基于農(nóng)產(chǎn)品質(zhì)量安全的廣東省農(nóng)民合作經(jīng)濟(jì)組織研究

【摘要】:農(nóng)民合作經(jīng)濟(jì)組織具有維護(hù)農(nóng)產(chǎn)品質(zhì)量安全的職能。之所以產(chǎn)生農(nóng)產(chǎn)品質(zhì)量安全問(wèn)題的根本在于農(nóng)產(chǎn)品生產(chǎn)加工的各種環(huán)節(jié)缺乏必須的監(jiān)管,而監(jiān)管分散的農(nóng)戶家庭經(jīng)營(yíng)產(chǎn)生的成本高而且操作的難度大,所以依靠農(nóng)民合作經(jīng)濟(jì)組織來(lái)對(duì)農(nóng)產(chǎn)品質(zhì)量進(jìn)行監(jiān)管,已經(jīng)成為了我國(guó)農(nóng)產(chǎn)品質(zhì)量安全體系的必然要求。在我國(guó),農(nóng)民合作經(jīng)濟(jì)組織近些年來(lái)取得了飛速發(fā)展,已經(jīng)成為聯(lián)接農(nóng)戶生產(chǎn)者與農(nóng)業(yè)龍頭企業(yè)、聯(lián)接農(nóng)戶生產(chǎn)者與終端市場(chǎng)或聯(lián)接農(nóng)戶直接進(jìn)入市場(chǎng)的重要組織方式,具體的供應(yīng)鏈為:農(nóng)戶(眾多)→農(nóng)民合作經(jīng)濟(jì)組織→食品企業(yè)→零售商或餐飲企業(yè)等→消費(fèi)者,即農(nóng)民合作經(jīng)濟(jì)組織已經(jīng)成為農(nóng)產(chǎn)品生產(chǎn)鏈條組織形式的重要一環(huán)。 本文著眼于廣東省農(nóng)民合作經(jīng)濟(jì)組織,通過(guò)分析廣東省農(nóng)民合作經(jīng)濟(jì)組織的質(zhì)量安全功能,來(lái)為相關(guān)的農(nóng)產(chǎn)品質(zhì)量安全體系建設(shè)提供建議及參考。論文主要分為兩部分來(lái)展開(kāi):第一,通過(guò)相關(guān)文獻(xiàn)、統(tǒng)計(jì)年鑒等資料來(lái)獲得廣東農(nóng)民合作經(jīng)濟(jì)組織的發(fā)展現(xiàn)狀,以及存在的問(wèn)題。第二,以廣東省蔬菜種植為例,通過(guò)實(shí)地調(diào)研,采用隨機(jī)抽樣調(diào)查、問(wèn)卷調(diào)查、個(gè)案深入訪談相結(jié)合的方法,詳細(xì)調(diào)查了廣東市、鄉(xiāng)鎮(zhèn)級(jí)農(nóng)民蔬菜合作社的發(fā)展?fàn)顩r,運(yùn)作過(guò)程中是如何采取措施來(lái)保障蔬菜質(zhì)量安全的,以此來(lái)歸納分析,最后得出在農(nóng)產(chǎn)品質(zhì)量安全視角下,,農(nóng)民合作經(jīng)濟(jì)組織應(yīng)該采取的措施和發(fā)展模式。為了進(jìn)一步詳細(xì)的分析農(nóng)民合作組織應(yīng)該如何有效的運(yùn)作,2013年我們?cè)趶V東省范圍內(nèi)進(jìn)行了針對(duì)蔬菜種植戶農(nóng)藥購(gòu)買(mǎi)、使用情況的調(diào)查,調(diào)查方法采用統(tǒng)計(jì)學(xué)中的隨機(jī)抽樣調(diào)查法,調(diào)查對(duì)象是在家庭進(jìn)行蔬菜種植的農(nóng)戶。試圖通過(guò)這次調(diào)查來(lái)分析農(nóng)民蔬菜合作經(jīng)濟(jì)組織在農(nóng)產(chǎn)品質(zhì)童安全控制中的作用。此次調(diào)查共發(fā)放調(diào)查問(wèn)卷285份,回收279份,回收率為97.9%,有效率為92.6%。根據(jù)對(duì)調(diào)查數(shù)據(jù)的歸納分析得出影響農(nóng)產(chǎn)品質(zhì)量安全的因素,以及農(nóng)民合作經(jīng)濟(jì)組織在保障農(nóng)產(chǎn)品質(zhì)量安全方面應(yīng)該采取的具體措施和做法,同時(shí)給出了合作經(jīng)濟(jì)組織保障農(nóng)產(chǎn)品質(zhì)量安全的參考和建議。
[Abstract]:Farmers' cooperative economic organizations have the function of maintaining the quality and safety of agricultural products. The root cause of the quality and safety problems of agricultural products lies in the lack of necessary supervision in various links in the production and processing of agricultural products. However, the cost of household management of decentralized farmers and the difficulty of operation are high. Therefore, relying on farmers' cooperative economic organizations to supervise the quality of agricultural products has become an inevitable requirement of the quality and safety system of agricultural products in our country. In recent years, peasant cooperative economic organizations have made rapid development, and have become an important organizational way to link farmers' producers with agricultural leading enterprises, between farmers' producers and terminal markets, or directly into the market by farmers. Specific supply chain: farmers (numerous). 鈫扨easant cooperative economic organization. 鈫扚ood enterprise. 鈫扲etailers, restaurants, etc. 鈫扖onsumer, namely farmer cooperative economy organization has become an important link of agricultural product production chain organization form. This paper focuses on the farmers' cooperative economic organizations in Guangdong Province, and analyzes the quality and safety functions of the cooperative economic organizations of farmers in Guangdong Province. The paper is divided into two parts: first, through the relevant documents, statistical yearbooks and other materials to obtain the current situation of the development of cooperative economic organizations of farmers in Guangdong. Secondly, taking vegetable cultivation in Guangdong Province as an example, through field investigation, using random sampling survey, questionnaire investigation, case study and in-depth interview, the author investigated Guangdong City in detail. How to take measures to ensure the quality and safety of vegetables in the process of the development of the farmers' vegetable cooperatives at the township level, so as to sum up and analyze, finally, under the angle of view of the quality and safety of agricultural products, In order to further analyze in detail how the farmer cooperative organization should operate effectively, in 2013 we conducted a purchase of pesticides for vegetable growers in Guangdong Province. The use of the survey, the survey methods used in statistics random sampling survey, The subjects of the survey are farmers who grow vegetables in their families. The purpose of the survey is to analyze the role of farmers' vegetable cooperative economic organizations in the safety control of quality children in agricultural products. A total of 285 questionnaires were distributed and 279 copies were recovered. The recovery rate is 97.9 and the effective rate is 92.60.According to the summary and analysis of the survey data, the factors that affect the quality and safety of agricultural products and the concrete measures and practices that farmers' cooperative economic organizations should take to ensure the quality and safety of agricultural products, At the same time, it gives the reference and suggestion of cooperative economic organization to guarantee the quality and safety of agricultural products.
