【摘要】：中國(guó)加入WTO以來(lái),國(guó)內(nèi)保險(xiǎn)市場(chǎng)蓬勃發(fā)展,眾多私營(yíng)、外資保險(xiǎn)公司如雨后春筍般迅速活躍在中國(guó)的保險(xiǎn)市場(chǎng)上,與國(guó)有保險(xiǎn)公司共同瓜分中國(guó)保險(xiǎn)市場(chǎng)這塊大蛋糕。國(guó)有保險(xiǎn)公司面臨著前所未有的危機(jī)和挑戰(zhàn),本文正是在此背景下,應(yīng)用采購(gòu)集中采購(gòu)相關(guān)理論,結(jié)合國(guó)有保險(xiǎn)目前集中采購(gòu)的組織設(shè)置及職能,采購(gòu)程序、采購(gòu)方式等方面的現(xiàn)狀,通過(guò)具體案例,用KPI指標(biāo)分析法對(duì)集中采購(gòu)績(jī)效進(jìn)行評(píng)價(jià),得出目前國(guó)有保險(xiǎn)公司在運(yùn)行集中模式中存在的各種問(wèn)題,諸如供應(yīng)商管理不到位、理念認(rèn)知不高、人員素質(zhì)、制度建設(shè)等方面。針對(duì)目前國(guó)有保險(xiǎn)公司的問(wèn)題,結(jié)合相關(guān)理論,提出優(yōu)化方案,即加強(qiáng)供應(yīng)商管理、加大理念宣導(dǎo)、提高相關(guān)人員素質(zhì)及建立內(nèi)控制度等方面進(jìn)行優(yōu)化,文章最后對(duì)國(guó)有保險(xiǎn)公司集中采購(gòu)與信息化建設(shè)進(jìn)行了展望。通過(guò)以上論述得出集中采購(gòu)是國(guó)有保險(xiǎn)公司的一個(gè)嶄新的突破口。對(duì)我國(guó)國(guó)有保險(xiǎn)公司集中采購(gòu)工作具有現(xiàn)實(shí)意義,有助于提升其核心競(jìng)爭(zhēng)力。
[Abstract]:Since China's entry into WTO, the domestic insurance market has developed vigorously, and many private and foreign insurance companies have sprung up in China's insurance market, sharing the big cake of China's insurance market with state-owned insurance companies. The state-owned insurance companies are facing unprecedented crisis and challenge. Under this background, this paper applies the relevant theories of centralized procurement, combines the organizational setup and functions of centralized procurement of state-owned insurance, and the procurement procedures. Through the case study, this paper evaluates the performance of centralized procurement by using KPI index analysis method, and concludes that there are various problems existing in the centralized operation mode of state-owned insurance companies, such as the lack of supplier management, and so on. The concept cognition is not high, the personnel quality, the system construction and so on. Aiming at the problems of the state-owned insurance companies at present, combining with the relevant theories, the paper puts forward the optimization scheme, which is to strengthen the management of suppliers, increase the propaganda of ideas, improve the quality of relevant personnel and establish the internal control system, and so on. Finally, the paper looks forward to centralized purchasing and informatization construction of state-owned insurance companies. Through the above discussion, it is concluded that centralized purchasing is a new breakthrough for state-owned insurance companies. It is of practical significance for the centralized procurement of state-owned insurance companies and helps to enhance its core competitiveness.
