基于農產品質量安全的廣東省農民合作經(jīng)濟組織研究

【摘要】:農民合作經(jīng)濟組織具有維護農產品質量安全的職能。之所以產生農產品質量安全問題的根本在于農產品生產加工的各種環(huán)節(jié)缺乏必須的監(jiān)管,而監(jiān)管分散的農戶家庭經(jīng)營產生的成本高而且操作的難度大,所以依靠農民合作經(jīng)濟組織來對農產品質量進行監(jiān)管,已經(jīng)成為了我國農產品質量安全體系的必然要求。在我國,農民合作經(jīng)濟組織近些年來取得了飛速發(fā)展,已經(jīng)成為聯(lián)接農戶生產者與農業(yè)龍頭企業(yè)、聯(lián)接農戶生產者與終端市場或聯(lián)接農戶直接進入市場的重要組織方式,具體的供應鏈為:農戶(眾多)→農民合作經(jīng)濟組織→食品企業(yè)→零售商或餐飲企業(yè)等→消費者,即農民合作經(jīng)濟組織已經(jīng)成為農產品生產鏈條組織形式的重要一環(huán)。 本文著眼于廣東省農民合作經(jīng)濟組織,通過分析廣東省農民合作經(jīng)濟組織的質量安全功能,來為相關的農產品質量安全體系建設提供建議及參考。論文主要分為兩部分來展開:第一,通過相關文獻、統(tǒng)計年鑒等資料來獲得廣東農民合作經(jīng)濟組織的發(fā)展現(xiàn)狀,以及存在的問題。第二,以廣東省蔬菜種植為例,通過實地調研,采用隨機抽樣調查、問卷調查、個案深入訪談相結合的方法,詳細調查了廣東市、鄉(xiāng)鎮(zhèn)級農民蔬菜合作社的發(fā)展狀況,運作過程中是如何采取措施來保障蔬菜質量安全的,以此來歸納分析,最后得出在農產品質量安全視角下,,農民合作經(jīng)濟組織應該采取的措施和發(fā)展模式。為了進一步詳細的分析農民合作組織應該如何有效的運作,2013年我們在廣東省范圍內進行了針對蔬菜種植戶農藥購買、使用情況的調查,調查方法采用統(tǒng)計學中的隨機抽樣調查法,調查對象是在家庭進行蔬菜種植的農戶。試圖通過這次調查來分析農民蔬菜合作經(jīng)濟組織在農產品質童安全控制中的作用。此次調查共發(fā)放調查問卷285份,回收279份,回收率為97.9%,有效率為92.6%。根據(jù)對調查數(shù)據(jù)的歸納分析得出影響農產品質量安全的因素,以及農民合作經(jīng)濟組織在保障農產品質量安全方面應該采取的具體措施和做法,同時給出了合作經(jīng)濟組織保障農產品質量安全的參考和建議。
[Abstract]:Farmers' cooperative economic organizations have the function of maintaining the quality and safety of agricultural products. The root cause of the quality and safety problems of agricultural products lies in the lack of necessary supervision in various links in the production and processing of agricultural products. However, the cost of household management of decentralized farmers and the difficulty of operation are high. Therefore, relying on farmers' cooperative economic organizations to supervise the quality of agricultural products has become an inevitable requirement of the quality and safety system of agricultural products in our country. In recent years, peasant cooperative economic organizations have made rapid development, and have become an important organizational way to link farmers' producers with agricultural leading enterprises, between farmers' producers and terminal markets, or directly into the market by farmers. This paper focuses on the farmers' cooperative economic organizations in Guangdong Province, and analyzes the quality and safety functions of the cooperative economic organizations of farmers in Guangdong Province. The paper is divided into two parts: first, through the relevant documents, statistical yearbooks and other materials to obtain the current situation of the development of cooperative economic organizations of farmers in Guangdong. Secondly, taking vegetable cultivation in Guangdong Province as an example, through field investigation, using random sampling survey, questionnaire investigation, case study and in-depth interview, the author investigated Guangdong City in detail. How to take measures to ensure the quality and safety of vegetables in the process of the development of the farmers' vegetable cooperatives at the township level, so as to sum up and analyze, finally, under the angle of view of the quality and safety of agricultural products, In order to further analyze in detail how the farmer cooperative organization should operate effectively, in 2013 we conducted a purchase of pesticides for vegetable growers in Guangdong Province. The use of the survey, the survey methods used in statistics random sampling survey, The subjects of the survey are farmers who grow vegetables in their families. The purpose of the survey is to analyze the role of farmers' vegetable cooperative economic organizations in the safety control of quality children in agricultural products. A total of 285 questionnaires were distributed and 279 copies were recovered. The recovery rate is 97.9 and the effective rate is 92.60.According to the summary and analysis of the survey data, the factors that affect the quality and safety of agricultural products and the concrete measures and practices that farmers' cooperative economic organizations should take to ensure the quality and safety of agricultural products, At the same time, it gives the reference and suggestion of cooperative economic organization to guarantee the quality and safety of agricultural products.
