成都市青羊區(qū)實施“文化信使服務(wù)”的案例研究

【摘要】:隨著社會主義市場經(jīng)濟(jì)體制改革不斷深入和文化產(chǎn)業(yè)迅猛發(fā)展,全面建設(shè)我國公共文化服務(wù)體系的構(gòu)想,在黨和政府的發(fā)展戰(zhàn)略中日益明晰和明確。黨的十七大更明確了興起社會主義文化建設(shè)新高潮和建立覆蓋全社會的公共文化服務(wù)體系的戰(zhàn)略部署。在這一時代背景下,作為四川省歷史文化名區(qū)的成都市青羊區(qū)率先提出并實施“文化信使服務(wù)”工程,著力推進(jìn)了以社區(qū)文化為特色的公共文化服務(wù)建設(shè)。 “文化信使服務(wù)”工程,,是由區(qū)委宣傳部、區(qū)文化廣電旅游局派出全部干部職工,下沉到街道、社區(qū),與居民加強溝通聯(lián)系,負(fù)責(zé)協(xié)調(diào)組織社區(qū)群眾,參與壩壩電影、好書推薦、文化講習(xí)、文藝培訓(xùn)、文藝創(chuàng)作、文藝演出、書畫展覽、體育競技等各種文體活動,聯(lián)絡(luò)社區(qū)文化隊伍,豐富社區(qū)文化生活,提高社區(qū)文化服務(wù),滿足社區(qū)文化需求。“文化信使行動”貼近社區(qū)和市民,不僅給社區(qū)送去文化,還立足社區(qū)種文化、攜手社區(qū)辦文化!拔幕攀埂钡哪J絹碓从凇肮芾碜兎⻊(wù),下沉到社區(qū);貼近老百姓,夯實搞活動;文化心連心,全力促和諧”的青羊區(qū)文化工作理念,實現(xiàn)“下移工作重心、下放職責(zé)職權(quán)、下沉服務(wù)”的具體要求,“‘文化信使’擔(dān)負(fù)的是橋梁和紐帶作用”。 “文化信使服務(wù)”工程實施幾年來取得了不錯的成效,同時也凸顯諸多不足。為給公共文化服務(wù)建設(shè)提供更多的優(yōu)良經(jīng)驗,本文就青羊區(qū)文化信使服務(wù)工作開展了深入調(diào)研,對“文化信使服務(wù)”的指導(dǎo)原則、組織構(gòu)架、實施背景、舉措成效進(jìn)行了現(xiàn)狀分析,同時找出其存在問題,最后結(jié)合研究結(jié)果,就完善青羊區(qū)文化信使服務(wù)提出了可行性建議。希望此次研究的結(jié)果能為創(chuàng)新當(dāng)前公共文化服務(wù)舉措提供依據(jù)。
[Abstract]:With the deepening of the reform of socialist market economic system and the rapid development of cultural industry, the concept of building our country's public cultural service system in an all-round way has become increasingly clear and clear in the development strategy of the Party and the government. The Seventeenth National Congress of the Communist Party of China (CPC) has made clear the strategic plan for the emergence of a new climax of socialist cultural construction and the establishment of a public cultural service system covering the whole society. Under this background, the Qingyang District of Chengdu, as a famous historical and cultural district of Sichuan Province, was the first to put forward and carry out the "Cultural Messenger Service" project, which promoted the construction of public cultural service with the characteristics of community culture. The "Cultural Messenger Service" project is conducted by the propaganda Department of the District Committee and the District Bureau of Culture, Radio, Television and Tourism, sending all cadres and workers to the streets and communities, strengthening communication and liaison with the residents, coordinating and organizing the community masses, and participating in the dam and dam films. Good book recommendation, cultural workshops, literature and art training, literary and artistic creation, literary performances, calligraphy and painting exhibitions, sports and other cultural activities, liaison with community cultural teams, enrichment of community cultural life, and improvement of community cultural services, To meet the cultural needs of the community. "Cultural Messenger Action" is close to the community and the citizens, not only to the community to send culture, but also based on the community culture, work together with the community to run the culture. The mode of "Cultural Messenger" comes from the concept of "changing the service of management, sinking into the community, being close to the common people, ramming up the activities, connecting the heart of culture and promoting harmony with all our heart", and realizing the idea of "moving down the center of work, devolving responsibilities and powers," Sinking service "the specific requirements," "the 'cultural messenger' is charged with the role of bridges and ties." The "Cultural Messenger Service" project has achieved good results in the past few years, but also highlights many shortcomings. In order to provide more good experience for the construction of public cultural service, this paper has carried out an in-depth investigation on the work of cultural messenger service in Qingyang District. The guiding principles, organizational framework and implementation background of the "Cultural Messenger Service" have been studied in this paper. This paper analyzes the present situation of the measures, finds out the existing problems, and finally puts forward some feasible suggestions on how to perfect the cultural messenger service in Qingyang District. Hope the results of this study can provide a basis for innovation of current public cultural service initiatives.
