【摘要】：木材流通連接著木材資源的生產(chǎn)和消費,木材資源能否高效、穩(wěn)定、合理的進入消費領(lǐng)域,滿足木材產(chǎn)業(yè)發(fā)展的需求取決于木材流通。因此研究國內(nèi)木材流通對解決中國木材產(chǎn)業(yè)發(fā)展的資源基礎(chǔ)和產(chǎn)業(yè)調(diào)整問題具有非常重要的意義。 本文的研究目的在于構(gòu)建國內(nèi)木材流通研究的分析框架,提出研究國內(nèi)木材流通問題要從木材資源供給穩(wěn)定性及布局合理的角度進行研究。木材流通涉及面非常廣泛,在限定了本文的研究范圍后,首先對木材流通所連接的木材資源生產(chǎn)以及木材生產(chǎn)消費進行分析,特別是針對生產(chǎn)和消費的布局進行分析,提出木材供給、木材生產(chǎn)和加工的分布以及木材產(chǎn)業(yè)發(fā)展水平會影響木材流通的三條假設(shè)。第四章在國內(nèi)原木生產(chǎn)分析的基礎(chǔ)上,通過對原木供給關(guān)系形成的數(shù)學(xué)描述,判斷原木供給關(guān)系穩(wěn)定的影響因素,然后建立原木產(chǎn)量模型,用計量經(jīng)濟學(xué)的方法判斷原木產(chǎn)量穩(wěn)定性的影響因素。第五章從原木進口的角度分析供給來源的穩(wěn)定,通過穩(wěn)定性指數(shù)測算,分析進口木材來源的穩(wěn)定性與否,并建立原木進口模型實證分析原木進口量的影響因素。第六章運用線性規(guī)劃模型優(yōu)化木材流通布局,規(guī)范分析木材流通布局是否合理。第七章從國內(nèi)木材供給穩(wěn)定、進口木材來源穩(wěn)定以及木材流通布局優(yōu)化的角度提出可付之實施的保障木材流通高效運行的解決方案和政策建議。 研究結(jié)果表明,影響國內(nèi)木材供給穩(wěn)定性的是森林資源蓄積增長量和限額采伐政策；影響原木進口來源穩(wěn)定的主要是進口來源國家的政治風險指數(shù)、森林資源的開發(fā)利用水平以及貿(mào)易自由度；合理的、有效率的木材流通應(yīng)該是木材流入省份的木材需求剛好能夠全部滿足,木材流出省份的木材流出量剛好等于木材的凈供給量；木材流通密集的地區(qū)應(yīng)該有規(guī)范化的木材流通市場；產(chǎn)業(yè)發(fā)展趨勢應(yīng)該向著原料基地的方向發(fā)展。最后針對上述結(jié)論提出保證木材供給穩(wěn)定以及木材流通布局優(yōu)化的政策建議。 本研究的創(chuàng)新點主要有兩個： 從研究角度的選擇上來看,將西方經(jīng)濟學(xué)的流通理論、馬克思主義流通理論、現(xiàn)代流通理論以及和流通相關(guān)的效率理論、供應(yīng)鏈理論,納入流通研究的框架下,形成流通研究的新角度。基于供給及布局的流通研究這個新角度所研究的木材流通,既可以用來分析資源供給與木材流通的關(guān)系,還可以分析木材資源有效供給后對木材產(chǎn)業(yè)發(fā)展的影響,成為木材產(chǎn)業(yè)研究的一個組成部分,填補了現(xiàn)有木材產(chǎn)業(yè)研究中關(guān)于木材流通研究的空白,為研究木材流通的提供了新的研究角度。 從解決問題的思路上來看,將運籌學(xué)中的線性規(guī)劃引入木材流通布局研究,根據(jù)木材生產(chǎn)與消費分布的特點,設(shè)計目標函數(shù)及假設(shè)條件,形成適用于木材流通研究的線性規(guī)劃模型。運用這種有針對性設(shè)計的線性規(guī)劃模型,規(guī)范分析木材流通布局最優(yōu)化時的木材生產(chǎn)與消費的布局結(jié)構(gòu),探討木材流通應(yīng)該怎樣布局,豐富了木材流通研究的方法。
[Abstract]:Wood circulation connects with the production and consumption of wood resources. Can timber resources be efficient, stable and reasonable into the consumption field, and the demand for the development of wood industry depends on the circulation of wood. Therefore, it is of great significance to study the circulation of wood in China to solve the resource base and industrial adjustment of the development of China's timber industry.
The purpose of this study is to build an analytical framework for the domestic wood circulation research, and put forward that the study of the problem of wood circulation in China should be studied from the perspective of the stability of the timber supply and the rational distribution of timber. Analysis of production and timber production and consumption, especially for the distribution of production and consumption, the distribution of timber supply, wood production and processing, and the three assumptions that the development level of wood industry will affect the circulation of wood. The fourth chapter, based on the analysis of domestic log production, through the mathematics of the relationship between the supply of logs and the supply of logs. In the fifth chapter, the stability of the supply source is analyzed from the point of log import, and the stability of the imported timber sources is analyzed and the original model is established. The sixth chapter uses linear programming model to optimize the distribution of wood circulation and standardize the rational distribution of wood distribution. The seventh chapter puts forward the guarantee of wood flow from the stability of the domestic timber supply, the stability of the imported wood sources and the optimization of the distribution of wood distribution. The results show that the stability of the domestic timber supply is the growth of forest resources and the policy of cutting down, and the political risk index, the level of development and utilization of the forest resources and the degree of trade freedom are the main factors affecting the source of the timber import, and the rational and efficient timber circulation should be wood. The timber demand in the province is exactly satisfied. The amount of wood outflow in the province is just equal to the net supply of wood; the area with dense timber circulation should have a standardized timber circulation market; the trend of industrial development should be directed towards the direction of the raw material base. Finally, the supply of wood is provided to ensure the supply of wood. Policy recommendations for stability and optimization of timber distribution layout.
There are two main innovations in this study.
From the perspective of the study, the circulation theory of western economics, the theory of Marx's circulation, the modern circulation theory and the efficiency theory related to circulation, supply chain theory, into the framework of circulation research, form a new angle of circulation research. The wood based on the new angle of circulation research based on supply and distribution Circulation can be used to analyze the relationship between the supply of resources and the circulation of wood, and to analyze the impact of the effective supply of wood resources on the development of wood industry. From the idea of solving the problem, linear programming in operational research is introduced into the study of wood circulation layout. According to the characteristics of wood production and consumption distribution, the objective function and hypothesis are designed to form a linear programming model suitable for the study of wood circulation. The layout and structure of timber production and consumption when the layout is optimized, and how the layout of timber circulation should be discussed will enrich the research methods of timber circulation.
