【摘要】：黨的十八大指出，文化是民族的血脈，是人民的精神家園。全面建成小康社會，實現(xiàn)中華民族偉大復興，必須發(fā)揮文化引領風尚、教育人民、服務社會的作用；推動社會主義文化大發(fā)展大繁榮，要大力發(fā)展公益性文化事業(yè)，加強重大公共文化工程和文化項目建設，完善公共文化服務體系。堅持面向基層、服務群眾，加快推進重點文化惠民工程，加大對農村和欠發(fā)達地區(qū)文化建設的幫扶力度，切實保障人民群眾看電視、聽廣播、讀書看報、進行公共文化鑒賞、參與公共文化活動等基本文化權益。 文化館作為我國公共文化服務體系的重要組成部分，是群眾文化活動的源頭和基礎，文化館提供培訓、講座、展覽、文化交流、文化活動等等多樣化的文化服務，發(fā)揮著引領、激勵、凝聚、號召的作用，能夠滿足人民基本的、多樣化的文化需求，是國家統(tǒng)一和民族團結的精神承載者。作為國家設立的開展的普及知識、組織群眾輔導、開展社會教育等活動的綜合性文化事業(yè)單位，文化館活動的開展可以啟迪人的心智、培育人的品格、塑造人的靈魂，提升其精神文化內涵。同時，其藝術門類齊全，藝術人才濟濟，可以以此為優(yōu)勢，提供豐富多彩的文化產品和文化服務，滿足人民群眾多層次、多樣化的精神文化需求。 改革開放三十年以來，我國的群眾文化有了很大的發(fā)展，在加快實現(xiàn)社會主義文化大發(fā)展大繁榮中的起到重要作用。文化部、財政部于2011年發(fā)布《關于推進全國美術館公共圖書館文化館（站）免費開放工作的意見》，要求到2011年底，全國所有的文化館（站）實現(xiàn)無障礙、零門檻進入，公共空間設施場地全部免費開放，所提供的基本服務項目全部免費。免費開放為文化館提供了更好的發(fā)展機遇的同時，也提供了更高的要求和更高難度的挑戰(zhàn)，如何在免費開放的情況下以更加積極的姿態(tài)為群眾提供文化服務，如何在財政投入有限的狀態(tài)下確保開展多樣化的文化活動以達到文化大發(fā)展大繁榮的目的都是新時期文化館面臨的工作考驗。 廣西壯族自治區(qū)各級文化館作為群眾文化的重要機構凝聚了各民族的智慧和特色，，群文工作者在自己的崗位上肩任責任、努力付出，為人民群眾做出了積極的貢獻，然而隨著時代的發(fā)展，針對新的發(fā)展形勢，廣西各級文化館工作人員應拓寬思路，進一步研究文化館的職能特點；創(chuàng)新工作形式和內容，以更好的理念和方法來展開文化館工作和服務。本文以免費開放為背景，探討了廣西文化館在加快完善文化館服務中應遵循的原則和具體措施，以期更好的完成文化館免費開放的工作目標和任務，從而提升文化館公共文化服務的能力。
[Abstract]:The 18 National Congress of the CPC pointed out that culture is the blood of the nation and the spiritual homeland of the people. To build a well-off society in an all-round way and to realize the great rejuvenation of the Chinese nation, it is necessary to give play to the role of culture in leading fashion, educating the people and serving the society; To promote the great development and prosperity of socialist culture, it is necessary to vigorously develop public welfare cultural undertakings, strengthen major public cultural projects and cultural projects, improve the public cultural service system, and persist in serving the masses at the grass-roots level. We will speed up the key cultural projects for the benefit of the people, increase support for cultural construction in rural and less-developed areas, and effectively ensure that the people watch television, listen to radio, read and read newspapers, and conduct public cultural appreciation. Participation in public cultural activities and other basic cultural rights and interests. As an important part of the public cultural service system, the cultural center is the source and foundation of the mass cultural activities. The cultural center provides training, lectures, exhibitions and cultural exchanges. Cultural activities and other diversified cultural services, play a leading, incentive, cohesion, call role, can meet the basic, diverse cultural needs of the people. It is the spiritual carrier of national unity and national unity. It is a comprehensive cultural institution established by the state to popularize knowledge, organize mass counseling, and carry out social education and other activities. The development of cultural center activities can enlighten people's mind, cultivate people's character, shape people's soul and enhance their spiritual and cultural connotation. At the same time, their artistic categories are complete, and their artistic talents can be regarded as their advantages. Provide rich and colorful cultural products and cultural services to meet the people's multi-level and diverse spiritual and cultural needs. Since the reform and opening up 30 years ago, the mass culture of our country has developed greatly, which plays an important role in accelerating the development and prosperity of socialist culture. On 2011, the Ministry of Finance issued opinions on promoting the free opening of cultural centers (stations) in public libraries of national art galleries, requiring that all cultural centers (stations) throughout the country be barrier-free by end of 2011. Zero threshold entry, public space facilities are all free to open, all the basic services provided free. Free opening for the cultural center to provide a better opportunity for development at the same time. It also provides higher requirements and more difficult challenges as to how to provide cultural services to the masses in a more active and free manner. How to carry out diversified cultural activities to achieve the goal of cultural development and prosperity under the condition of limited financial investment is the work test facing the cultural center in the new period. As an important institution of mass culture, Guangxi Zhuang Autonomous region cultural centers at all levels have condensed the wisdom and characteristics of all ethnic groups. It has made positive contributions to the masses of the people. However, with the development of the times and the new development situation, the staff of the cultural centers at all levels in Guangxi should broaden their thinking and further study the functional characteristics of the cultural centers. Innovative work form and content, with better ideas and methods to carry out the work and services of the cultural center. This article is free of charge as the background. This paper probes into the principles and concrete measures to be followed by Guangxi Cultural Center in speeding up the improvement of its service in order to better complete the work objectives and tasks of opening the Cultural Museum free of charge. In order to enhance the cultural center of public cultural services capacity.
