某大型風電整機設(shè)備制造企業(yè)質(zhì)量管理提升研究

【摘要】:自2006年以來,隨著《中華人民共和國可再生能源法》的實施,風力發(fā)電在我國取得了飛快發(fā)展。作為上游零部件企業(yè)和下游風電場運營企業(yè)的中間環(huán)節(jié),風電整機設(shè)備制造企業(yè)已在風電產(chǎn)業(yè)鏈中占據(jù)重要地位。然而在快速發(fā)展的背后,質(zhì)量問題日益凸顯,甚至出現(xiàn)了風機倒塔、著火、大部件批量報廢等嚴重質(zhì)量問題。如何提高風機整機設(shè)備制造企業(yè)的質(zhì)量管理能力,是非常值得研究的重要課題。 本文在查閱國內(nèi)外相關(guān)文獻的基礎(chǔ)上,深入研究了質(zhì)量管理理論和方法,結(jié)合某母子型大型風電整機制造企業(yè)的質(zhì)量管理實際情況,把“以最高管理者的視角并注重頂層設(shè)計”為分析問題和解決問題的基本原則。研究表明,造成風機產(chǎn)品質(zhì)量問題的最主要原因是質(zhì)量管理工作模式的設(shè)計存在缺陷,為此提出了制定企業(yè)間接口管理程序、健全三大質(zhì)量管理職能和加大項目質(zhì)量管理力度的提升方案。通過對風機存在的質(zhì)量問題分析發(fā)現(xiàn),關(guān)鍵的少數(shù)部件形成了風機故障的主因,針對這些問題,提出了對物項和服務(wù)進行質(zhì)保分級理念,并對設(shè)計開發(fā)、供應(yīng)鏈管理、裝配制造、安裝調(diào)試及運行維護四大增值過程,采用過程持續(xù)改進的PDCA (策劃-實施-檢查-處置)方法進行分析并制定相應(yīng)的提升方案。通過對IS09001:2008質(zhì)量管理體系標準和風機產(chǎn)品特殊要求進行比對研究,提出了企業(yè)應(yīng)在IS09001:2008標準的基礎(chǔ)上補充要求并作為企業(yè)標準的方案。此外利用波特五力模型對實施質(zhì)量管理提升的必要性進行了分析,提出了應(yīng)該實施質(zhì)量領(lǐng)先的戰(zhàn)略以及在戰(zhàn)略實施過程采用項目管理方法進行有效管理。 本文將質(zhì)量管理、項目管理、戰(zhàn)略管理進行了有效結(jié)合,強調(diào)了質(zhì)量保證、質(zhì)量控制和質(zhì)量監(jiān)督在項目中的重要作用,對風電產(chǎn)業(yè)鏈相關(guān)企業(yè)尤其是大型風電整機制造企業(yè)的質(zhì)量管理提升工作,具有普遍借鑒意義。
[Abstract]:Since 2006, with the implementation of the Renewable Energy Law of the people's Republic of China, wind power generation in China has achieved rapid development. As an intermediate link between upstream component enterprises and downstream wind farm operators. Wind power equipment manufacturing enterprises have occupied an important position in the wind power industry chain. However, behind the rapid development of wind power, the quality problems have become increasingly prominent, even emerged fan tower, fire. How to improve the quality management ability of fan equipment manufacturing enterprises is an important subject worth studying. On the basis of consulting relevant literature at home and abroad, this paper deeply studied the theory and method of quality management, combined with the actual situation of quality management in a certain mother and son large-scale wind power plant manufacturing enterprise. "from the top management perspective and focus on top-level design" as the basic principles of problem analysis and problem-solving. Research shows. The main cause of the fan product quality problem is the defects in the design of the work mode of quality management. Therefore, an interface management program between enterprises is proposed. Improve the three major quality management functions and enhance the project quality management. Through the analysis of the fan quality problems, it is found that the key few components formed the main cause of fan failure, aiming at these problems. The concept of quality assurance and grading for items and services is put forward, and four value-added processes, including design and development, supply chain management, assembly and manufacture, installation, commissioning and operation and maintenance, are proposed. PDCA (Planning-implementation-Inspection-disposal) with continuous process improvement. Methods the method was analyzed and the corresponding promotion scheme was worked out. The quality management system standards of IS09001:2008 and the special requirements of fan products were compared and studied. This paper puts forward that the enterprise should supplement the requirement on the basis of IS09001:2008 standard and act as the scheme of enterprise standard. In addition, the necessity of implementing quality management promotion is analyzed by using Porter's five-force model. The strategy of quality leading should be implemented and the effective management of project management should be adopted in the process of strategy implementation. In this paper, quality management, project management and strategic management are effectively combined, emphasizing the important role of quality assurance, quality control and quality supervision in the project. It is of general significance to improve the quality management of wind power industry chain related enterprises, especially large wind turbine manufacturing enterprises.
