【摘要】:旅游業(yè)被并稱為“朝陽產(chǎn)業(yè)”。由于其產(chǎn)業(yè)關(guān)聯(lián)度高、綜合帶動(dòng)性強(qiáng)、輻射牽引力大、污染小,是全球發(fā)展最迅速的產(chǎn)業(yè)之一。旅游業(yè)的發(fā)展對(duì)提高人民生活水平、增加外匯收入、促進(jìn)就業(yè)、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)起著重要作用。發(fā)展旅游業(yè)不僅有巨大的經(jīng)濟(jì)效益,也有明顯的社會(huì)效益和文化效益。 在全球旅游產(chǎn)業(yè)快速發(fā)展的同時(shí),亞太地區(qū)正成為世界旅游熱點(diǎn)地區(qū)之一。作為亞太地區(qū)最重要的旅游目的地之一,中國(guó)的旅游業(yè)在改革開放后得到了快速發(fā)展,旅游業(yè)的國(guó)際競(jìng)爭(zhēng)力得到了大幅度提高。中國(guó)已經(jīng)實(shí)現(xiàn)了從亞洲旅游大國(guó)到世界旅游大國(guó)的轉(zhuǎn)變,開始邁入建設(shè)世界旅游強(qiáng)國(guó)的進(jìn)程,中國(guó)旅游業(yè)發(fā)展前景十分廣闊。隨著中國(guó)經(jīng)濟(jì)的進(jìn)一步發(fā)展,中國(guó)人均收入將達(dá)到中等發(fā)達(dá)國(guó)家的水平,旅游消費(fèi)需求將大幅提升,這是旅游業(yè)持續(xù)興旺發(fā)展的動(dòng)力,中國(guó)旅游業(yè)將繼續(xù)保持高速增長(zhǎng)。風(fēng)景名勝區(qū)要滿足旅游者的需要,在各風(fēng)景名勝區(qū)間的競(jìng)爭(zhēng)中取得競(jìng)爭(zhēng)優(yōu)勢(shì),必須從規(guī)劃、開發(fā)、管理等各方面全面提升競(jìng)爭(zhēng)力。 桂林市擁有良好的基礎(chǔ)條件和巨大的發(fā)展?jié)摿?在我國(guó)區(qū)域發(fā)展格局中具有重要地位。桂林是著名國(guó)際旅游城市和中國(guó)歷史文化名城,首批中國(guó)優(yōu)秀旅游城市,世界旅游組織首推的中國(guó)四大旅游目的地城市之一!肮鹆稚剿滋煜隆,以山青、水秀、洞奇、石美“四絕”美譽(yù)世界,是中國(guó)自然風(fēng)光的典型代表和經(jīng)典品牌。旅游業(yè)是桂林最具優(yōu)勢(shì)、最具發(fā)展?jié)摿Φ漠a(chǎn)業(yè)。2009年國(guó)家從戰(zhàn)略層面對(duì)我國(guó)旅游業(yè)綜合改革進(jìn)行部署,提出構(gòu)建“一省一島一市”的格局,桂林市成為國(guó)家旅游綜合改革試驗(yàn)區(qū),是目前全國(guó)唯一一個(gè)建設(shè)國(guó)家旅游綜合改革試驗(yàn)區(qū)的地級(jí)城市。在綜合改革、旅游帶動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展方面可以充分發(fā)揮整體優(yōu)勢(shì),為全國(guó)提供示范。桂林旅游業(yè)經(jīng)過30多年的發(fā)展,已經(jīng)發(fā)展形成最具城市優(yōu)勢(shì)、最具品牌效應(yīng)、最具社會(huì)競(jìng)爭(zhēng)力和最具發(fā)展?jié)摿Φ漠a(chǎn)業(yè)。然而,桂林旅游業(yè)發(fā)展也面臨巨大的挑戰(zhàn)。 研究桂林市旅游產(chǎn)業(yè)發(fā)展,既是加快推進(jìn)桂林國(guó)家旅游綜合改革試驗(yàn)區(qū)建設(shè)的需要,廣西旅游業(yè)協(xié)調(diào)發(fā)展的需要,也是中國(guó)旅游產(chǎn)業(yè)改革與發(fā)展的需要。探尋桂林旅游業(yè)創(chuàng)新發(fā)展模式不僅具有局部區(qū)域性意義,更具全局戰(zhàn)略性意義。