【摘要】：扶貧工作一直以來(lái)都是我國(guó)政府的一項(xiàng)重要工作內(nèi)容，扶貧工作的成果如何直接關(guān)系到我國(guó)“保發(fā)展、促和諧”的國(guó)家建設(shè)宏偉目標(biāo)的實(shí)現(xiàn)。隨著我國(guó)經(jīng)濟(jì)體制改革進(jìn)程的不斷深化，我國(guó)政府的扶貧模式也發(fā)生了重大的改變。以往傳統(tǒng)模式下單純依靠國(guó)家財(cái)政撥款行使扶貧職能的“政府主導(dǎo)型扶貧模式”逐漸退出歷史舞臺(tái)，取而代之的是由包括國(guó)家財(cái)政、金融、科教、慈善事業(yè)在內(nèi)的多種扶貧方式組成的“復(fù)合型扶貧模式”。在這種新的扶貧模式下，金融機(jī)構(gòu)逐漸成為扶貧工作的重要力量，承擔(dān)起越來(lái)越多的扶貧責(zé)任。本論文正是在這樣的背景下，探討新時(shí)期我國(guó)政府如何通過(guò)多種多樣的金融扶貧方式，來(lái)實(shí)現(xiàn)政府扶貧模式的轉(zhuǎn)變。 本論文內(nèi)容共由六個(gè)部分構(gòu)成。第一部分，緒論。主要介紹論文的研究背景和研究方法、闡明本研究的理論價(jià)值與現(xiàn)實(shí)意義等；第二部分，相關(guān)理論基礎(chǔ)與文獻(xiàn)綜述。對(duì)本文涉及到的相關(guān)概念進(jìn)行解釋與界定，并對(duì)國(guó)內(nèi)外金融扶貧的理論及實(shí)踐進(jìn)行概要介紹；第三部分，我國(guó)傳統(tǒng)扶貧模式分析。主要對(duì)我國(guó)傳統(tǒng)扶貧模式的特征、類型、存在的問(wèn)題等進(jìn)行分析；第四部分，我國(guó)農(nóng)村金融扶貧現(xiàn)狀分析。主要揭示我國(guó)農(nóng)村金融扶貧存在的主要問(wèn)題，并分析形成和導(dǎo)致這些問(wèn)題的原因；第五部分，國(guó)內(nèi)外新型金融扶貧模式的案例分析。通過(guò)對(duì)國(guó)內(nèi)外兩個(gè)較為著名的新型金融扶貧模案的案例介紹與分析，從中總結(jié)經(jīng)驗(yàn)與啟示；第六部分，金融扶貧模式創(chuàng)新的對(duì)策與建議。在總結(jié)上述各部分內(nèi)容基礎(chǔ)之上，本部分提出我國(guó)金融扶貧模式創(chuàng)新與發(fā)展的對(duì)策和建議。
[Abstract]:The poverty alleviation work has always been an important task of our government, poverty alleviation work is directly related to China's security and development, to achieve the goal of national construction and promote harmony ". With the deepening of economic system reform in our country, our government's poverty alleviation mode has also undergone a major change the traditional mode. Simply relying on state funding to exercise the functions of the" government oriented poverty alleviation mode "gradually withdraw from the stage of history, replaced by the national finance, finance, education, charity, various means of poverty alleviation integrated poverty alleviation mode". In this new model of poverty alleviation, financial institutions has gradually become an important force for poverty alleviation, assume more and more responsibility for poverty alleviation. This thesis is in this context, to explore how the government of our country in the new period through a variety of A variety of ways of financial poverty alleviation to achieve the transformation of the government's poverty alleviation model.
This thesis consists of six parts. The first part, introduction. The research background and research methods of the main thesis, clarifies the research theory value and practical significance; the second part, the theoretical basis and literature review. The interpretation and definition of related concepts involved in this thesis, and the theory and practice of the domestic and foreign financial poverty alleviation is introduced briefly; the third part, analysis of China's traditional poverty alleviation mode. Mainly on China's traditional poverty alleviation mode characteristics, types, existing problems were analyzed; the fourth part, analysis of the current situation of China's rural financial poverty alleviation. Mainly reveals the main problems existing in China's rural financial poverty alleviation, and analysis of the formation and the causes of these problems; the fifth part analyzes the domestic and foreign new financial poverty alleviation mode case. Based on the domestic and foreign two prominent new financial poverty alleviation mode case case lies This paper sums up experience and inspiration from the analysis. The sixth part is the countermeasures and suggestions for the innovation of financial poverty alleviation mode. Based on the above contents, this part puts forward the countermeasures and suggestions for the innovation and development of China's financial poverty alleviation model.
