人人樂超市食品安全保障體系研究

【摘要】:近年來食品安全事故頻發(fā),使得消費(fèi)者對安全食品的渴望增強(qiáng),超市原本作為可信度最高的購買場所,最近也經(jīng)常發(fā)生食品安全事故,讓公眾對超市的食品安全保障能力產(chǎn)生了質(zhì)疑。人人樂超市作為我國連鎖超市行業(yè)的佼佼者,也面臨同樣的問題。本研究從前人的理論出發(fā),辨析了食品安全保障體系的相關(guān)概念,指出食品安全保障體系的內(nèi)容,梳理與食品安全保障相關(guān)的信息不對稱理論、博弈論和公共經(jīng)濟(jì)學(xué)理論,為后面食品安全保障體系分析和建議打好基礎(chǔ)。隨后,論文分別從食品安全標(biāo)準(zhǔn)、食品監(jiān)管機(jī)構(gòu)和內(nèi)部監(jiān)管制度這幾個角度進(jìn)行分析了人人樂超市總體概況和食品安全保障體系現(xiàn)狀,認(rèn)為人人樂超市現(xiàn)有的食品安全保障體制基本滿足要求,但是存在信息透明度不高、不利于消費(fèi)者監(jiān)督,體制機(jī)制不健全、供應(yīng)鏈?zhǔn)称钒踩L(fēng)險轉(zhuǎn)移、監(jiān)管體系漏洞等問題;通過個案研究分析,認(rèn)為員工食品安全意識不強(qiáng)、食品安全責(zé)權(quán)劃分不明確、供應(yīng)鏈主體利益沖突等是引起問題的主要原因。最后,論文從職能職責(zé)、體制機(jī)制和教育培訓(xùn)等角度提出建議與措施,首先要建立職責(zé)明確的食品安全保障體系;其次是再造企業(yè)食品安全管理流程,構(gòu)建強(qiáng)有力的團(tuán)隊(duì)和培養(yǎng)優(yōu)秀人才,通過崗位分析明確工作職責(zé),加強(qiáng)企業(yè)的管理力度,調(diào)動員工積極性,并優(yōu)化食品供應(yīng)鏈;第三是完善制度體制,要建立完善食品安全應(yīng)急處理制度,制定全面統(tǒng)一的食品安全標(biāo)準(zhǔn),建立嚴(yán)格的檢驗(yàn)檢測體系;第四是加強(qiáng)食品安全宣傳教育,要建立全員參與的企業(yè)文化,共同為食品安全保障體系出力,加強(qiáng)食品安全知識教育,對新老員工進(jìn)行教育培訓(xùn),通過提升安全意識和能力素質(zhì)等措施為食品安全體系的建立提供支撐。
[Abstract]:The frequent occurrence of food safety accidents in recent years has increased the desire of consumers for safe food. Supermarkets, originally regarded as the most reliable place to buy, have also frequently experienced food safety accidents recently. The public has questioned the ability of supermarkets to ensure food safety. As one of the best supermarket chains in China, Renle supermarket also faces the same problem. Based on the previous theories of human beings, this paper analyzes the relevant concepts of food safety and security system, points out the contents of food safety security system, and combs the information asymmetry theory, game theory and public economics theory related to food safety and security. For the following food safety and security system analysis and recommendations to lay a good foundation. Then, the paper analyzes the general situation of the food safety supermarket and the current situation of the food safety guarantee system from the food safety standards, the food regulatory bodies and the internal supervision system. It is considered that the existing food safety guarantee system in Renle supermarket basically meets the requirements, but there are some problems such as low transparency of information, unfavorable to consumer supervision, imperfect system and mechanism, food safety risk transfer in supply chain and loopholes in supervision system. Through the case study and analysis, it is concluded that the main causes of the problem are the lack of food safety consciousness, the unclear division of responsibility and responsibility for food safety, and the conflict of interests of the main body of the supply chain. Finally, the paper puts forward some suggestions and measures from the perspective of function and responsibility, institutional mechanism and education and training. First of all, it is necessary to establish a clear responsibility of food safety and security system. The second is to reengineer the food safety management process, build a strong team and train outstanding personnel, through job analysis to clarify the job responsibilities, strengthen the management of enterprises, mobilize the enthusiasm of staff, and optimize the food supply chain; The third is to perfect the system, to establish and improve the food safety emergency handling system, to formulate a comprehensive and unified food safety standards, to establish a strict inspection and detection system; Fourth, it is necessary to strengthen food safety propaganda and education, to establish a corporate culture in which all personnel participate, to jointly contribute to the food safety security system, to strengthen food safety knowledge education, and to conduct education and training for new and old employees. To provide support for the establishment of food safety system through improving safety consciousness and ability quality.
