【摘要】：中國國家館與中國省區(qū)市聯(lián)合館是世博會中國館的二個重要組成部份,在世博運(yùn)營階段,省區(qū)市聯(lián)合館以其極具特色的展示效果吸引了大量游客,為中國館乃至整個世博園區(qū)的運(yùn)營作出了巨大貢獻(xiàn)。在成功的背后,省區(qū)市的整個參展工作凝聚了組織方、參展方及各參與團(tuán)隊的辛勤與智慧,可以說省區(qū)市的施工布展工作是一次融合展覽項目與建筑工程管理二個行業(yè)管理的實踐。 作為一個展示項目省區(qū)市聯(lián)合館包含了31個省區(qū)市館及公共區(qū)域的展示工程,同時區(qū)別于一般商展項目的是省區(qū)市聯(lián)合館在施工布展階段經(jīng)歷了類似工程建設(shè)的幾個階段,即:建(構(gòu))筑物的搭建、設(shè)備安裝、展館裝飾及展項布置、總體調(diào)試等各個階段。與一般工程建設(shè)項目相比較,省區(qū)市在項目實施過程中延伸出了組織方的概念,組織方在施工布展的整個過程中是公共區(qū)域的業(yè)主方,同時又是31個省區(qū)市展館建設(shè)、施工布展的協(xié)調(diào)方,31個省區(qū)市參展方作為各自場館的建設(shè)方對各展館承擔(dān)主體責(zé)任,因此省區(qū)市聯(lián)合館施工布展項目具有參與方多、管理界面及職責(zé)不清晰的特點。 本文首先分析政府投資項目及一般商展項目的管理模式、組織機(jī)構(gòu)模式,總結(jié)歸納了省區(qū)市參展工作的特點及前期存在的問題,在客觀分析的基礎(chǔ)上從組織機(jī)構(gòu)、職能設(shè)置方面進(jìn)行優(yōu)化調(diào)整,通過對項目實施過程中的關(guān)鍵要素的控制、管理從而確保國內(nèi)參展工作整體推進(jìn)。 省區(qū)市聯(lián)合館的施工布展總體而言可以歸結(jié)為二個層面的協(xié)調(diào)管理,即:組織方與參展方之間同屬與政府部門之間的協(xié)調(diào)、管理,以及主場管理與各展館搭建團(tuán)隊之間的管理。省區(qū)市聯(lián)合館施工布展充分體現(xiàn)了組織方以共同的目標(biāo)為出發(fā)點,引導(dǎo)31個具有政府背景的參展方共同實施一個大型項目體系管理的過程,在成功完成施工布展任務(wù)的同時,也為今后商展項目的管理模式、管理方法提出了一個新的思路。
[Abstract]:At the stage of the Expo operation , the provincial and municipal joint libraries have made great contributions to the operation of the Chinese Pavilion and the whole World Expo Park . In the background of success , the whole exhibition work of the provincial and municipal cities has condensed the hard work and wisdom of the organization , the participating parties and the participating teams , and it can be said that the construction and exhibition work of the provinces and cities is the practice of the two industry management of the exhibition project and the construction project management .

As a demonstration project , the provincial and municipal joint library includes 31 provinces and municipalities and public areas . It is different from the general commercial exhibition project , which is the construction of construction , equipment installation , exhibition hall decoration , exhibition layout and general debugging .

This paper first analyzes the management mode and organization mode of government investment project and general commercial exhibition project , summarizes the characteristics and problems existing in the prior period , and optimizes adjustment from the organizational structure and function setting on the basis of objective analysis . Through the control and management of the key elements in the project implementation process , this article will ensure the overall advancement of the domestic exhibition .

At the same time , the construction layout of the joint house of the provinces and cities reflects the process of organizing the management of a large - scale project system jointly between the organization party and the exhibition party , and guides the 31 participating parties with the government background together to implement a large - scale project system management process . Meanwhile , a new idea is put forward for the management mode and management method of the future commercial exhibition project .
