【摘要】：隨著農(nóng)產(chǎn)值的不斷提高,我國(guó)的農(nóng)業(yè)格局進(jìn)入到一個(gè)新的階段,從重生產(chǎn)的傳統(tǒng)農(nóng)業(yè)形式向以農(nóng)產(chǎn)品物流為流通手段的現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變。同時(shí),在全球經(jīng)濟(jì)環(huán)境的影響下,競(jìng)爭(zhēng)日益激烈,早已從企業(yè)與企業(yè)之間的競(jìng)爭(zhēng)上升為產(chǎn)業(yè)鏈之間的較量,作為第一產(chǎn)業(yè)的農(nóng)業(yè)也不例外。供應(yīng)鏈思想被引入到農(nóng)產(chǎn)品領(lǐng)域后,在實(shí)踐中發(fā)揮了巨大的優(yōu)勢(shì),而供應(yīng)鏈管理則被認(rèn)為是現(xiàn)代競(jìng)爭(zhēng)的重要科學(xué)手段。農(nóng)超對(duì)接正是在這樣的背景下產(chǎn)生的,其實(shí)質(zhì)是超市與農(nóng)產(chǎn)品基地直接對(duì)接而形成的集成化農(nóng)產(chǎn)品供應(yīng)鏈。 “農(nóng)超對(duì)接”這一創(chuàng)新型農(nóng)產(chǎn)品供應(yīng)鏈模式的產(chǎn)生與發(fā)展,既能夠有效的增加農(nóng)民收入,利用連鎖超市的自身銷售渠道和資源優(yōu)勢(shì)保障農(nóng)產(chǎn)品質(zhì)量安全,改善農(nóng)產(chǎn)品購(gòu)物環(huán)境,有效處理銷售中腐敗的農(nóng)產(chǎn)品,通過穩(wěn)定的銷售價(jià)格提高農(nóng)民收入,又能夠大力推進(jìn)農(nóng)產(chǎn)品技術(shù)改革,加大農(nóng)產(chǎn)品流通體系投入,對(duì)超市的發(fā)展、農(nóng)民的增收、城市居民的糧食安全保障和政府推進(jìn)新農(nóng)村建設(shè),穩(wěn)定民生都有著巨大的影響和積極的作用。雖然農(nóng)超對(duì)接在理論上具有諸多的優(yōu)點(diǎn),但在實(shí)際發(fā)展過程中,我國(guó)農(nóng)超對(duì)接模式仍然處于初級(jí)階段,存在著供應(yīng)鏈不健全,主體間合作意識(shí)薄弱,增長(zhǎng)方式粗放,流通成本高等諸多問題。建立一套適合我國(guó)農(nóng)產(chǎn)品供應(yīng)鏈發(fā)展現(xiàn)狀的農(nóng)超對(duì)接模式下農(nóng)產(chǎn)品供應(yīng)鏈績(jī)效評(píng)價(jià)體系,并采用科學(xué)的方法對(duì)其現(xiàn)狀進(jìn)行分析,對(duì)深化農(nóng)產(chǎn)品供應(yīng)鏈的體制改革,提高農(nóng)超對(duì)接的運(yùn)作效率,指導(dǎo)企業(yè)農(nóng)產(chǎn)品體系改革,都具有重要的意義。 本文運(yùn)用數(shù)據(jù)包絡(luò)分析法(DEA)與層次分析法(AHP)相結(jié)合的綜合評(píng)價(jià)法,從運(yùn)營(yíng)狀況、顧客服務(wù)、業(yè)務(wù)發(fā)展、農(nóng)產(chǎn)品質(zhì)量四個(gè)維度,以BSC、SCOR模型為理論基礎(chǔ),構(gòu)建了農(nóng)超對(duì)接模式下農(nóng)產(chǎn)品供應(yīng)鏈的績(jī)效評(píng)價(jià)模型。并以鞍山市的農(nóng)超對(duì)接發(fā)展現(xiàn)狀為例,依據(jù)評(píng)價(jià)體系進(jìn)行分析,得出有針對(duì)性的結(jié)果并提出管理的優(yōu)化建議。
[Abstract]:With the continuous improvement of agricultural output value, the agricultural pattern of our country has entered a new stage, from the traditional agricultural form of heavy production to the modern agriculture with agricultural products logistics as the circulation means. At the same time, under the influence of the global economic environment, the competition is increasingly fierce, from the competition between enterprises to the competition between industrial chains, as the primary industry of agriculture is no exception. After being introduced into the field of agricultural products, supply chain management (SCM) is regarded as an important scientific means of modern competition. It is under this background that the agricultural super docking is the integrated agricultural product supply chain formed by the direct connection between the supermarket and the agricultural product base. The emergence and development of the innovative agricultural product supply chain mode of "agricultural super docking" can effectively increase the income of farmers, ensure the quality and safety of agricultural products and improve the shopping environment of agricultural products by using the marketing channels and resource advantages of supermarket chains. To deal effectively with corrupt agricultural products in sales, to raise farmers' income through stable sales prices, to vigorously promote the technological reform of agricultural products, to increase investment in the agricultural products circulation system, to increase the development of supermarkets and to increase farmers' income, The grain security of urban residents and the government promoting the construction of new countryside and stabilizing people's livelihood have great influence and positive effect. Although agricultural super docking has many advantages in theory, in the process of practical development, the mode of agricultural super docking in China is still in the primary stage, the supply chain is not perfect, the consciousness of cooperation between main bodies is weak, and the mode of growth is extensive. High circulation cost and many other problems. To establish a set of agricultural product supply chain performance evaluation system suitable for the current situation of agricultural product supply chain development in our country, and adopt scientific method to analyze its present situation, to deepen the system reform of agricultural product supply chain. It is of great significance to improve the operational efficiency and guide the reform of agricultural products system. In this paper, a comprehensive evaluation method combining data Envelopment Analysis (DEA) and Analytic hierarchy process (AHP) is used. It is based on BSC-SCOR model from four dimensions: operation condition, customer service, business development and agricultural product quality. The performance evaluation model of agricultural product supply chain under the mode of agricultural super-docking is constructed. Taking the development situation of agricultural superfluous joint in Anshan city as an example, according to the evaluation system, the results are obtained and some suggestions for management optimization are put forward.
