東北國有森工企業(yè)森林認證評價與推進研究

【摘要】:全世界都在關(guān)注森林消耗和由此帶來的社會和環(huán)境問題,森林認證是通過市場發(fā)揮作用以減輕林業(yè)經(jīng)營活動造成不利影響的制度創(chuàng)新。它已被世界上許多國家所接受,并迅速發(fā)展。中國作為世界上的林產(chǎn)品出口和進口大國一直受到國際社會的關(guān)注,我國自成立FSC工作組以來一直積極促進森林認證的啟動和推動工作,森林認證發(fā)展較快,已建立了本國的森林認證體系,但還處于起步階段。各國森林認證的發(fā)展基本上都先從試點開始,再逐步擴大認證范圍。東北國有森工企業(yè)作為全國最早開展森林認證的經(jīng)營單位,多次被列為試點,是我國森林認證推進的重要區(qū)域,具有較強的示范效應(yīng)。為此,有必要研究東北國有森工企業(yè)森林認證的效果以及如何在東北國有森工企業(yè)成功推進森林認證,本文對于東北國有森工企業(yè)及全國森林認證推進具有重要的理論與現(xiàn)實意義。 本文以供應(yīng)鏈理論、制度創(chuàng)新理論、集體選擇理論和林業(yè)經(jīng)濟理論為指導(dǎo),運用規(guī)范分析與實證分析、比較分析等方法,對東北國有森工企業(yè)森林認證評價及推進問題進行了研究。首先對森林認證的運行機理進行了分析,認為全球化的供應(yīng)鏈、供應(yīng)鏈的可持續(xù)性和供應(yīng)鏈干預(yù)是森林認證運行的主要驅(qū)動力、消費者選擇理論是森林認證運行背后的經(jīng)濟思考、治理理論使森林認證與傳統(tǒng)的依靠國家權(quán)力執(zhí)行的公共政策相區(qū)別、信任尤其是制度信用是森林認證制度平穩(wěn)運行的保證、企業(yè)社會責(zé)任是企業(yè)積極和主動參與森林認證的前提;同時對東北國有森工企業(yè)森林認證的現(xiàn)狀進行評價,指出存在認證單位和認證面積以全局為主、森林認證類型和認證機構(gòu)選擇單一、認證證書保管重視不足、集體行動能力不強等問題,并分析了森林認證推動程度與利益主體的關(guān)系,指出森林認證推動水平與森工企業(yè)認證意愿和利益相關(guān)者推動程度顯著相關(guān);在此基礎(chǔ)上,運用Logistic方法對東北國有森工企業(yè)開展森林認證的意愿進行分析,指出影響參與森林認證的因素主要是市場壓力、政府扶持、領(lǐng)導(dǎo)重視情況、認證體系互認的重要性這四個因素,而且這四個因素與我們預(yù)期假設(shè)的影響方向相同。其次,在確定東北國有森工企業(yè)森林認證中關(guān)鍵利益相關(guān)者和角色的基礎(chǔ)上,運用因子分析法、重要性—績效分析和回歸分析法,評價了東北國有森工企業(yè)森林認證滿意度,指出利益相關(guān)者對東北國有森工企業(yè)森林認證總體相對滿意,其中得分最高的是生態(tài)效益方面,其次為社會效益和經(jīng)濟效益。再次,運用SWOT-AHP方法對東北國有森工企業(yè)森林認證推進戰(zhàn)略進行分析,指出應(yīng)選擇SO戰(zhàn)略和ST戰(zhàn)略,并分析了東北國有森工企業(yè)森林認證推進戰(zhàn)略實施的思路與步驟;最后,從企業(yè)能力建設(shè)、動力機制建設(shè)、政府能力建設(shè)、配套制度建設(shè)和提高集體行動能力等方面提出東北國有森工企業(yè)森林認證推進的具體對策。
[Abstract]:The world is concerned about forest consumption and the social and environmental problems brought about by it. Forest certification is a system innovation that can play a role through the market to mitigate the adverse impact of forestry management activities. It has been accepted by many countries in the world and developed rapidly. China, as the world's largest export and importer of forest products, has been concerned by the international community. Since the establishment of the FSC working Group, China has been actively promoting the start and promotion of forest certification, and the forest certification has developed rapidly. A national forest certification system has been established, but it is still in its infancy. The development of each country forest attestation basically starts from the pilot, then expands the authentication scope step by step. As the earliest management unit of forest certification in China, the state-owned forest industry enterprises in Northeast China have been listed as pilot projects many times, which is an important area of forest certification in China and has a strong demonstration effect. Therefore, it is necessary to study the effect of forest certification in northeast state-owned forest industry enterprises and how to successfully promote forest certification in Northeast state-owned forest industry enterprises. This paper has important theoretical and practical significance for the northeast state-owned forest industry enterprises and the promotion of national forest certification. Under the guidance of supply chain theory, system innovation theory, collective choice theory and forestry economic theory, this paper applies normative analysis, empirical analysis, comparative analysis and so on. This paper studies the evaluation and promotion of forest certification in northeast state-owned forest industry enterprises. Firstly, the operating mechanism of forest certification is analyzed. It is considered that the global supply chain, the sustainability of supply chain and the intervention of supply chain are the main driving forces of forest certification. The theory of consumer selection is the economic thinking behind the operation of forest certification. Governance theory distinguishes forest certification from traditional public policies that rely on the implementation of state power. Trust, especially institutional credit, is the guarantee for the smooth operation of the forest certification system. Corporate social responsibility is the premise for enterprises to participate actively and actively in forest certification. At the same time, the present situation of forest certification of state-owned forest industry enterprises in Northeast China is evaluated, and it is pointed out that the existence of certification units and the area of certification are dominated by the overall situation. The types of forest certification and the selection of certification institutions are single, the preservation of certification certificate is not enough, the collective action ability is not strong, and the relationship between the promotion degree of forest certification and the main body of interest is analyzed. It is pointed out that the level of forest certification promotion is significantly related to the willingness of forest industry enterprises to authenticate and the degree of stakeholders' promotion, and on this basis, the paper analyzes the willingness of Northeast state-owned forest industry enterprises to carry out forest certification by using Logistic method. It is pointed out that the main factors influencing the participation in forest certification are market pressure, government support, leaders' attention to the situation, and the importance of mutual recognition of the certification system, and these four factors are the same as the influence direction of our expected assumptions. Secondly, on the basis of determining the key stakeholders and roles in forest certification of northeast state-owned forest industry enterprises, using factor analysis, material-performance analysis and regression analysis, this paper evaluates the satisfaction degree of forest certification of Northeast state-owned forest industry enterprises. It is pointed out that the stakeholders are relatively satisfied with the forest certification of the state-owned forest industry enterprises in Northeast China, of which the highest score is the ecological benefit, followed by the social and economic benefits. Thirdly, using SWOT-AHP method to analyze the forest certification promotion strategy of northeast state-owned forest industry enterprises, point out that so strategy and St strategy should be selected, and analyze the train of thought and steps of the implementation of forest certification promotion strategy of Northeast state-owned forest industry enterprises; finally, From the aspects of enterprise capacity building, power mechanism building, government capacity building, supporting system building and improving collective action ability, the paper puts forward the concrete countermeasures of forest certification promotion in northeast state-owned forest industry enterprises.
