【摘要】：餐廚垃圾是城市生活垃圾的重要組分,其末端為主的處理方式造成占用土地、環(huán)境污染、資源浪費等環(huán)境負(fù)荷日益嚴(yán)重,其外部性令政府不堪重負(fù)。文章基于綠色供應(yīng)鏈生命周期管理的思想,對城市垃圾減量過程管理的研究系統(tǒng)進(jìn)行重新界定并研究食品垃圾減量管理模式。構(gòu)建了以食品物質(zhì)流過程環(huán)節(jié)及其主體感知和行為的影響因素構(gòu)成的垃圾減量分析和管理框架模型,提出并定義了行為主體對垃圾減量管理的綠色感知強(qiáng)度指數(shù)和減量行為綠色強(qiáng)度指數(shù),以北京市餐廚垃圾現(xiàn)狀調(diào)研數(shù)據(jù)為例,實證分析垃圾減量綠色感知強(qiáng)度和主體綠色行為之間的互動關(guān)系及規(guī)律,以此揭示在食品物質(zhì)流過程從外部管理、基礎(chǔ)設(shè)施等手段內(nèi)化為主體的資源減量認(rèn)知、態(tài)度和行為的內(nèi)在規(guī)律,為垃圾減物質(zhì)化管理及其模式的形成提供科學(xué)依據(jù)。研究發(fā)現(xiàn):(1)食品物質(zhì)流垃圾減量管理系統(tǒng)呈現(xiàn)兩端環(huán)節(jié)的凈菜和分類行為減量管理薄弱的特點,其中社區(qū)居民垃圾分類問題尤為嚴(yán)重,需探討完善系統(tǒng)化的過程資源減量化管理模式;(2)深層次的環(huán)境認(rèn)知和環(huán)保自覺意識以及垃圾減量化行為約束的外部機(jī)制薄弱,因此呈現(xiàn)出較高的垃圾分類認(rèn)識與較低下綠色自覺行為之間存在顯著缺口的現(xiàn)象,深化普及綠色價值觀和規(guī)范行為是推動垃圾減量管理的重點舉措;(3)廚余垃圾減量系統(tǒng)是消費、排放、回收以及管理模式協(xié)同聯(lián)動的有機(jī)整體,需促進(jìn)消費、經(jīng)營、管理模式協(xié)同的綠色轉(zhuǎn)變,并建立資源和垃圾減量化管理的短期、長期激勵關(guān)聯(lián)機(jī)制,逐步建立城市垃圾減量化管理模式。
[Abstract]:Kitchen garbage is an important component of municipal domestic waste. The main disposal method at the end of it causes serious environmental load such as occupation of land, environmental pollution, waste of resources and so on. The externality of the waste is unbearable to the government. Based on the idea of life cycle management of green supply chain, this paper redefines the research system of urban waste reduction process management and studies the mode of food waste reduction management. A model of MSW reduction analysis and management framework is constructed, which is composed of the food material flow process and the factors affecting the perception and behavior of the main body. The green perceptual intensity index and the green intensity index of decrement behavior of MSW are proposed and defined. The investigation data of the status quo of the food waste in Beijing are taken as an example. This paper empirically analyzes the interactive relationship between the green perceived intensity of garbage reduction and the green behavior of the main body, thus revealing the cognition of resource reduction as the main body in the process of food material flow from the external management, infrastructure and other means. The internal law of attitude and behavior provides scientific basis for waste dematerialization management and its mode formation. The study found that the waste reduction management system for the flow of food substances showed the characteristics of weak reduction management of net dishes and classified behaviors at both ends of the chain, especially the problem of garbage classification for community residents. It is necessary to explore how to improve the systematic management model of process resource reduction. (2) the deep level of environmental awareness and awareness of environmental protection, as well as the external mechanism of waste reduction behavior constraints are weak. Therefore, there is a significant gap between higher awareness of garbage classification and lower green conscious behavior. Deepening the popularization of green values and standardizing behavior is a key measure to promote waste reduction management.) the kitchen waste reduction system is consumption.
