【摘要】：始于2007年的全球金融危機(jī)使得風(fēng)險迅速在全球擴(kuò)散開來，給世界經(jīng)濟(jì)造成嚴(yán)重沖擊，使得金融監(jiān)管這一論題成為了備受關(guān)注的焦點；同時，我國現(xiàn)行金融監(jiān)管體制與當(dāng)前金融體系發(fā)展的矛盾日益突出，面臨著嚴(yán)峻的考驗。基于我國金融業(yè)混業(yè)經(jīng)營和分業(yè)監(jiān)管的不協(xié)調(diào)現(xiàn)狀，如何完善金融監(jiān)管的協(xié)調(diào)機(jī)制是我國金融業(yè)所面臨的重大問題。 本文首先從金融監(jiān)管及協(xié)同學(xué)的理論入手，對協(xié)同學(xué)應(yīng)用于金融監(jiān)管進(jìn)行了可行性分析；其次，，在分析了我國金融監(jiān)管體系現(xiàn)狀的基礎(chǔ)上，對我國金融監(jiān)管所存在的問題進(jìn)行了定性分析；再次，利用協(xié)同學(xué)的手段，在此基礎(chǔ)上建立金融監(jiān)管協(xié)同度模型，計算2006-2010年我國金融監(jiān)管三大系統(tǒng)的協(xié)調(diào)程度，經(jīng)過分析計算，最后得出結(jié)論：證券業(yè)監(jiān)管相對有序，銀行業(yè)監(jiān)管次之，保險監(jiān)管無序，金融危機(jī)時期我國金融監(jiān)管協(xié)調(diào)度為零，2009年、2010年銀行業(yè)監(jiān)管與證券業(yè)監(jiān)管的協(xié)同度分別為0.1和0.15。 最后，根據(jù)實證得出的結(jié)論，結(jié)合我國金融監(jiān)管的實際情況，對我國金融監(jiān)管協(xié)調(diào)機(jī)制進(jìn)行評價，并針對性地提出了建立和完善我國金融監(jiān)管協(xié)調(diào)機(jī)制的一些措施。
[Abstract]:The global financial crisis, which began in 2007, made the risk spread rapidly in the world, and caused serious impact to the world economy, which made the topic of financial supervision become the focus of much attention. At the same time, the contradiction between the current financial supervision system and the development of the current financial system is increasingly prominent, facing a severe test. How to perfect the coordination mechanism of financial supervision is an important problem facing our financial industry. Firstly, this paper starts with the financial supervision and the theory of Synergetics, and analyzes the feasibility of the application of Synergetics in financial supervision. Secondly, on the basis of analyzing the present situation of our country's financial supervision system, this paper makes a qualitative analysis of the problems existing in our country's financial supervision. Thirdly, by using the means of Synergetics, a financial supervision synergy model is established to calculate the coordination degree of the three financial supervision systems in China from 2006 to 2010. Finally, the conclusion is drawn: the securities industry supervision is relatively orderly, the banking regulation is second, the insurance supervision is disordered, the coordination degree of financial supervision in China is zero during the financial crisis, 2009. In 2010, the degree of synergy between banking and securities supervision was 0. 1 and 0. 15 respectively. Finally, according to the empirical conclusions, combined with the actual situation of financial supervision in China, the coordination mechanism of financial supervision in China is evaluated. Some measures to establish and perfect the coordination mechanism of financial supervision in China are put forward.