以桂林旅游產(chǎn)業(yè)創(chuàng)新發(fā)展為研究對(duì)象,為促進(jìn)轉(zhuǎn)變發(fā)展方式、旅游產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、形成旅游產(chǎn)業(yè)發(fā)展新方式提供理論支撐體系和制度框架,為實(shí)現(xiàn)全國(guó)旅游業(yè)發(fā)展提供可供借鑒的模式。 全文除緒論和結(jié)論外,共分為八章。即:桂林旅游產(chǎn)業(yè)發(fā)展現(xiàn)狀評(píng)價(jià),桂林旅游產(chǎn)業(yè)創(chuàng)新發(fā)展的指導(dǎo)思想、原則、目標(biāo)和功能定位,桂林旅游產(chǎn)業(yè)發(fā)展體制、機(jī)制創(chuàng)新,桂林旅游產(chǎn)業(yè)拓展創(chuàng)新發(fā)展,桂林旅游生態(tài)環(huán)保與補(bǔ)償機(jī)制創(chuàng)新,桂林旅游產(chǎn)業(yè)功能創(chuàng)新,桂林旅游產(chǎn)業(yè)大跨度區(qū)域聯(lián)動(dòng)發(fā)展創(chuàng)新,桂林旅游產(chǎn)業(yè)發(fā)展保睜體系。 論文系統(tǒng)研究了桂林旅游產(chǎn)業(yè)的創(chuàng)新發(fā)展。以桂林旅游產(chǎn)業(yè)創(chuàng)新為研究對(duì)象,從體系上分為三個(gè)層面探討:即從桂林旅游微觀個(gè)體層面(如旅游景區(qū)、旅游企業(yè)等)到中觀的旅游產(chǎn)業(yè)鏈層面(如會(huì)展業(yè)等)到宏觀旅游協(xié)作圈層面,提出桂林旅游產(chǎn)業(yè)創(chuàng)新發(fā)展的目標(biāo)與實(shí)現(xiàn)機(jī)制。 論文在評(píng)述國(guó)內(nèi)外研究現(xiàn)狀、論述旅游產(chǎn)業(yè)創(chuàng)新發(fā)展的理論基礎(chǔ)和中國(guó)旅游產(chǎn)業(yè)發(fā)展?fàn)顩r及趨勢(shì)的基礎(chǔ)上,對(duì)桂林旅游產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行了評(píng)價(jià),總結(jié)了桂林旅游業(yè)發(fā)展成效和經(jīng)驗(yàn)。 論文深入地探究了桂林旅游產(chǎn)業(yè)發(fā)展存在的主要問題及原因。其主要問題是資源利用率不高,旅游升級(jí)難度大;旅游價(jià)格普遍偏低,無法實(shí)現(xiàn)旅游收入快速增長(zhǎng);第三產(chǎn)業(yè)發(fā)展相對(duì)滯后,旅游對(duì)經(jīng)濟(jì)帶動(dòng)作用難以發(fā)揮;旅游業(yè)對(duì)國(guó)民經(jīng)濟(jì)發(fā)展貢獻(xiàn)率無法得到明顯提高;旅游業(yè)對(duì)全市財(cái)政收入增長(zhǎng)貢獻(xiàn)有限;旅游業(yè)一體化發(fā)展緩慢和旅游產(chǎn)品單一等。桂林旅游產(chǎn)業(yè)發(fā)展存在問題的主要原因是旅游管理體制尚未理順;旅游運(yùn)行機(jī)制相對(duì)缺失;旅游經(jīng)營(yíng)管理水平有待提高;旅游硬件建設(shè)差距比較大。 論文在研究桂林旅游產(chǎn)業(yè)創(chuàng)新發(fā)展目標(biāo)及定位的指導(dǎo)思想、原則和功能定位的基礎(chǔ)上,具體研究了桂林旅游產(chǎn)業(yè)發(fā)展運(yùn)行機(jī)制創(chuàng)新、桂林旅游產(chǎn)業(yè)鏈拉動(dòng)創(chuàng)新發(fā)展和桂林旅游產(chǎn)業(yè)功能創(chuàng)新。 關(guān)于桂林旅游產(chǎn)業(yè)發(fā)展運(yùn)行機(jī)制創(chuàng)新。