【摘要】：近年來，農(nóng)產(chǎn)品質(zhì)量安全事故不斷發(fā)生，這不僅威脅了廣大消費者的身體健康和生命安全，同時還帶來了消費者的信任危機，影響了社會的穩(wěn)定。隨著農(nóng)產(chǎn)品從生產(chǎn)到銷售各環(huán)節(jié)的分離，獲取農(nóng)產(chǎn)品相關(guān)信息的困難也日益加劇。為了確保農(nóng)產(chǎn)品質(zhì)量安全，需要構(gòu)建農(nóng)產(chǎn)品安全溯源體系貫穿農(nóng)產(chǎn)品從“農(nóng)田到餐桌”的全過程，詳細記錄農(nóng)產(chǎn)品從生產(chǎn)到銷售各環(huán)節(jié)的有關(guān)信息，并隨時可以對農(nóng)產(chǎn)品的生產(chǎn)、存儲、流向進行查詢，以加強對農(nóng)產(chǎn)品質(zhì)量安全的管理。本文對農(nóng)產(chǎn)品安全溯源體系的構(gòu)建做了以下幾個方面的研究： 第一部分在總結(jié)和借鑒前人研究成果的基礎(chǔ)上，明確農(nóng)產(chǎn)品溯源體系的組成、功能及關(guān)鍵技術(shù)，本文對我國農(nóng)產(chǎn)品溯源體系的基本應用現(xiàn)狀進行了分析，并闡明了發(fā)達國家的經(jīng)驗對我國的啟示。 第二部分基于我國農(nóng)產(chǎn)品供應鏈的現(xiàn)狀，探討了我國現(xiàn)有的農(nóng)產(chǎn)品供應鏈組織模式及農(nóng)產(chǎn)品供應鏈各環(huán)節(jié)出現(xiàn)的問題，，并對農(nóng)產(chǎn)品安全溯源體系應用服務進行功能分析，提出了體系建設意見，從而使得企業(yè)主動配合政府促進可追溯體系推行。 第三部分從完善法律法規(guī)、加大溯源基礎(chǔ)平臺設施投入、消費者主體維權(quán)意識及服務系統(tǒng)的建設、人才隊伍的建設和培養(yǎng)幾個方面闡述了農(nóng)產(chǎn)品安全溯源體系構(gòu)建的保障措施及政策建議。
[Abstract]:In recent years, agricultural product quality and safety accidents occur constantly, which not only threatens the health and life safety of consumers, but also brings the trust crisis of consumers and affects the stability of society. With the separation of agricultural products from production to marketing, the difficulty of obtaining agricultural products information is becoming more and more serious. In order to ensure the quality and safety of agricultural products, it is necessary to set up a traceability system for agricultural products, which runs through the whole process of agricultural products from "farmland to dining table", and records in detail the relevant information of agricultural products from production to marketing. At any time, the production, storage and flow of agricultural products can be queried to strengthen the quality and safety management of agricultural products. In this paper, the construction of agricultural product traceability system is studied in the following aspects: in the first part, the composition, function and key technology of agricultural product traceability system are defined on the basis of summarizing and drawing lessons from previous research results. This paper analyzes the basic application of traceability system of agricultural products in China, and expounds the enlightenment of the experience of developed countries to China. In the second part, based on the current situation of agricultural product supply chain in our country, it discusses the organization mode of agricultural product supply chain and the problems in each link of agricultural product supply chain, and analyzes the function of the application service of agricultural product traceability system. The suggestion of system construction is put forward so that enterprises can cooperate with the government to promote traceability system. The third part is to improve the laws and regulations, increase the investment in the infrastructure of traceability, the awareness of consumer rights protection and the construction of service system. This paper expounds the safeguard measures and policy suggestions for the construction of traceability system of agricultural products in the construction and cultivation of talents.
