【摘要】:隨著我國經(jīng)濟(jì)的快速發(fā)展,作為經(jīng)濟(jì)的中心行業(yè)——金融業(yè)也在迅猛的發(fā)展。在我國國內(nèi),各大銀行的競(jìng)爭(zhēng)日益激烈。而作為后起之秀的城市銀行,同樣面臨著巨大的壓力。對(duì)于城市銀行而言,如何利用自己的優(yōu)勢(shì),在風(fēng)險(xiǎn)管理能力的范圍內(nèi),拓展現(xiàn)有的市場(chǎng)占有率,并擴(kuò)大其營業(yè)范圍;有效的利用績效管理理論提高銀行的收益和員工的能力都是銀行勢(shì)在必行的研究問題。 近幾年我國金融行業(yè)的不斷發(fā)展,其經(jīng)營業(yè)務(wù)范圍也隨之?dāng)U大。在業(yè)務(wù)服務(wù)模式需要改進(jìn)的前提下,即保證國有銀行提高實(shí)際營業(yè)收益,同時(shí)改善經(jīng)營方式,改變傳統(tǒng)的規(guī)模性增長營業(yè)方式。因此,改革團(tuán)隊(duì)成分,保證專人專責(zé)專項(xiàng)業(yè)務(wù)的問題,成為我國國有銀行體制改革中管理者不可回避的重要問題。針對(duì)現(xiàn)階段業(yè)務(wù)水平很難滿足目前的市場(chǎng)需求。因此,對(duì)于國有銀行的績效考核體制的改革已經(jīng)勢(shì)在必行。研究發(fā)現(xiàn)國內(nèi)銀行存在如下幾點(diǎn)問題:一是未涵蓋資本有償使用的理念;二是過分強(qiáng)調(diào)財(cái)務(wù)指標(biāo)計(jì)劃的考核,支行過多的通過擴(kuò)大業(yè)務(wù)規(guī)模來提高效益;三是考核方案的財(cái)務(wù)指標(biāo)化,不能有效的表現(xiàn)出銀行這種特殊服務(wù)行業(yè)的行業(yè)特征,尤其是針對(duì)銀行行業(yè)自身的風(fēng)險(xiǎn)性問題,更是難以通過績效考核表現(xiàn)出來。因此,國內(nèi)銀行建立適合各自特點(diǎn)的績效考核方案是每一家銀行有利于自身發(fā)展的重要任務(wù)。本文就是以錦州銀行為研究對(duì)象,利用相關(guān)的績效考核理論設(shè)計(jì)一套符合錦州銀行的績效考核方案。 錦州銀行在眾多的城市銀行中屬于后起之秀,在近十幾年的發(fā)展中,已經(jīng)發(fā)展成擁有千億資產(chǎn)的城市銀行,在我國城市銀行界被評(píng)為B級(jí)銀行。錦州銀行在成立之初使用目標(biāo)管理的績效考核方法,隨著錦州銀行公司服務(wù)范圍的擴(kuò)大和國內(nèi)績效考核體系理論的不斷進(jìn)步,錦州銀行以RAROC績效考核方法替代目標(biāo)管理績效考核方法。由于錦州銀行規(guī)模的迅速發(fā)展,RAROC績效考核方法不能滿足錦州銀行逐步發(fā)展的需要,為了有效的增加錦州銀行員工的工作效率和公司利潤,因?yàn)楸疚臑殄\州銀行設(shè)計(jì)一條適應(yīng)錦州銀行發(fā)展需求的績效考核方案。 本文研究的是錦州銀行績效考核方案設(shè)計(jì),共分為四章,如下: 第一章,介紹本文的研究背景,研究目的和意義,介紹國內(nèi)外有關(guān)績效考核體系相關(guān)理論,之后介紹本文的研究思路、論文研究框架和本文的創(chuàng)新之處。 第二章,講述錦州銀行績效考核的現(xiàn)狀及存在的問題,其中包括錦州銀行概況、錦州銀行總體的發(fā)展戰(zhàn)略、錦州銀行的績效考核現(xiàn)狀和其現(xiàn)實(shí)施的績效考核方案中存在的問題。 第三章,主要講述錦州銀行績效考核方案設(shè)計(jì)過程,,其中主要研究了錦州銀行績效考核方案的設(shè)計(jì)目標(biāo)設(shè)計(jì)與原則;錦州銀行績效考核方案的設(shè)計(jì)流程;在錦州銀行績效考核方案中所運(yùn)用的績效考核理論和方法;在這些前提條件下,確定績效考核主體與考核周期;績效考核方案最重要的部分是績效考核指標(biāo)體系的設(shè)計(jì)和考核指標(biāo)權(quán)重值的確定。 第四章,在所設(shè)計(jì)的比較完善的績效考核方案的基礎(chǔ)上,筆者為了使錦州銀行績效考核方案有效的實(shí)施而設(shè)計(jì)了相關(guān)輔助措施,包括改善錦州銀行績效考核制度;制定相關(guān)的員工激勵(lì)措施;建立和改善相關(guān)的組織結(jié)構(gòu)和推進(jìn)企業(yè)文化的轉(zhuǎn)變等進(jìn)行了闡述。 本文用文獻(xiàn)研究法梳理了國內(nèi)績效考核的研究現(xiàn)狀。本文通過運(yùn)用問卷調(diào)查法處理績效考核方案中的績效考核指標(biāo)體系和權(quán)重值;通過實(shí)例分析法,分析了目前錦州銀行績效考核方案存在的問題,并針對(duì)上述問題;運(yùn)用平衡計(jì)分卡、KPI關(guān)鍵指標(biāo)法、360績效考核法和主觀經(jīng)驗(yàn)法等相關(guān)績效考核理論與方法。在深入調(diào)查研究的基礎(chǔ)上,綜合上述理論和方法對(duì)錦州銀行績效考核方案進(jìn)行設(shè)計(jì)。期望本方案能夠發(fā)揮錦州銀行員工的主觀能動(dòng)性,全面改善銀行的內(nèi)部經(jīng)營狀況,促進(jìn)錦州銀行的全面發(fā)展。
[Abstract]:With the rapid development of China's economy, as the center of industry economy, financial industry is in rapid development. In our country, the major banks in the increasingly fierce competition. As the bright younger generation of the city bank, is also facing great pressure. For city banks, how to make use of their own advantages, in the range of risk management ability, expand the existing market share and expand its business scope; the effective use of performance management theory to improve the ability of the bank's income and the staff are on the bank is imperative.
