【摘要】：隨著環(huán)境資源約束日益趨緊,為減少經(jīng)濟(jì)發(fā)展對(duì)環(huán)境造成的損害,實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的目標(biāo),2015年十八屆五中全會(huì)明確提出必須牢固樹立并貫徹落實(shí)創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的五大發(fā)展理念。物流業(yè)作為我國(guó)繼制造業(yè)之后的第二大污染產(chǎn)業(yè)和能耗產(chǎn)業(yè),其發(fā)展對(duì)生態(tài)環(huán)境造成了巨大的壓力。同時(shí),在信息化、全球化、區(qū)域經(jīng)濟(jì)融合的新背景下,物流產(chǎn)業(yè)組織模式正發(fā)生諸如集團(tuán)化、信息化、一體化等一系列變化,這些變化有利于物流業(yè)實(shí)現(xiàn)高效、和諧、持續(xù)的綠色發(fā)展目標(biāo);但是在我國(guó)物流業(yè)發(fā)展較落后的地區(qū)如貴州省,物流產(chǎn)業(yè)組織模式仍比較落后,并導(dǎo)致了高碳低效的問題。因此,探究有利于物流業(yè)實(shí)現(xiàn)綠色發(fā)展的產(chǎn)業(yè)組織模式,并尋求這種綠色產(chǎn)業(yè)組織模式形成的動(dòng)力機(jī)制,對(duì)于改善貴州省物流業(yè)高碳低效的問題,實(shí)現(xiàn)物流業(yè)綠色發(fā)展具有重要意義。本文首先研究了貴州省物流業(yè)綠色發(fā)展的現(xiàn)狀、問題及組織模式落后的原因。從物流業(yè)污染排放水平、綠色效率水平以及經(jīng)濟(jì)發(fā)展匹配度三個(gè)方面對(duì)貴州省物流業(yè)的發(fā)展現(xiàn)狀進(jìn)行了描述;在對(duì)物流業(yè)綠色發(fā)展現(xiàn)狀進(jìn)行分析的基礎(chǔ)上發(fā)現(xiàn),貴州省物流業(yè)存在產(chǎn)業(yè)集聚度低,產(chǎn)業(yè)鏈欠完善;產(chǎn)業(yè)效率水平較低,技術(shù)管理落后;總量規(guī)模較小,物流開放度低等阻礙其實(shí)現(xiàn)綠色發(fā)展的問題。鑒于貴州省近年來加大物流投入,推動(dòng)物流基礎(chǔ)設(shè)施、物流園區(qū)建設(shè),積極引進(jìn)先進(jìn)物流技術(shù),但是物流業(yè)仍存在高碳低效問題的現(xiàn)實(shí),提出產(chǎn)業(yè)組織模式落后是導(dǎo)致貴州省物流業(yè)“不夠綠色”最重要的原因。為進(jìn)一步探究有利于物流業(yè)實(shí)現(xiàn)綠色發(fā)展的產(chǎn)業(yè)組織模式,針對(duì)新經(jīng)濟(jì)技術(shù)背景下物流業(yè)的發(fā)展提出了三種組織模式——以倉(cāng)配一體化為核心的商貿(mào)物流組織模式、以供應(yīng)鏈一體化為核心的制造物流組織模式、依托信息整合平臺(tái)的網(wǎng)絡(luò)狀物流協(xié)作模式,通過對(duì)這三種組織模式的特征進(jìn)行實(shí)證,得出其的確有利于貴州省物流業(yè)實(shí)現(xiàn)綠色發(fā)展。為構(gòu)建這種產(chǎn)業(yè)組織模式,推動(dòng)貴州省物流業(yè)實(shí)現(xiàn)綠色發(fā)展,本文進(jìn)一步分析了這三種產(chǎn)業(yè)組織模式形成的動(dòng)力機(jī)制,并基于此提出了相關(guān)對(duì)策建議�？偟膩碚f,本文從貴州省物流業(yè)綠色發(fā)展的現(xiàn)狀、問題及組織原因入手,基于時(shí)代背景提出了有利于貴州省物流業(yè)實(shí)現(xiàn)綠色發(fā)展的產(chǎn)業(yè)組織模式及其形成的動(dòng)力機(jī)制,并進(jìn)一步提出了相關(guān)對(duì)策建議。
[Abstract]:In order to reduce the damage caused by economic development to the environment and realize the goal of sustainable economic development, the Fifth Plenary session of the 18th CPC Central Committee in 2015 clearly stated that it is necessary to firmly establish and implement innovation, coordination, green, and openness. As the second largest pollution industry and energy consumption industry after the manufacturing industry, the development of the logistics industry has caused tremendous pressure on the ecological environment. At the same time, in the process of information, globalization, Under the new background of regional economic integration, a series of changes are taking place such as collectivization, informatization, integration and so on. These changes are conducive to the realization of efficient, harmonious and sustainable green development goal of logistics industry. However, in the backward regions of China, such as Guizhou Province, the logistics industry organization model is still relatively backward, which leads to the problem of high carbon and low efficiency. Therefore, the paper explores the industrial organization model which is conducive to the realization of green development of logistics industry. It is of great significance to improve the problem of high carbon and low efficiency of logistics industry and to realize the green development of logistics industry in Guizhou Province. Firstly, this paper studies the present situation of green development of logistics industry in Guizhou Province. This paper describes the current situation of logistics industry in Guizhou Province from three aspects: the level of pollution emission, the level of green efficiency and the matching degree of economic development. Based on the analysis of the current situation of the green development of the logistics industry, it is found that the logistics industry in Guizhou Province has low industrial concentration, imperfect industrial chain, low industrial efficiency, backward technological management, and small total scale. The low degree of openness of logistics hinders the realization of green development. In view of the recent increase in logistics investment in Guizhou Province, the promotion of logistics infrastructure, the construction of logistics parks, and the active introduction of advanced logistics technology, However, the logistics industry still has the problem of high carbon and low efficiency. It is pointed out that the backward industrial organization mode is the most important reason leading to the "not enough green" of the logistics industry in Guizhou. In order to further explore the industrial organization model which is conducive to the realization of green development of the logistics industry, In view of the development of logistics industry under the background of new economy and technology, this paper puts forward three kinds of organization models: trade logistics organization mode with warehouse and distribution integration as the core, and manufacturing logistics organization mode with supply chain integration as the core. Based on the network logistics cooperation model based on the information integration platform, through the empirical analysis of the characteristics of these three organization modes, it is found that these three organizational models are indeed conducive to the realization of green development of the logistics industry in Guizhou Province. In order to promote the realization of green development of logistics industry in Guizhou Province, this paper further analyzes the dynamic mechanism of the formation of these three industrial organization modes, and puts forward some relevant countermeasures and suggestions based on them. In general, from the current situation of green development of logistics industry in Guizhou Province, this paper analyzes the current situation of the green development of the logistics industry in Guizhou Province. Based on the background of the times, the paper puts forward the industrial organization mode and its dynamic mechanism of realizing the green development of logistics industry in Guizhou province, and further puts forward the relevant countermeasures and suggestions.
