【摘要】：合作是當(dāng)今世界經(jīng)濟(jì)發(fā)展的趨勢(shì)與潮流,如果說(shuō)競(jìng)爭(zhēng)能給人帶來(lái)活力與效率的話,那么合作則能給人們帶來(lái)和諧與效率。區(qū)域旅游合作作為區(qū)域合作的一個(gè)重要組成部分,已經(jīng)成為提升區(qū)域旅游業(yè)發(fā)展質(zhì)量、改善區(qū)域旅游整體形象,實(shí)現(xiàn)旅游業(yè)轉(zhuǎn)型升級(jí)和協(xié)調(diào)發(fā)展的重要途徑。長(zhǎng)三角區(qū)域作為我國(guó)區(qū)域旅游合作的重要實(shí)踐區(qū)和示范區(qū),在近30年的實(shí)踐發(fā)展過(guò)程中積累了許多成功經(jīng)驗(yàn),并形成了一些基本的發(fā)展模式�；诖�,本研究在對(duì)長(zhǎng)三角區(qū)域旅游合作城市進(jìn)行深度訪談等實(shí)地調(diào)研的基礎(chǔ)上,較為詳細(xì)地總結(jié)了長(zhǎng)三角區(qū)域旅游合作發(fā)展模式的形成機(jī)制及其基本類型,并系統(tǒng)梳理了長(zhǎng)三角區(qū)域旅游合作發(fā)展面臨的障礙和對(duì)策選擇。期望一方面為長(zhǎng)三角區(qū)域旅游合作深入發(fā)展提供理論依據(jù)和前瞻性觀點(diǎn),另一方面對(duì)我國(guó)其他區(qū)域正在開(kāi)展的旅游合作提供一定的經(jīng)驗(yàn)借鑒和指導(dǎo)。 首先,論文系統(tǒng)梳理了長(zhǎng)三角區(qū)域旅游合作的演進(jìn)軌跡。長(zhǎng)三角區(qū)域旅游合作發(fā)展歷程可以概括為合作探索起步時(shí)期(1979年-1991年)、合作發(fā)展推進(jìn)時(shí)期(1992年-2002年)、合作穩(wěn)步提升時(shí)期(2003年-2006年)、合作加速深化階段(2007年-至今)四個(gè)階段。長(zhǎng)三角區(qū)域旅游合作經(jīng)過(guò)四個(gè)時(shí)期的探索創(chuàng)新,在合作理念、合作主體、合作領(lǐng)域以及合作形態(tài)等四個(gè)層面取得了較為明顯的成果。當(dāng)前,長(zhǎng)三角區(qū)域旅游合作在更高的平臺(tái)上進(jìn)行合作,同時(shí)這也是一個(gè)機(jī)制和模式不斷創(chuàng)新的過(guò)程。 其次,依據(jù)前人理論研究成果,結(jié)合實(shí)地調(diào)研獲取的第一手資料,構(gòu)建了長(zhǎng)三角區(qū)域旅游合作發(fā)展模式形成機(jī)制的理論框架。該理論框架主要由合作形成先決條件、合作形成動(dòng)力機(jī)制、合作形成階段過(guò)程以及合作形成主要成果四個(gè)具有內(nèi)在邏輯的部分構(gòu)成。在此基礎(chǔ)上,依據(jù)合作的主導(dǎo)型、合作領(lǐng)域等要素,將長(zhǎng)三角區(qū)域旅游合作發(fā)展模式歸納為政府主導(dǎo)型的旅游合作模式、政府推動(dòng)型的旅游合作模式、企業(yè)主導(dǎo)型的旅游合作模式、行業(yè)引導(dǎo)型的旅游合作模式以及項(xiàng)目驅(qū)動(dòng)型的旅游合作模式等五種基本類型。 最后,根據(jù)對(duì)政府、企業(yè)等深度訪談獲取的第一手資料,將當(dāng)前長(zhǎng)三角區(qū)域旅游合作面臨的障礙歸納為體制機(jī)制層面障礙、合作利益層面障礙、合作運(yùn)營(yíng)層面障礙、政策支持層面障礙等四個(gè)層面的障礙。依據(jù)國(guó)際發(fā)展經(jīng)驗(yàn),結(jié)合長(zhǎng)三角區(qū)域?qū)嶋H情況,從加強(qiáng)基礎(chǔ)研究、增強(qiáng)信息互通、強(qiáng)化政策效應(yīng)、統(tǒng)一服務(wù)標(biāo)準(zhǔn)、完善合作管理、創(chuàng)新合作理念等六個(gè)方面提出了長(zhǎng)三角區(qū)域旅游合作進(jìn)一步深化的對(duì)策選擇。
[Abstract]:Cooperation is the trend and trend of economic development in the world today. If competition can bring vitality and efficiency, then cooperation can bring harmony and efficiency to people. As an important part of regional cooperation, regional tourism cooperation has become an important way to improve the quality of regional tourism development, improve the overall image of regional tourism, and realize the transformation and coordinated development of tourism. As an important practice and demonstration area of regional tourism cooperation in China, the Yangtze River Delta region has accumulated many successful experiences and formed some basic development models in the past 30 years. Based on this, this study summarizes the formation mechanism and basic types of tourism cooperation development model in Yangtze River Delta on the basis of in-depth interviews and other field investigations on tourism cooperative cities in the Yangtze River Delta region. And systematically combed the Yangtze River Delta regional tourism cooperation development facing obstacles and countermeasures. On the one hand, it is expected to provide theoretical basis and forward-looking viewpoint for the in-depth development of tourism cooperation in the Yangtze River Delta region, on the other hand, it can provide some experience and guidance for the tourism cooperation being carried out in other regions of China. First of all, the paper systematically combed the evolution of tourism cooperation in the Yangtze River Delta. The development course of tourism cooperation in Yangtze River Delta can be summarized as four stages: the initial period of cooperation exploration (1979-1991), the period of promoting cooperative development (1992-2002), the period of steady promotion of cooperation (2003-2006), and the stage of accelerating cooperation deepening (2007-present). After four periods of exploration and innovation, tourism cooperation in the Yangtze River Delta region has achieved obvious results in four levels: cooperation idea, cooperation subject, cooperation field and cooperation form. At present, the tourism cooperation in the Yangtze River Delta is on a higher platform, which is also a process of continuous innovation of mechanism and mode. Secondly, according to the previous theoretical research results, combined with the first-hand information obtained from field research, this paper constructs the theoretical framework of the formation mechanism of tourism cooperation development model in the Yangtze River Delta region. The theoretical framework consists of four parts with inherent logic: the precondition of the formation of cooperation, the dynamic mechanism of the formation of cooperation, the process of the formation of cooperation and the main achievements of the formation of cooperation. On this basis, according to the factors such as cooperation leading and cooperation field, the development model of tourism cooperation in Yangtze River Delta region is summarized as government-oriented tourism cooperation mode, government-driven tourism cooperation mode. There are five basic types: enterprise-oriented tourism cooperation mode, industry-led tourism cooperation mode and project-driven tourism cooperation mode. Finally, according to the first-hand information obtained from the in-depth interviews with the government and enterprises, the obstacles faced by tourism cooperation in the Yangtze River Delta region are summed up as institutional mechanism barriers, cooperation interests barriers, cooperative operation barriers. There are four levels of obstacles in policy support. According to the international development experience and the actual situation of the Yangtze River Delta region, from strengthening the basic research, enhancing the information exchange, strengthening the policy effect, unifying the service standard, perfecting the cooperation management, This paper puts forward the countermeasures of further deepening tourism cooperation in Yangtze River Delta in six aspects, such as innovation and cooperation.
