【摘要】：企業(yè)信息化是衡量一個(gè)現(xiàn)代企業(yè)競(jìng)爭(zhēng)力的核心要素，隨著信息系統(tǒng)的發(fā)展，現(xiàn)代型企業(yè)的信息發(fā)展到達(dá)了一個(gè)前所未有的時(shí)代，信息系統(tǒng)支撐企業(yè)戰(zhàn)略，創(chuàng)新商業(yè)模式。隨著國家新醫(yī)改政策的出臺(tái)，對(duì)醫(yī)藥流通企業(yè)經(jīng)營質(zhì)量管理要求明顯提高，全面提升了企業(yè)經(jīng)營的軟硬件標(biāo)準(zhǔn)和要求，，信息系統(tǒng)的更新升級(jí)是每一個(gè)醫(yī)藥流通企業(yè)在面對(duì)市場(chǎng)競(jìng)爭(zhēng)的迫切命題。 本文完成了GY藥品流通公司的管理戰(zhàn)略到IT戰(zhàn)略的落地，針對(duì)GY藥品流通公司的IT實(shí)況匹配選用了兩種信息系統(tǒng)規(guī)劃方法，較為全面地使用信息系統(tǒng)規(guī)劃方法囊括了企業(yè)IT方方面面的訴求。通過訪談?wù){(diào)研、問卷調(diào)研和專家評(píng)分等方法多渠道、多維度地解讀了企業(yè)的IT現(xiàn)狀和IT戰(zhàn)略，針對(duì)企業(yè)最新IT訴求設(shè)計(jì)IT應(yīng)用規(guī)劃。IT應(yīng)用規(guī)劃重點(diǎn)在ERP系統(tǒng)的完善、供應(yīng)鏈一體化平臺(tái)的構(gòu)建和新增決策支撐系統(tǒng)。 在應(yīng)用戰(zhàn)略集合轉(zhuǎn)移法進(jìn)行IT規(guī)劃時(shí)探討了QFD與IT規(guī)劃有效結(jié)合的理論基礎(chǔ)，并在GY藥品流通公司的IT規(guī)劃實(shí)踐的需求轉(zhuǎn)化為系統(tǒng)功能模塊中啟用QFD的思想。通過對(duì)企業(yè)各項(xiàng)活動(dòng)和業(yè)務(wù)的IT需求的系統(tǒng)性分析，采用QFD與企業(yè)戰(zhàn)略集和轉(zhuǎn)移法結(jié)合的創(chuàng)新性方法，更好地定量化企業(yè)規(guī)劃的各個(gè)因素，為企業(yè)戰(zhàn)略轉(zhuǎn)化為系統(tǒng)戰(zhàn)略提供了數(shù)據(jù)和理論基礎(chǔ)�？紤]到IT需求的定性表達(dá)，采用模糊層次分析法定義各個(gè)IT訴求的權(quán)重，并轉(zhuǎn)化為計(jì)算信息系統(tǒng)各個(gè)子系統(tǒng)的重要性評(píng)估。 IT實(shí)施規(guī)劃首先進(jìn)行信息系統(tǒng)項(xiàng)目分解，在制定具體實(shí)施規(guī)劃時(shí)綜合考量了項(xiàng)目重要性、緊迫性、項(xiàng)目風(fēng)險(xiǎn)、項(xiàng)目成本4個(gè)方面，提供了項(xiàng)目實(shí)施順序的重要參考標(biāo)準(zhǔn)，確保整個(gè)信息系統(tǒng)規(guī)劃項(xiàng)目的落地建設(shè)。 通過對(duì)GY藥品流通公司的實(shí)證研究，更深刻了解讀了企業(yè)信息化的重要性，也掌握了信息系統(tǒng)規(guī)劃方法，并對(duì)規(guī)劃方法進(jìn)行了創(chuàng)新，對(duì)后期信息系統(tǒng)規(guī)劃的研究提供了一個(gè)新的方向。
[Abstract]:Enterprise informatization is the core factor to measure the competitiveness of a modern enterprise. With the development of information system, the information development of modern enterprise has reached an unprecedented era, and the information system supports the enterprise strategy. Innovative business model. With the introduction of the new national medical reform policy, the requirements for the quality management of pharmaceutical circulation enterprises have been raised significantly, and the standards and requirements of software and hardware for enterprises' operation have been comprehensively raised. The updating and upgrading of information system is an urgent proposition for every pharmaceutical circulation enterprise in the face of market competition. This paper has completed the landing of the management strategy to IT strategy of GY Pharmaceutical Circulation Company. According to the IT reality matching of GY Pharmaceutical Circulation Company, two kinds of information system planning methods have been selected. The information system planning method includes all aspects of enterprise IT. Through interviews, questionnaires and expert scores, the paper interprets the status quo and strategy of IT in a multi-dimensional way. The emphasis of IT application planning is the perfection of ERP system, the construction of supply chain integration platform and the new decision support system. This paper discusses the theoretical basis of the effective combination of QFD and IT planning when applying the strategic set transfer method to IT planning. And the requirement of IT planning practice in GY Pharmaceutical Circulation Company is transformed into the idea of using QFD in the system function module. Through the systematic analysis of the IT requirements of various activities and businesses of the enterprise, The innovative method of combining QFD with enterprise strategy set and transfer method is adopted to better quantify the factors of enterprise planning, which provides the data and theoretical basis for the transformation of enterprise strategy into system strategy. The fuzzy analytic hierarchy process (FAHP) is used to define the weight of each IT appeal and to transform it into evaluating the importance of each subsystem of the information system. The IT implementation plan firstly decomposes the information system project, when making the concrete implementation plan, it synthetically considers the project importance, urgency, project risk and project cost, and provides the important reference standard of the project implementation order. Ensure that the whole information system planning project landing construction. Through the empirical study of GY Pharmaceutical Circulation Company, the importance of enterprise informatization is deeply interpreted, and the planning method of information system is mastered, and the planning method is innovated. It provides a new direction for the research of information system planning.
