基于供應(yīng)鏈質(zhì)量管理的超市食品安全控制研究

【摘要】:改革開放以來,中國經(jīng)濟(jì)發(fā)展突飛猛進(jìn),人們的生活水平和質(zhì)量穩(wěn)步提高,百姓對(duì)食品質(zhì)量的要求也隨著生活質(zhì)量的提高而提高。民以食為天,食以安為先。隨著近年來有毒、有害食品事件的不斷曝光,也提起了人們對(duì)食品安全的注意。食品安全的保障不僅關(guān)系到百姓的健康,也關(guān)系到社會(huì)的穩(wěn)定和國家的長治久安。因此,筆者基于以上認(rèn)識(shí),以食品安全為選題,正是基于對(duì)食品安全的關(guān)注和重視,想要借助自身所學(xué)知識(shí)為食品安全的控制獻(xiàn)上綿薄之力。 根據(jù)食品本身所具有的特殊性,超市食品安全管理不同于一般食品市場安全管理,具有特殊性。筆者從超市本身的特殊性出發(fā),根據(jù)供應(yīng)鏈質(zhì)量管理的優(yōu)越性和當(dāng)前中國食品供應(yīng)鏈發(fā)展的現(xiàn)狀進(jìn)行論述,通過實(shí)例分析和比較研究,針對(duì)中國當(dāng)前超市食品安全管理的整體狀況,作出一些理論論證。基于此,筆者主要從以下幾個(gè)方面展開。 在導(dǎo)論部分,是對(duì)本文研究所做的一個(gè)簡明闡述,主要內(nèi)容有課題研究的背景、目的和意義,,并對(duì)研究的依據(jù)進(jìn)行梳理,以便在研究調(diào)研工作中找到合適的理論依據(jù)和現(xiàn)實(shí)依據(jù)。筆者還就與此文有關(guān)的國內(nèi)外著名學(xué)者的研究成果做簡要介紹,從而找到理論研究的靈感。此外,本文研究的主要內(nèi)容、研究方法和文章的創(chuàng)新點(diǎn)也在本章中一一呈現(xiàn)。在第二部分,首先闡明什么是食品供應(yīng)鏈、什么是食品供應(yīng)鏈質(zhì)量管理,食品供應(yīng)鏈質(zhì)量管理的主要內(nèi)容以及特點(diǎn)都有哪些。在做好基本前提理論之后,接著對(duì)當(dāng)前中國超市食品安全及其主要問題做簡要闡述,通過分析中國超市食品安全中的隱患因素,探索供應(yīng)鏈質(zhì)量管理與超市食品安全之間所存在的直接而又復(fù)雜的關(guān)系。在第三部分,筆者根據(jù)中國主要的食品安全監(jiān)管機(jī)制,從主要監(jiān)管模式出發(fā),研究當(dāng)前超市食品安全監(jiān)管中存在的問題,通過與發(fā)達(dá)國家之間的比較分析,找到中國在超市食品安全監(jiān)管方面與發(fā)達(dá)國家之間的差距,從而為改善中國的超市食品安全監(jiān)管體制機(jī)制做出貢獻(xiàn)。在第四部分,筆者就如何完善中國超市食品安全監(jiān)管提供一些對(duì)策,主要從供應(yīng)鏈的每個(gè)環(huán)節(jié)入手,主要有完善超市食品安全標(biāo)準(zhǔn),制定食品的市場準(zhǔn)入制度;建立高效的物流配貨系統(tǒng),加大對(duì)食品流通環(huán)節(jié)的管理;幫助超市建立自我監(jiān)管機(jī)制,建立內(nèi)外結(jié)合的監(jiān)管機(jī)制等方面對(duì)超市食品安全管理和控制提供自己的看法。 隨著中國社會(huì)經(jīng)濟(jì)的發(fā)展,超市逐漸遍布于城市的每一個(gè)角落,并且正在逐步向農(nóng)村擴(kuò)張,成為城市和農(nóng)村食品銷售的主要陣地,可以說超市食品安全不僅直接關(guān)系著消費(fèi)者的生命健康權(quán)益,還關(guān)系著整個(gè)社會(huì)的穩(wěn)定和國家的長治久安。筆者通過分析論證,希望超市食品安全管理能夠得到更多人的關(guān)注,從而為建立更加健全的超市食品監(jiān)管機(jī)制而努力。
[Abstract]:Since the reform and opening up, China's economy has developed by leaps and bounds, people's living standards and quality have steadily improved, and the people's demand for food quality has also increased with the improvement of the quality of life. The exposure of harmful food incidents has also brought up people's attention to food safety. The protection of food safety is not only related to the health of the people, but also to the stability of society and the long-term stability of the country. Therefore, the author based on the above understanding, Taking food safety as the topic, it is based on the concern and attention to food safety, and wants to contribute to the control of food safety with the help of its own knowledge. According to the particularity of food itself, supermarket food safety management is different from general food market safety management. According to the superiority of supply chain quality management and the current situation of food supply chain development in China, through the case analysis and comparative study, the paper aims at the overall situation of food safety management in supermarkets in China. To make some theoretical arguments. Based on this, the author mainly from the following aspects. In the introduction part, it is a brief exposition of the research in this paper. The main contents include the background, purpose and significance of the research, and the basis of the research. In order to find the appropriate theoretical basis and practical basis in the research work, the author also briefly introduces the research results of famous scholars at home and abroad, so as to find the inspiration for theoretical research. The main contents, research methods and innovative points of this paper are also presented in this chapter. In the second part, we first clarify what is food supply chain, what is food supply chain quality management, What are the main contents and characteristics of food supply chain quality management? after doing a good job of the basic premise theory, then briefly expound the current food safety of Chinese supermarkets and its main problems. By analyzing the hidden trouble factors in Chinese supermarket food safety, the direct and complex relationship between supply chain quality management and supermarket food safety is explored. In the third part, according to the main food safety supervision mechanism in China, From the view of the main supervision mode, this paper studies the existing problems in supermarket food safety supervision, and finds out the gap between China and developed countries in supermarket food safety supervision through the comparative analysis between China and developed countries. In part 4th, the author provides some countermeasures on how to improve the supervision of food safety in supermarkets in China, starting with every link in the supply chain. They mainly include perfecting food safety standards in supermarkets, formulating food market access systems; establishing efficient logistics and distribution systems to increase the management of food circulation links; and helping supermarkets establish a self-regulatory mechanism. To establish internal and external regulatory mechanism and other aspects of supermarket food safety management and control to provide their own views. With the development of China's social economy, supermarkets are gradually spreading in every corner of the city, and are gradually expanding into rural areas, becoming the main position of food sales in urban and rural areas. It can be said that supermarket food safety is not only directly related to the life and health rights of consumers, but also to the stability of the whole society and the long-term stability of the country. Through analysis and argumentation, the author hopes that the supermarket food safety management can get more people's attention. In order to establish a more sound supermarket food regulatory mechanism and efforts.
