政府規(guī)制下混合渠道回收的WEEE逆向供應(yīng)鏈決策研究

【摘要】:飛速發(fā)展的電子科技為我們帶來更新更優(yōu)質(zhì)的電器電子產(chǎn)品,隨之引起的更新?lián)Q代加劇了環(huán)境污染、資源短缺等生存威脅,廢棄電器電子產(chǎn)品(簡稱WEEE)的逆向回收處理已然成為亟需解決的一大難題。WEEE逆向供應(yīng)鏈中各要素都極具多樣性和復(fù)雜度,我國對廢棄電器電子回收處理研究起步稍晚,因此仍需繼續(xù)探索拓展。2009年以來我國先后頒布有關(guān)廢棄電器電子產(chǎn)品回收條例、廢棄電器電子產(chǎn)品合格證管理辦法、廢棄電器電子產(chǎn)品基金管理辦法等政策法規(guī),政府逐漸給予關(guān)注,政府的調(diào)控不僅在于約束管理回收市場,更注重激勵推動回收行業(yè)的發(fā)展。因此,對政府規(guī)制下混合回收的廢棄電器電子逆向供應(yīng)鏈展開研究十分必要。 本文基于現(xiàn)有的研究成果,依據(jù)我國的WEEE回收渠道現(xiàn)狀與政府管理政策,研究了兩種混合回收模式下的WEEE逆向供應(yīng)鏈決策模型,討論了不同回收方式下逆向供應(yīng)鏈與政府規(guī)制的最佳戰(zhàn)略。統(tǒng)觀全文,對本文的主要工作做如下總結(jié): (1)通過研讀我國發(fā)布的相關(guān)法規(guī)條例,構(gòu)建WEEE逆向供應(yīng)鏈基本模型,突顯回收市場渠道競爭和政府規(guī)制兩大特點(diǎn),對供應(yīng)鏈定價策略進(jìn)行博弈分析,分析政府規(guī)制和渠道競爭對決策的影響,并對比不同混合渠道回收下政府補(bǔ)貼的靈敏度和其經(jīng)濟(jì)彈性。該研究發(fā)現(xiàn),供應(yīng)鏈總利潤在零售商和第三方回收商雙渠道回收的情況下高于在制造商加入后的三渠道回收情況,但三渠道回收下的回收率會更高。對于政府和不同的供應(yīng)鏈成員而言,渠道選擇因立足點(diǎn)不同而變化。 (2)在研究回收量與回收價格成線性關(guān)系的基本模型之后,本文對回收不確定時混合渠道回收的WEEE逆向供應(yīng)鏈決策進(jìn)行拓展研究,將灰色系統(tǒng)理論引入到供應(yīng)鏈的研究領(lǐng)域中,模擬分析政府補(bǔ)貼和回收率對兩種混合回收逆向供應(yīng)鏈的影響,對于政府規(guī)制決策給出一定的理論參考。 本文尚不能全面構(gòu)建回收量不確定時所有情況下的WEEE逆向供應(yīng)鏈,更直觀地表達(dá)政府規(guī)制的決策點(diǎn),部分章節(jié)的研究依然存在有待改進(jìn)之處。論文結(jié)尾提出了今后值得探索的研究方向,希望能夠給未來的研究提供一定的借鑒。
[Abstract]:The rapid development of electronic science and technology has brought us newer and better electrical and electronic products, and the resulting upgrading has aggravated the threat to our survival, such as environmental pollution, shortage of resources, and so on. Reverse recycling of waste electrical and electronic products (WEEE) has become a big problem that needs to be solved. Each element of WEEE reverse supply chain is very diverse and complex. Therefore, we still need to continue to explore and expand. Since 2009, our country has promulgated policies and regulations on recycling of waste electrical and electronic products, management methods of certificate of acceptance of waste electrical and electronic products, fund management measures of waste electrical and electronic products, etc. The government gradually pays attention to the regulation and control not only to restrict the management of recycling market, but also to stimulate and promote the development of recycling industry. Therefore, it is necessary to study the electronic reverse supply chain of mixed recovery of waste electrical appliances under government regulation. Based on the existing research results, according to the current situation of WEEE recovery channel and government management policy, this paper studies the WEEE reverse supply chain decision-making model under two mixed recovery modes. The optimal strategy of reverse supply chain and government regulation under different recovery methods is discussed. The main work of this paper is summarized as follows: (1) the basic model of WEEE reverse supply chain is constructed by studying the relevant laws and regulations issued in our country, which highlights the two characteristics of competition in recycling market and government regulation. This paper analyzes the influence of government regulation and channel competition on the decision-making of supply chain pricing strategy, and compares the sensitivity and economic elasticity of government subsidies under different mixed channels. It is found that the total profit of supply chain is higher in the case of both retailers and third-party recyclers than in the three channels after the manufacturer joins in, but the recovery rate under the three channels is higher. For the government and different supply chain members, the channel choice varies according to the foothold. (2) after studying the basic model of linear relationship between recovery quantity and recovery price, this paper extends the research on WEEE reverse supply chain decision of mixed channel recovery when recovery is uncertain. The grey system theory is introduced into the research field of supply chain, and the effects of government subsidy and recovery rate on two kinds of mixed recovery reverse supply chain are simulated and analyzed, which provides a certain theoretical reference for government regulation decision. This paper can not construct the reverse supply chain of WEEE in all cases when the amount of recovery is uncertain, and express the decision point of government regulation more intuitively. The research of some chapters still needs to be improved. At the end of the paper, the future research direction is put forward, hoping to provide some reference for future research.