論文從跨縣(區(qū))旅游資源的管理機(jī)構(gòu)、政府主導(dǎo)下大旅游管理機(jī)制、城市公園改革與城市公園管理體制三個(gè)方面研究了旅游景區(qū)管理體制創(chuàng)新;從旅游行業(yè)協(xié)會(huì)、旅游企業(yè)集團(tuán)、景區(qū)聯(lián)合體經(jīng)營(yíng)體制創(chuàng)新三個(gè)方面研究了旅游企業(yè)經(jīng)營(yíng)機(jī)制創(chuàng)新;從桂林旅游整體形象再造、旅游營(yíng)銷手段和方式再創(chuàng)新兩個(gè)方面研究了旅游營(yíng)銷創(chuàng)新;從政府對(duì)旅游融資的強(qiáng)力導(dǎo)向、積極引進(jìn)外資、支持民間資本進(jìn)入、大型旅游基礎(chǔ)設(shè)施項(xiàng)目融資模式創(chuàng)新等方面研究了旅游投融資體制創(chuàng)新。 關(guān)于桂林旅游產(chǎn)業(yè)鏈拉動(dòng)創(chuàng)新發(fā)展。論文研究了桂林市大力發(fā)展會(huì)展旅游、康復(fù)保健度假養(yǎng)老旅游、做強(qiáng)做大旅游房地產(chǎn)產(chǎn)業(yè)鏈、積極發(fā)展精品體育休閑旅游產(chǎn)業(yè)鏈的條件和機(jī)遇,提出了相應(yīng)的對(duì)策。 論文著力研究了桂林旅游生態(tài)環(huán)保與補(bǔ)償機(jī)制創(chuàng)新。認(rèn)為要探索建設(shè)綠色旅游產(chǎn)業(yè)體系,轉(zhuǎn)變旅游經(jīng)濟(jì)發(fā)展方式,實(shí)施節(jié)約型旅游開發(fā)模式,建立綠色管理服務(wù)體系,加強(qiáng)旅游資源開發(fā)與保護(hù),大力發(fā)展生態(tài)旅游;要探索旅游生態(tài)環(huán)境保護(hù)長(zhǎng)效機(jī)制,建設(shè)以高效安全為重點(diǎn)的現(xiàn)代生態(tài)農(nóng)業(yè)體系,建設(shè)以高新技術(shù)產(chǎn)業(yè)為先導(dǎo)的生態(tài)工業(yè)體系,建設(shè)以商貿(mào)物流為支柱的生態(tài)服務(wù)業(yè)體系。并從加強(qiáng)保護(hù)漓江生態(tài)景觀環(huán)境、加強(qiáng)上游水源林保護(hù)和建設(shè)、全力保護(hù)漓江水質(zhì)、強(qiáng)化文化傳承保護(hù)、加快建立大景區(qū)管理體制、落實(shí)生態(tài)補(bǔ)償,做好扶貧脫困工作、加強(qiáng)沿岸農(nóng)民技術(shù)培訓(xùn)和建立漓江風(fēng)景名勝區(qū)生態(tài)保護(hù)補(bǔ)償機(jī)制等方面研究了建立科學(xué)保護(hù)漓江的長(zhǎng)效機(jī)制。 論文跳出旅游城市之間只有競(jìng)爭(zhēng)關(guān)系的思維,創(chuàng)新提出東盟/北部灣區(qū)、泛珠三角區(qū)域、“中國(guó)旅游金三角”區(qū)域、湘桂走廊區(qū)域、客家文化圈區(qū)域與桂林旅游產(chǎn)業(yè)建立戰(zhàn)略旅游同盟協(xié)作框架的原則和運(yùn)行機(jī)制。 論文研究了桂林旅游產(chǎn)業(yè)發(fā)展保障體系的建設(shè)。提出了桂林旅游產(chǎn)業(yè)發(fā)展政策體系保障,爭(zhēng)取賦予桂林計(jì)劃單列市的經(jīng)濟(jì)管理權(quán)限,爭(zhēng)取賦予桂林類似經(jīng)濟(jì)特區(qū)的地方立法權(quán),爭(zhēng)取賦予桂林特殊的財(cái)稅優(yōu)惠政策,爭(zhēng)取賦予桂林特殊的規(guī)劃和用地政策,爭(zhēng)取賦予桂林特殊的對(duì)外開放政策,爭(zhēng)取賦予桂林特殊的投融資政策,爭(zhēng)取賦予桂林特殊的旅游資源保護(hù)與利用政策;認(rèn)為應(yīng)該提高旅游產(chǎn)業(yè)信息化水平,加大人才培育的改革創(chuàng)新力度,實(shí)現(xiàn)旅游產(chǎn)業(yè)發(fā)展領(lǐng)導(dǎo)機(jī)制創(chuàng)新,旅游產(chǎn)業(yè)發(fā)展硬環(huán)境建設(shè)和軟環(huán)境建設(shè)機(jī)制創(chuàng)新。
