【摘要】：政務(wù)服務(wù)中心是行政審批制度改革的重大成果,其聚集整合和創(chuàng)新再造能力既是自身運(yùn)作發(fā)展的必然要求,也是行政審批制度改革能否全面深化的關(guān)鍵。由集中審批到集成服務(wù),體現(xiàn)了行政審批制度改革的自然演進(jìn),也是政務(wù)服務(wù)中心自身作用和價(jià)值實(shí)現(xiàn)的主動(dòng)作為的過程,它對(duì)促進(jìn)政府職能轉(zhuǎn)變、推進(jìn)行政體制改革以及建設(shè)人民滿意的服務(wù)型政府都有著顯著作用。啟動(dòng)新一輪行政審批制度改革,應(yīng)在繼續(xù)大幅精簡、規(guī)范審批事項(xiàng)的同時(shí),深入到行政審批的實(shí)施過程之中,更加重視許可條件、辦理環(huán)節(jié)、審批流程等,消除信息不對(duì)稱的改革困擾,充分運(yùn)用信息化技術(shù),構(gòu)建基于政府層面的行政審批供應(yīng)鏈系統(tǒng),實(shí)現(xiàn)審批業(yè)務(wù)集成、審批數(shù)據(jù)集成、政務(wù)服務(wù)集成。
[Abstract]:Government service center is an important achievement of the reform of administrative examination and approval system. Its ability of gathering, integrating and innovating is not only the inevitable requirement of its own operation and development, but also the key to whether the reform of administrative examination and approval system can be deepened in an all-round way. The change from centralized examination and approval to integrated service reflects the natural evolution of the reform of the administrative examination and approval system, and is also a process of active action by the government service center to realize its own role and value, which promotes the transformation of government functions. Promoting the reform of the administrative system and building a service-oriented government with the people's satisfaction have played a significant role. To launch a new round of reform of the administrative examination and approval system, we should continue to streamline and standardize the examination and approval items, go deep into the implementation process of administrative examination and approval, pay more attention to the licensing conditions, the processing links, and the examination and approval process, etc. In order to eliminate the problem of asymmetric information reform and make full use of information technology, the system of administrative approval supply chain based on government level can be constructed to realize the integration of examination and approval business, data integration of approval, and integration of government affairs service.
