面向突發(fā)性自然災(zāi)害類的應(yīng)急供應(yīng)鏈優(yōu)化分析

【摘要】:我國領(lǐng)土面積廣闊、人口的密度較大,自然災(zāi)害發(fā)生頻繁給我國人民生命財產(chǎn)安全造成了巨大的損失,為了有效地應(yīng)對突發(fā)性的災(zāi)害事件,政府需要組建一個高效的應(yīng)急供應(yīng)鏈運作網(wǎng)絡(luò),包括上游物資供應(yīng)商、中游應(yīng)急指揮中心、下游救災(zāi)點。應(yīng)急指揮中心一般處于應(yīng)急供應(yīng)鏈的核心地位,對整個應(yīng)急網(wǎng)絡(luò)的運作起到指揮協(xié)調(diào)作用,應(yīng)當提升應(yīng)急供應(yīng)鏈的運作效率,以便有效地應(yīng)對突發(fā)性的自然災(zāi)害。本文首先查閱并研究應(yīng)急救援的相關(guān)文獻,對我國當前應(yīng)急救援工作的現(xiàn)狀、應(yīng)急供應(yīng)鏈的結(jié)構(gòu)構(gòu)成有了一定的了解,在此基礎(chǔ)之上,總結(jié)了應(yīng)急供應(yīng)鏈的特點,進一步提出了應(yīng)急供應(yīng)鏈四種不同的運作模式,并通過對比不同運作模式的特點與問題,從而界定不同模式的適用場合。本文還進一步構(gòu)建了基于結(jié)構(gòu)方程的應(yīng)急供應(yīng)鏈模型,該模型設(shè)置有應(yīng)急供應(yīng)鏈應(yīng)急能力、應(yīng)急供應(yīng)商生產(chǎn)供應(yīng)能力、應(yīng)急指揮中心組織協(xié)調(diào)能力、災(zāi)點信息反饋能力四個潛變量,并為每個潛變量設(shè)置了3個觀測變量,以充分反映應(yīng)急供應(yīng)鏈的運作特點。最后,設(shè)計了調(diào)查問卷,對收回的有效調(diào)查問卷用SPSS做了統(tǒng)計性分析,據(jù)此得到調(diào)查問卷信度與效度的分析結(jié)果,從而確定該模型中相關(guān)參數(shù)值的設(shè)計是可靠的。在此基礎(chǔ)上,進一步用基于極大似然法的AMOS軟件運算得到了結(jié)構(gòu)方程模型的路徑圖,并對模型的擬合情況進行檢驗,檢驗結(jié)果表明模型的擬合情況良好,因此可以接受本論文對模型提出的假設(shè)條件。為了對應(yīng)急供應(yīng)鏈進行優(yōu)化,將模型的左邊定義為事件部分而將右邊定義為結(jié)構(gòu)部分,從路徑圖分析和參數(shù)對比找到應(yīng)急供應(yīng)鏈的薄弱環(huán)節(jié),進而提出具體的優(yōu)化措施。本文通過結(jié)構(gòu)方程構(gòu)建應(yīng)急供應(yīng)鏈優(yōu)化模型的方法,從參閱的文獻看,還沒有檢索到具體應(yīng)用例子,應(yīng)該說本方法能夠拓展結(jié)構(gòu)方程在應(yīng)急供應(yīng)鏈中的應(yīng)用。
[Abstract]:China has a vast territory, a large population density, and frequent natural disasters have caused huge losses to the safety of our people's lives and property. In order to effectively respond to sudden disaster events,The government needs to set up an efficient network of emergency supply chains, including upstream suppliers, mid-stream emergency command centers, and downstream disaster relief points.The emergency command center is generally in the core position of the emergency supply chain and plays a command and coordination role in the operation of the whole emergency network. It is necessary to improve the operational efficiency of the emergency supply chain in order to effectively cope with sudden natural disasters.In this paper, we first refer to and study the relevant documents of emergency rescue, and have a certain understanding of the current situation of emergency rescue work and the structure of emergency supply chain in our country. On this basis, we summarize the characteristics of emergency supply chain.Furthermore, four different operation modes of emergency supply chain are put forward, and by comparing the characteristics and problems of different operation modes, the suitable situations of different modes are defined.Furthermore, an emergency supply chain model based on structural equation is constructed. The model includes emergency supply chain emergency capability, emergency supplier production and supply capacity, emergency command center organization and coordination ability.The information feedback ability of disaster point is four latent variables and three observation variables are set up for each latent variable to fully reflect the operational characteristics of emergency supply chain.Finally, the questionnaire is designed and the SPSS is used to analyze the validity of the effective questionnaire. The reliability and validity of the questionnaire are obtained, and the design of the relevant parameters in the model is confirmed to be reliable.On this basis, the path diagram of the structural equation model is obtained by using the AMOS software based on the maximum likelihood method, and the fitting of the model is verified. The results show that the model fits well.Therefore, we can accept the hypothetical conditions proposed in this paper.In order to optimize the emergency supply chain, the left side of the model is defined as the event part and the right side is defined as the structural part. The weak links of the emergency supply chain are found from the path diagram analysis and parameter comparison, and the specific optimization measures are put forward.In this paper, the method of constructing the optimization model of emergency supply chain by structural equation has not been retrieved from the literature. It should be said that this method can extend the application of structural equation in emergency supply chain.
