基于產(chǎn)業(yè)鏈視角的我國風電產(chǎn)業(yè)柔性問題研究

【摘要】:近年來,風力發(fā)電得到迅猛發(fā)展,成為世界上公認的,除了水電之外最具有大規(guī)模商業(yè)開發(fā)價值的可再生能源。在我國,風力發(fā)電已經(jīng)成為國家可持續(xù)發(fā)展能源戰(zhàn)略的重要組成部分。自2006年起,我國風電產(chǎn)業(yè)開始呈現(xiàn)大規(guī)模發(fā)展,并且集成技術(shù)、人才、機構(gòu)和市場優(yōu)勢,已初步形成了集咨詢、研發(fā)、設(shè)計、投資、生產(chǎn)、運營于一體的風電產(chǎn)業(yè)鏈。然而,由于風電市場和風電產(chǎn)業(yè)增長強勁,整個風電行業(yè)進入調(diào)整洗牌階段。諸多因素綜合作用,致使整個產(chǎn)業(yè)內(nèi)外部環(huán)境持續(xù)變化,環(huán)境動蕩性越來越高。在當前動蕩的環(huán)境里,我國風電產(chǎn)業(yè)要想競爭制勝和實現(xiàn)持續(xù)成長,必須保持高度的靈活性和柔性適應(yīng)能力,及時有效地應(yīng)對內(nèi)外部環(huán)境的變動。因此,本文首先從風電產(chǎn)業(yè)各環(huán)節(jié)經(jīng)濟技術(shù)聯(lián)系和產(chǎn)業(yè)布局角度考慮,建立風電產(chǎn)業(yè)鏈模型,探究其結(jié)構(gòu),并且從供應(yīng)鏈維、技術(shù)鏈維和價值鏈維闡釋風電產(chǎn)業(yè)鏈運行機制。其次,從系統(tǒng)的角度研究我國風電產(chǎn)業(yè)鏈柔性問題,探究風電產(chǎn)業(yè)鏈應(yīng)對動態(tài)環(huán)境的能力,揭示風電產(chǎn)業(yè)鏈柔性的內(nèi)涵、根本驅(qū)動力以及演化過程;根據(jù)鏈條結(jié)構(gòu)和價值增值效應(yīng),將風電產(chǎn)業(yè)鏈柔性分為8個柔性子系統(tǒng),并分別對其進行維度劃分和維度構(gòu)成分析。展示了風電產(chǎn)業(yè)鏈柔性的作用機制。最后,本文篩選影響風電產(chǎn)業(yè)鏈柔性的關(guān)鍵因子,建立風電產(chǎn)業(yè)鏈柔性綜合測度體系,并且以我國風電產(chǎn)業(yè)鏈發(fā)展現(xiàn)狀為例進行實證分析,幫助風電產(chǎn)業(yè)鏈及其各環(huán)節(jié)把握各自的現(xiàn)實柔性水平,指導產(chǎn)業(yè)鏈及各環(huán)節(jié)柔性的協(xié)調(diào)優(yōu)化與有效集成,提高風電產(chǎn)業(yè)應(yīng)對環(huán)境變化的能力,從而促進我國風電產(chǎn)業(yè)的轉(zhuǎn)型升級。
[Abstract]:In recent years, wind power has been developed rapidly, and it has become the most important renewable energy in the world. Besides hydropower, wind power is the most valuable renewable energy for large-scale commercial development. In China, wind power generation has become an important part of national sustainable development energy strategy. Since 2006, wind power industry in China has begun to develop on a large scale, and integrated technology, talents, institutions and market advantages, has initially formed a consulting, R & D, design, investment, production, operation in one of the wind power industry chain. However, due to the strong growth of wind power market and wind power industry, the whole wind power industry has entered the stage of adjustment and shuffle. Many factors make the whole industry internal and external environment continue to change, environmental turbulence is becoming more and more high. In the current turbulent environment, if China's wind power industry wants to win the competition and achieve sustained growth, it must maintain a high degree of flexibility and flexibility to adapt to timely and effective changes in the internal and external environment. Therefore, this paper first from the wind power industry economic and technological links and industrial layout perspective, establish wind power industry chain model, explore its structure, and from the supply chain dimension, technology chain and value chain dimension to explain the operational mechanism of wind power industry chain. Secondly, the paper studies the flexibility of wind power industry chain in China from the system point of view, explores the ability of wind power industry chain to deal with dynamic environment, and reveals the connotation, fundamental driving force and evolution process of wind power industry chain flexibility. According to the chain structure and the value added effect, the flexibility of wind power industry chain is divided into eight flexible subsystems. The flexible mechanism of wind power industry chain is demonstrated. Finally, this paper selects the key factors that affect the flexibility of wind power industry chain, establishes a comprehensive measurement system of wind power industry chain flexibility, and takes the development situation of wind power industry chain as an example for empirical analysis. To help the wind power industry chain and its links grasp their realistic flexibility level, guide the coordination, optimization and effective integration of the industry chain and each link flexibility, and improve the ability of wind power industry to cope with environmental changes, Thus promoting the transformation and upgrading of wind power industry in China.
