廣西民族文化資本化中的政府政策研究

【摘要】:美國學(xué)者亨廷頓曾指出:21世紀(jì)的競爭將不再是經(jīng)濟(jì)的競爭、軍事的競爭,而是文化的競爭。按照馬克思的商品屬性理論,文化具有資本的一般屬性,是一種積累的未被消費(fèi)掉的勞動,是能帶來剩余價值的價值。目前較為認(rèn)同的觀點(diǎn)認(rèn)為,文化資本是指能夠帶來價值增量效應(yīng)的文化資源或以財(cái)富形式表現(xiàn)出來的文化價值的積累。因此說,并非所有的文化資源都有資本的屬性,文化資源必須進(jìn)入現(xiàn)實(shí)生活,經(jīng)過交易、流通等環(huán)節(jié),進(jìn)行市場化的資源配置,然后以文化產(chǎn)品的形式滿足人們的需求,從而產(chǎn)生價值增量效應(yīng)的那部分文化資源才可以稱為文化資本。民族文化是根源性和資源性因素的雙重組合,不僅具有歷史價值,而且可以通過實(shí)踐賦予現(xiàn)代化意義,因此,民族文化資本化有著重大的現(xiàn)實(shí)意義。 廣西是民族文化資源的“富礦”,世代生活在這片熱土上的12個民族和睦共處,和諧共生,共同創(chuàng)造了絢麗多姿、豐富多彩的民族文化。鑒于廣西經(jīng)濟(jì)發(fā)展水平相對落后的現(xiàn)狀,大力發(fā)展民族文化產(chǎn)業(yè)不失為經(jīng)濟(jì)不發(fā)達(dá)地區(qū)發(fā)揮后發(fā)優(yōu)勢、實(shí)現(xiàn)趕超的良好路徑之一。文化產(chǎn)業(yè)名目繁多,按照中國通行的分法,把文化產(chǎn)業(yè)分為三類九項(xiàng),本文選取的是第三類,即“向其它商品和行業(yè)提供文化附加值的行業(yè)”①,文化旅游業(yè)、節(jié)慶會展業(yè)和民族工藝品開發(fā)是本文民族文化資本化論述的主要對象。之所以選取這三項(xiàng)作為重點(diǎn),是因?yàn)檫@第三項(xiàng)代表了廣西民族文化開發(fā)的最高水平,它們不僅創(chuàng)造了社會財(cái)富,增加了就業(yè)機(jī)會,保護(hù)和傳承了民族文化,而且還通過對原作加工提升了自身價值并培養(yǎng)了參與者的創(chuàng)新精神,這些為其它地區(qū)的民族文化產(chǎn)業(yè)發(fā)展提供了寶貴的經(jīng)驗(yàn)。 豐富獨(dú)特的民族資源要轉(zhuǎn)化為現(xiàn)實(shí)的生產(chǎn)力,需要政策的保駕護(hù)航。政府的產(chǎn)業(yè)政策對文化產(chǎn)業(yè)的健康發(fā)展具有重要的作用,這種影響可以概括為四個方面,即加速文化產(chǎn)業(yè)發(fā)展;引導(dǎo)文化產(chǎn)業(yè)結(jié)構(gòu)調(diào)整;規(guī)范市場競爭秩序和提升產(chǎn)業(yè)區(qū)域競爭力。近年來,民族文化產(chǎn)業(yè)的發(fā)展日益受到重視,廣西區(qū)政府出臺了大量促進(jìn)和規(guī)范文化產(chǎn)業(yè)發(fā)展的政策措施,并出臺具體配套措施保障文化產(chǎn)業(yè)的健康發(fā)展。從近來的政策實(shí)踐來看,我區(qū)文化產(chǎn)業(yè)政策對推動民族文化產(chǎn)業(yè)發(fā)展的作用很明顯,取得了不小成就。但也要看到,我區(qū)的文化產(chǎn)業(yè)政策的實(shí)踐還存在一些問題,這需要從文化體制改革入手,改革體制,激活機(jī)制,同時也可以借鑒文化產(chǎn)業(yè)先進(jìn)地方的做法,比如云南。
[Abstract]:Huntington, an American scholar, once pointed out that the competition in the 21st century will no longer be economic competition, military competition, but cultural competition. According to Marx's theory of commodity attributes, culture has the general attribute of capital. Is a kind of accumulated unconsumed labor, is the value that can bring surplus value. Cultural capital refers to the accumulation of cultural value which can bring incremental effect of value or in the form of wealth. Therefore, not all cultural resources have the attribute of capital. Cultural resources must enter into the real life, through trade, circulation and other links, market-oriented allocation of resources, and then the form of cultural products to meet the needs of people. That part of cultural resources can be called cultural capital. National culture is a combination of root and resource factors, which is not only of historical value. Therefore, the capitalization of national culture has great practical significance. Guangxi is the "rich mineral" of the national cultural resources. The 12 nationalities living on this hot land for generations live in harmony and symbiosis, and together create colorful and colorful. Rich and colorful national culture. In view of Guangxi's relatively backward level of economic development, vigorously developing the national culture industry can be regarded as a late-development advantage in economically underdeveloped areas. One of the good ways to catch up and surpass. Cultural industry has a variety of names, according to the prevailing Chinese classification, the cultural industry is divided into three categories of nine, this paper selects the third category. That is, "to other commodities and industries to provide cultural added value of the industry" 1, cultural tourism. Festival exhibition industry and the development of national handicrafts are the main objects of the capitalization of national culture in this paper. The reason for choosing these three items as the focus is that this third item represents the highest level of the development of Guangxi national culture. They not only create social wealth, increase employment opportunities, protect and inherit national culture, but also enhance their own value and cultivate the innovative spirit of participants through the processing of original works. These provide valuable experience for the development of national culture industry in other regions. The rich and unique national resources need to be protected by policies in order to transform them into realistic productive forces. The government's industrial policies play an important role in the healthy development of cultural industries, which can be summed up in four aspects. Accelerating the development of cultural industry; To guide the adjustment of cultural industrial structure; In recent years, more and more attention has been paid to the development of national cultural industry, and the Guangxi regional government has issued a large number of policies and measures to promote and standardize the development of cultural industry. From the recent policy practice, the role of cultural industry policy in promoting the development of national cultural industry is obvious. However, there are still some problems in the practice of cultural industrial policy in our region, which need to start with the reform of the cultural system, reform the system and activate the mechanism. At the same time can also learn from the cultural industry in advanced local practices, such as Yunnan.
