanced experience, uses the cultural industry, the industrial development, the financial innovation and the decision-making optimization principle and the method, breaks through the system barrier, the structural barrier and the conditional bottleneck. Exploratory design with "government guidance, market allocation;" Multiple levels, multiple channels; Giving priority to efficiency and giving consideration to safety; Classification guidance, with the characteristics of "point-to-face" macro-financing mode of China's cultural industry. First of all, the industrial life cycle, industrial structure optimization and upgrading of industrial development theory, explain the theory of financial innovation. It lays a theoretical foundation for the follow-up study. It preliminarily analyzes the demand characteristics of cultural industry financing in China, compares the current financing supply, and concludes that the total amount of cultural industry financing in our country is insufficient and the structure is insufficient. The direction of innovation is total support and structural innovation. Secondly, from the reform of the listing, industrial investment funds, bank loans three aspects, discussed listed financing, cultural industry investment funds, policy bank loans. The deepening, development and perfection of four typical micro-financing methods, such as commercial bank loans. Thirdly, aiming at the innovation of financing mode of cultural industry in our country, we evaluate the efficiency and safety, and try to put forward the innovation principle of "efficiency first, taking into account the safety". As an important criterion of financing innovation and choice, on the one hand, the weight of evaluation index and expert weight of financing efficiency are triangular fuzzy number. And the evaluation index value of financing efficiency is language value, the model of financing mode selection of China's cultural industry based on TC-OWA operator is constructed. On the other hand, from the industrial development environment, industry control. The evaluation index system of financing safety of cultural industry is constructed in terms of the strength of industrial core values, the international competitiveness of industry, the degree of industrial creativity and the quality of industry science and technology. This paper attempts to evaluate the financing safety of Hunan's cultural industry by using the analytic hierarchy process and fuzzy comprehensive evaluation method. Finally, the innovation practice of Hunan's cultural industry is summarized based on the innovation of Hunan's cultural industry financing mode.
