【摘要】：在商貿(mào)流通基礎(chǔ)設(shè)施中,部分設(shè)施具有公共物品特性。這類設(shè)施為一定范圍內(nèi)企業(yè)或個(gè)人提供生產(chǎn)生活服務(wù),并具有經(jīng)濟(jì)學(xué)意義上的外部效應(yīng)即公益性。全面搭建公益性流通基礎(chǔ)設(shè)施供給平臺(tái),以商貿(mào)流通產(chǎn)業(yè)為服務(wù)重點(diǎn),可以切實(shí)解決進(jìn)入及輸出市場(chǎng)"最初和最后一公里"問題。在此情勢(shì)下,需從公益性流通設(shè)施供給主體方面進(jìn)行方案探討,以公平效率為原則、政府角色及制度完善為明確目標(biāo)進(jìn)行設(shè)計(jì)。由此,可以對(duì)當(dāng)前我國公益性流通設(shè)施供給的模式進(jìn)行深入改革,以保障民生基礎(chǔ)、公共信息服務(wù)、流通業(yè)穩(wěn)健發(fā)展。
[Abstract]:In the infrastructure of trade and trade circulation, some facilities have the characteristics of public goods. Such facilities provide production and living services for enterprises or individuals within a certain scope, And it has the external effect in the sense of economics, that is, public welfare. We should set up the public welfare circulation infrastructure supply platform in an all-round way, and take the commercial and commercial circulation industry as the service focus. The problem of "the first and last kilometer" of entering and exporting markets can be effectively solved. In this situation, it is necessary to explore the scheme from the aspect of the supply of public welfare circulation facilities, with the principle of fairness and efficiency as the principle. Therefore, the mode of supply of public welfare circulation facilities in our country can be deeply reformed in order to ensure the foundation of people's livelihood, public information service and steady development of circulation industry.
