【摘要】：文化是民族的靈魂，是民族凝聚力和自信心的來源。我國(guó)是有著悠久歷史和燦爛文化的文明古國(guó)，文化的傳承遺跡俯仰皆是，為世人所稱道。2012年5月18日在深圳會(huì)展中心召開的第八屆文博會(huì)上，科技部、中宣部、文化部、廣電總局、新聞出版總署等五部門開展文化和科技融合示范基地認(rèn)定，聯(lián)合發(fā)布了首批16家國(guó)家級(jí)文化和科技融合示范基地，其中包括蘭州國(guó)家級(jí)文化和科技融合示范基地。蘭州國(guó)家級(jí)文化與科技融合示范基地以蘭州新區(qū)等為依托，在建設(shè)發(fā)展的過程中，盡管政府予以了很大的金融政策傾斜和支持然而融資難問題一直是制約基地進(jìn)一步建設(shè)發(fā)展的原因，影視產(chǎn)業(yè)鏈在基地中小企業(yè)集聚的情況下初現(xiàn)輪廓，它完整的包含了影視產(chǎn)業(yè)鏈上中下游的企業(yè)，本文正是著眼于此，首先，在產(chǎn)業(yè)集聚的基礎(chǔ)上提出了全產(chǎn)業(yè)鏈的構(gòu)建，其次，在構(gòu)建全產(chǎn)業(yè)鏈的基礎(chǔ)上分別具有針對(duì)性的提出了各個(gè)產(chǎn)業(yè)鏈上企業(yè)的融資特性及金融支持對(duì)策，最后，本文總結(jié)提出了蘭州國(guó)家級(jí)文化與科技融合示范基地影視基地產(chǎn)業(yè)鏈?zhǔn)桨l(fā)展的現(xiàn)實(shí)意義。打造影視基地全產(chǎn)業(yè)鏈的發(fā)展模式有助于電影產(chǎn)業(yè)鏈上的各企業(yè)間形成信息和資金互通有無、交流融通的協(xié)調(diào)關(guān)系，能夠增進(jìn)銀行和企業(yè)之間的交流和信賴，為企業(yè)進(jìn)行外源性融資奠定基礎(chǔ)，拓寬了企業(yè)融資渠道和方式，，增強(qiáng)了企業(yè)抵御融資風(fēng)險(xiǎn)的能力。
[Abstract]:Culture is the soul of the nation and the source of national cohesion and self-confidence. China is an ancient civilization with a long history and splendid culture. The cultural heritage and relics are admired by the world. On May 18, 2012, the Ministry of Science and Technology, the propaganda Department of the CPC Central Committee, the Ministry of Culture, The five departments, such as the General Administration of Radio, Film and Television, the General Administration of Press and publication, and the General Administration of Press and publication, established the demonstration bases for cultural and scientific and technological integration, and jointly released the first batch of 16 national cultural, scientific and technological integration demonstration bases, including Lanzhou National Cultural and Scientific and technological Integration demonstration Base. Lanzhou National Culture and Science and Technology Integration demonstration Base is based on Lanzhou New District, and in the process of construction and development, Although the government has given great financial policy inclination and support, the financing difficulties have always been the reason for restricting the further construction and development of the base. The film and television industry chain has initially appeared in the outline of the situation where the small and medium-sized enterprises of the base gather together. It includes the film and television industry chain in the middle and lower reaches of the enterprises, this article is focused on this, first, on the basis of industrial agglomeration proposed the construction of the entire industrial chain, second, On the basis of constructing the whole industry chain, the paper puts forward the financing characteristics and financial support countermeasures of the enterprises in each industry chain. This paper summarizes and puts forward the practical significance of the development of film and television industry chain of Lanzhou National Culture and Science and Technology Fusion demonstration Base. The development mode of creating the whole industry chain of film and television base is helpful for the enterprises in the film industry chain to form the information and fund exchange, coordinate the communication and finance, and enhance the communication and trust between the banks and the enterprises. It lays the foundation for the enterprise to carry on the exogenous financing, broadens the enterprise financing channel and the way, enhances the enterprise to resist the financing risk the ability.
