全球化轉(zhuǎn)型視野下的跨國公司與全球治理

【摘要】:自2008年金融危機(jī)爆發(fā)以來,"逆全球化"的聲音就不絕于耳。本文認(rèn)為,全球化進(jìn)程并沒有逆轉(zhuǎn),而是面臨轉(zhuǎn)型。實(shí)際上,跨國公司嵌入式的全球價(jià)值鏈與全球的供應(yīng)鏈系統(tǒng)具有阻止全球化逆轉(zhuǎn)的棘輪效應(yīng)。隨著全球價(jià)值鏈的不斷拓展,跨國公司的生產(chǎn)已離不開世界各地的要素稟賦,對他國的依賴程度也不斷加深。與此同時(shí),對于跨國公司而言,由于其全球供應(yīng)鏈遍布全球每一個(gè)角落,極易受到各種傳統(tǒng)和非傳統(tǒng)風(fēng)險(xiǎn)的威脅。這些威脅恰好屬于全球治理所涉及的領(lǐng)域。在全球化轉(zhuǎn)型時(shí)期,隨著公司間聯(lián)系日益密切、資金日益充足,以及其它非營利組織的不斷涌現(xiàn),跨國公司已在全球很多地區(qū)逐漸發(fā)揮了"影子政權(quán)"的功能,即為公眾提供本應(yīng)由政府提供的公共產(chǎn)品。在為一系列國際公共產(chǎn)品提供融資方面,跨國公司與部分國際組織管理的信托基金已被證明是有效的。從理論上講,自愿融資的激勵(lì)會產(chǎn)生某種類似俱樂部的結(jié)構(gòu),可以促使跨國公司通過提供這類公共產(chǎn)品的方式參與全球治理。
[Abstract]:Since the financial crisis broke out in 2008, the voice of "anti-globalization" has been heard. This paper argues that the process of globalization is not reversed, but facing transformation. In fact, the embedded global value chain and global supply chain system of multinational corporations have ratchet effect to prevent globalization from reversing. With the continuous expansion of global value chain, the production of multinational corporations has been inseparable from the factor endowments around the world, and the degree of dependence on other countries is also deepening. At the same time, for multinational corporations, because their global supply chain is all over the world, they are vulnerable to various kinds of traditional and non-traditional risks. These threats fall within the realm of global governance. During the transition period of globalization, with the increasingly close ties between companies, the increasing financial resources, and the continuous emergence of other non-profit organizations, multinational corporations have gradually played the role of "shadow regime" in many parts of the world. That is to provide the public with public goods that should be provided by the government. Trust funds managed by multinationals and some international organizations have proved to be effective in financing a range of international public goods. In theory, incentives for voluntary financing would create a club-like structure that would enable multinationals to participate in global governance by providing such public goods.