The continuous development of China's financial industry in recent years, its business scope is also expanding. In the business service model needs to be improved under the premise of ensuring the state-owned banks to improve the actual operating income at the same time, improve management, change the traditional growth mode of business. Therefore, the reform of the team composition, being in charge of special service guarantee the problem, become an important problem of management reform of Chinese state-owned banks in the system can not be avoided. According to the service level at this stage it is difficult to meet the current market demand. Therefore, the reform of the state-owned commercial bank performance appraisal system is imperative. The study found that domestic banks exist the following problems: the first is not covering compensation for the use of capital the idea is too much emphasis on financial indicators; two plan assessment branch too much to expand its business scale to improve efficiency; three is the financial index evaluation scheme And can not effectively show the bank special service industry characteristics, especially for the risk of the banking industry itself, it is difficult to through the performance appraisal performance. Therefore, the domestic banks to establish performance appraisal program for their respective characteristics is an important task for every bank in favor of their own development. This is to the Bank of Jinzhou as the research object, using the related theory of performance appraisal with the Bank of Jinzhou to design a set of performance appraisal program.
The Bank of Jinzhou in many city banks belong to the bright younger generation, in nearly 10 years of development, has billions of assets of the city bank, the bank in the city circle of our country was named the B bank. The Bank of Jinzhou using performance appraisal goal management method in the beginning, with the progress of the expansion of the Jinzhou bank service company the scope and the domestic performance appraisal system theory, the Bank of Jinzhou to RAROC performance evaluation method for alternative methods of performance appraisal management goals. Due to the rapid development of Jinzhou bank scale, RAROC performance evaluation methods can not meet the needs of the gradual development of the Bank of Jinzhou, Bank of Jinzhou in order to effectively increase the staff's working efficiency and profit of the company, because the Bank of Jinzhou the design of a performance appraisal system of the Bank of Jinzhou to adapt to development needs.
This paper studies the design of the performance assessment scheme of Jinzhou bank, which is divided into four chapters, as follows:
In the first chapter, we introduce the background, purpose and significance of the research, introduce the related theories of performance appraisal system at home and abroad, then introduce the research train of thought, research framework and innovation of this paper.
The second chapter describes the current situation and existing problems of performance appraisal of Jinzhou bank, including the general situation of Jinzhou bank, the overall development strategy of Jinzhou bank, the current situation of performance appraisal of Jinzhou bank and the problems existing in its implementation of performance appraisal plan.
The third chapter, the main performance evaluation plan about the Bank of Jinzhou, which mainly focuses on the design of the target design and principle of performance appraisal system of the Bank of Jinzhou; design process of bank performance appraisal scheme of Jinzhou; performance appraisal theory and method applied in the performance appraisal system in the Bank of Jinzhou; in these conditions, determine the performance evaluation subject with the appraisal cycle; the most important part of the performance appraisal system is to determine the design and assessment indicators of performance evaluation index system of values.
The fourth chapter, based on the relatively perfect performance appraisal program design on the relevant auxiliary measures the author designed in order to implement the performance appraisal scheme of Jinzhou banks, including improving the performance appraisal system of Jinzhou bank; incentive measures related staff; establish and improve the relevant organizational structure and promoting enterprise culture change discussed in this paper.
This paper uses literature research method combing the domestic research status of performance appraisal. This paper uses the method of questionnaire investigation processing performance appraisal program performance evaluation index system and weight value; through the case analysis, analysis of the current performance appraisal system of Jinzhou banking problems, and to solve the above problems; using balanced scorecard, key performance indicators KPI 360, performance assessment of subjective experience and related performance evaluation theories and methods. Based on in-depth research, the theory and method to design the performance appraisal scheme of Jinzhou bank. This scheme can give full play to the initiative of Jinzhou bank employees, improve the internal operating conditions of the bank, to promote the overall development of the Bank of Jinzhou.
