【摘要】：石油化工業(yè)是我國(guó)國(guó)民經(jīng)濟(jì)支柱產(chǎn)業(yè)，是我國(guó)經(jīng)濟(jì)發(fā)展、國(guó)防安全、交通運(yùn)輸?shù)戎匾顒?dòng)的支撐產(chǎn)業(yè)，采購(gòu)是企業(yè)經(jīng)營(yíng)的一個(gè)核心環(huán)節(jié)，是獲取利潤(rùn)的重要資源。石化企業(yè)采購(gòu)管理水平的高低，直接關(guān)系到項(xiàng)目成本的高低和企業(yè)效益的好壞，是企業(yè)提高效率，控制成本，優(yōu)化供應(yīng)鏈的重要組成部分。 本文在工程項(xiàng)目物資采購(gòu)管理和供應(yīng)鏈管理理論的基礎(chǔ)上，分析了延長(zhǎng)油田定邊采油廠配液站建設(shè)項(xiàng)目的發(fā)展情況，物資采購(gòu)的流程及特點(diǎn)，以及其現(xiàn)有采購(gòu)模式存在的主要問(wèn)題：采購(gòu)價(jià)格過(guò)高，采購(gòu)效率低，供應(yīng)商響應(yīng)用戶需求能力遲緩，冗長(zhǎng)的采購(gòu)周期，資金利用率低，采購(gòu)存在管理漏洞，材料質(zhì)量難以控制，與供應(yīng)商供需關(guān)系多于合作。進(jìn)而對(duì)提出的問(wèn)題構(gòu)建層次模型架構(gòu)，用層次分析法找出問(wèn)題的總體思路，并且逐一細(xì)化每一個(gè)步驟應(yīng)該注意的內(nèi)容。并針對(duì)這些影響因素從科學(xué)高效管理供應(yīng)商，經(jīng)濟(jì)高效的開(kāi)展采購(gòu)活動(dòng)，低風(fēng)險(xiǎn)高效率的控制采購(gòu)中間環(huán)節(jié)等幾個(gè)方面提出來(lái)相關(guān)建議。 在國(guó)外石油企業(yè)不斷進(jìn)入，國(guó)內(nèi)競(jìng)爭(zhēng)加劇的今天，本文研究的目的是為延長(zhǎng)油田的工程物資采購(gòu)管理提供一種符合時(shí)代要求的管理模式，縮短我國(guó)工程項(xiàng)目管理與國(guó)際先進(jìn)水平的差距，盡快與國(guó)際接軌，，實(shí)現(xiàn)真正的現(xiàn)代化工程項(xiàng)目管理。
[Abstract]:Petroleum and chemical industry is the pillar industry of our national economy and the supporting industry of important activities such as economic development, national defense security, transportation and so on. Procurement is a core link of enterprise management and an important resource to obtain profits. The level of procurement management in petrochemical enterprises is directly related to the project cost and the benefit of enterprises. It is an important part of enterprises to improve efficiency, control costs and optimize supply chain. Based on the theory of material purchase management and supply chain management of engineering project, this paper analyzes the development of the construction project of the distribution station of Yanchang Oil Field Dingbian Oil production Plant, the process and characteristics of the material purchase. And the main problems of its current procurement model are: too high purchase price, low procurement efficiency, slow response of suppliers to customer demand, lengthy procurement cycle, low utilization of funds, management loopholes in procurement, and difficult to control the quality of materials. More supply and demand than cooperation with suppliers. Then, the paper constructs the hierarchical model structure of the proposed problem, finds out the overall idea of the problem by AHP, and refines the content that should be paid attention to one by one in each step. Some suggestions are put forward for these influencing factors, such as managing suppliers scientifically and efficiently, carrying out purchasing activities economically and efficiently, controlling procurement intermediate links with low risk and high efficiency, and so on. With the entry of foreign oil enterprises and the intensification of domestic competition, the purpose of this paper is to provide a management model that meets the requirements of the times for the procurement and management of engineering materials in Yanchang Oilfield. To shorten the gap between China's engineering project management and the international advanced level, and to realize the real modernization of engineering project management as soon as possible.
