【摘要】：航空器材(簡稱航材)是確保航空公司正常運(yùn)營的的基本保障,航材采購是飛機(jī)維修服務(wù)的基礎(chǔ)環(huán)節(jié),如何做好航材的采購管理工作是民用航空業(yè)內(nèi)公司應(yīng)該認(rèn)真考慮的問題。航材采購費(fèi)用占飛機(jī)維修總成本的一半以上,因此,加強(qiáng)航材采購管理以降低成本、提高利潤成為飛機(jī)維修公司重點(diǎn)考慮的問題。作為亞太地區(qū)飛機(jī)維修行業(yè)翹楚的Z公司,是由南方航空集團(tuán)與和記黃埔共同投資成立的專業(yè)從事飛機(jī)維修維護(hù)服務(wù)的公司,也是為國內(nèi)外主要飛機(jī)制造廠商和零部件廠家提供服務(wù)的最大航材采購商之一,選擇它作為研究個案具有較強(qiáng)的典型意義。近年來全球經(jīng)濟(jì)發(fā)展形勢向暖,國際范圍內(nèi)的民間航空市場蓬勃發(fā)展,Z公司將迎來不可多得的發(fā)展契機(jī)。但是作為傳統(tǒng)飛機(jī)維修維護(hù)行業(yè)中的大戶,Z公司的采購管理并沒有跟上時代發(fā)展的步伐,相對保守的經(jīng)營方式和采購程序在現(xiàn)代高效的市場競爭中,顯得效率低下、流程更繁瑣,同時相關(guān)規(guī)則規(guī)范、采購規(guī)劃的缺位、成本控制和計劃的不足等眾多因素的共同影響,使得Z公司的經(jīng)營管理遇到了極大挑戰(zhàn)。如何推動效率化優(yōu)先、保障飛機(jī)航材供應(yīng)是采購管理的首要任務(wù)。為有效解決采購管理方面的問題,Z公司目應(yīng)堅(jiān)持整體化、信息化、分類管理與擇優(yōu)采購相結(jié)合原則,積極探索適合Z公司特點(diǎn)的采購管理模式,通過采用強(qiáng)化合格供應(yīng)商資質(zhì)審批制、嚴(yán)格采購合同管理、強(qiáng)化采購計劃管理、建立物資分類采購制、改進(jìn)供應(yīng)商評價、控制采購成本、采購信息化等一系列方法和措施,逐步優(yōu)化和完善采購理論管理體系�，F(xiàn)代企業(yè)的管理是復(fù)雜的工程,尤其是供應(yīng)鏈管理發(fā)揚(yáng)光大的今天,采購管理只是其中的一個內(nèi)容。為保障以上優(yōu)化方案的順利實(shí)施,公司還應(yīng)從加強(qiáng)企業(yè)文化建設(shè),提高成本管理意識,確定航材安全庫存水平,實(shí)行供應(yīng)商管理庫存,建立航材管理信息系統(tǒng)的發(fā)展規(guī)劃,建立航材采購系統(tǒng)的實(shí)時監(jiān)督制度,才能從根本上解決公司采購流程中的實(shí)際問題。
[Abstract]:Aviation material is the basic guarantee to ensure the normal operation of the airline company. The procurement of aviation material is the basic link of aircraft maintenance service. How to do the procurement management of aviation material is a problem that should be seriously considered by the company in civil aviation industry.The purchase cost of aviation materials accounts for more than half of the total cost of aircraft maintenance. Therefore, it is an important consideration for aircraft maintenance companies to strengthen the purchasing management of aviation materials to reduce the cost and increase the profit.Z Company, a leading aircraft maintenance industry in the Asia-Pacific region, is a professional aircraft maintenance service company established by China Southern Airlines Group and Hutchison Whampoa.It is also one of the largest air materials purchasers who provide services to the main aircraft manufacturers and parts manufacturers at home and abroad. It is of great significance to select it as a case study.In recent years, the global economic development situation is warming, the international civil aviation market vigorous development will ushered in a rare opportunity for development.However, as the traditional aircraft maintenance and maintenance industry, the procurement management of the company has not kept pace with the development of the times, the relatively conservative business methods and procurement procedures in the modern and efficient market competition, appears to be inefficient,The process is more cumbersome, at the same time related rules and regulations, the absence of procurement planning, cost control and planning deficiencies and many other factors together, make Z company's operation and management encountered a great challenge.How to promote the priority of efficiency and ensure the supply of aircraft materials is the primary task of procurement management.In order to solve the problem of purchasing management effectively, company Z should adhere to the principle of integration, informationization, classified management and preferential purchasing, and actively explore the purchasing management mode suitable for Z company.Through the adoption of a series of methods and measures such as strengthening qualified supplier qualification examination and approval system, strict procurement contract management, strengthening procurement plan management, establishing material classification procurement system, improving supplier evaluation, controlling purchasing cost, purchasing information, etc.Gradually optimize and improve the procurement theory management system.The management of modern enterprises is a complex project, especially the development of supply chain management today, procurement management is only one of the contents.In order to ensure the smooth implementation of the above optimization scheme, the company should also strengthen the construction of enterprise culture, raise the awareness of cost management, determine the level of safety inventory of aviation materials, implement supplier management inventory, and establish the development plan of aviation material management information system.Only by establishing the real-time supervision system of the air material purchasing system can the practical problems in the purchasing process of the company be solved fundamentally.
