【摘要】：中國企業(yè)近年來發(fā)展迅速,逐步調(diào)整發(fā)展戰(zhàn)略,以EPC總承包模式積極參與到國際工程項目當中。同時隨著企業(yè)資金實力的增長,各國政府財政吃緊,PPP+EPC模式也逐步得到政府和企業(yè)的青睞。但不論哪一種模式,工程項目均由總承包商和諸多分包商共同完成,雙方均對項目質(zhì)量負責,所以總承包商需要加強對自身的質(zhì)量控制和分包商的質(zhì)量控制,從而保障國際工程項目的工程質(zhì)量�；诖�,本文首先總結分析了供應鏈質(zhì)量控制方面的國內(nèi)外研究現(xiàn)狀,給出了本文將要研究的內(nèi)容,即考慮分包商綜合能力以及雙方談判能力的情況下,構建博弈模型并分析雙方的質(zhì)量行為等問題。同時也對委托代理、納什談判等理論進行了簡述,為后續(xù)研究做鋪墊。其次,論文結合實際情況對EPC模式下總承包商和分包商的質(zhì)量職責和行為進行了梳理。同時在總承包商和分包商共擔業(yè)主懲罰的機制下,基于委托代理理論構建了國內(nèi)EPC合作項目的質(zhì)量控制模型。研究發(fā)現(xiàn)分包商最優(yōu)質(zhì)量努力程度隨著其承擔業(yè)主懲罰的比例增大而增大,但存在最優(yōu)分擔比例使總承包商收益最大。另外在總承包商承擔業(yè)主懲罰的機制下,基于委托代理理論和納什談判理論分別構建了分包商不具有談判能力和具有一定談判能力的質(zhì)量控制模型。研究發(fā)現(xiàn)分包商的綜合能力越強,其最優(yōu)質(zhì)量努力程度越高;總承包商存在最優(yōu)質(zhì)量監(jiān)督力度,促使總承包商質(zhì)量收益最大;總分包商雙方的談判能力對雙方的質(zhì)量努力程度和報酬分享系數(shù)無關,只與固定支付有關。再者,論文進一步分析了 PPP+EPC模式下的總承包商和分包商的質(zhì)量職責與行為,同時構建了基于雙邊道德風險條件的質(zhì)量控制模型。研究發(fā)現(xiàn)PPP+EPC模式下分包商的最優(yōu)質(zhì)量程度有所提升;同時該模式下國際工程項目的質(zhì)量要高于單純的EPC模式。最后利用數(shù)值分析驗證上述分析的正確性。另外本文分別從內(nèi)外兩個角度,提出了合理增加質(zhì)量控制條款、總承包商需要加強從EPC總承包向PPP+EPC模式的轉(zhuǎn)變等6個方面的政策與建議。
[Abstract]:Chinese enterprises have been developing rapidly in recent years, gradually adjusting their development strategy and actively participating in international engineering projects with EPC general contracting mode. At the same time, with the growth of enterprise capital strength, the governments of various countries are in financial straitness and PPP EPC model has gradually been favored by the government and enterprises. However, in either mode, the project is completed by the general contractor and many subcontractors, both of whom are responsible for the quality of the project, so the general contractor needs to strengthen its own quality control and the quality control of the subcontractor. So as to ensure the quality of international engineering projects. Based on this, this paper first summarizes and analyzes the domestic and foreign research status of supply chain quality control, and gives the content of this paper, that is, considering the comprehensive ability of subcontractors and the negotiation ability of both parties. Build the game model and analyze the quality behavior of both sides. At the same time, the principal-agent, Nash negotiation and other theories are briefly described to pave the way for further research. Secondly, the thesis combs the quality responsibility and behavior of general contractor and subcontractor under EPC mode. At the same time, based on the principal-agent theory, the quality control model of domestic EPC cooperation project is constructed under the mechanism of the general contractor and subcontractor sharing the punishment of the owner. It is found that the optimal quality effort of the subcontractor increases with the increase of the proportion of the owner's punishment, but there is an optimal proportion of the total contractor to maximize the profit. In addition, based on the principal-agent theory and Nash negotiation theory, the quality control model of subcontractor with no negotiation ability and certain negotiation ability is constructed under the mechanism that the general contractor bears the punishment of the employer. It is found that the stronger the comprehensive ability of the subcontractor is, the higher the optimal quality effort is, and the better the quality supervision of the general contractor is, the greater the quality profit is. The negotiating ability of the general subcontractor has nothing to do with the quality effort and the reward sharing coefficient of both parties, but only with fixed payment. Furthermore, the thesis further analyzes the quality responsibility and behavior of the general contractor and the subcontractor under the PPP EPC model, and constructs a quality control model based on the bilateral moral hazard condition. It is found that the optimal quality degree of subcontractors in PPP EPC mode is improved, and the quality of international engineering projects is higher than that of pure EPC model. Finally, the correctness of the above analysis is verified by numerical analysis. In addition, this paper puts forward six policies and suggestions on how to increase the quality control clauses reasonably from inside and outside, and the general contractor needs to strengthen the transformation from EPC general contract to PPP EPC mode.
