【摘要】：隨著經(jīng)濟社會的逐步發(fā)展，我國農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)也在不斷的調(diào)整當(dāng)中，并逐步向農(nóng)業(yè)的現(xiàn)代化水平邁進。然而，縱觀農(nóng)產(chǎn)品市場，農(nóng)產(chǎn)品供不應(yīng)求的局面已逐漸消失，取而代之的卻是供給與需求之間的嚴重脫節(jié)，最終導(dǎo)致農(nóng)產(chǎn)品價格的長期波動。農(nóng)戶面臨農(nóng)產(chǎn)品季節(jié)性的“賣難”，消費者遭遇農(nóng)產(chǎn)品的“買貴”。為了能使這一局面得到減緩，我國出臺的中央一號文件，即《中央國務(wù)院關(guān)于加強農(nóng)業(yè)基礎(chǔ)建設(shè)，進一步促進農(nóng)業(yè)發(fā)展農(nóng)民增收的若干意見》(中發(fā)[2008]1號)中就提倡到：要積極地改進當(dāng)前我國農(nóng)產(chǎn)品的流通方式；進一步來推動新形式的生鮮農(nóng)產(chǎn)品的供應(yīng)鏈；要積極地引導(dǎo)農(nóng)民專業(yè)合作社對接超市；在食品方面要保障城鄉(xiāng)居民的安全；要使我國農(nóng)民的收入能夠得到持續(xù)并且穩(wěn)定的增長；要不斷地擴大農(nóng)村地區(qū)人們的消費；要推進現(xiàn)代農(nóng)業(yè)的不斷發(fā)展；要加強社會主義新農(nóng)村建設(shè)。對此，我國從2008年就開始在全國范圍內(nèi)開展“農(nóng)超對接”試點工作。農(nóng)民專業(yè)合作社參與“農(nóng)超對接”模式是農(nóng)民專業(yè)合作社作為連接小農(nóng)戶和大市場間橋梁作用的推動力，是變革農(nóng)產(chǎn)品流通方式和優(yōu)化農(nóng)產(chǎn)品供應(yīng)鏈體系的一項非常重要的舉措。山西省從2009年起開始在全省范圍內(nèi)試行“農(nóng)超對接”，2011年山西省政府通過推行各項優(yōu)惠政策，進一步推動了“農(nóng)超對接”的發(fā)展。近年來不斷推進的農(nóng)民專業(yè)合作社參與“農(nóng)超對接”模式，真正實現(xiàn)了農(nóng)產(chǎn)品“菜園子”生產(chǎn)和“菜籃子”消費，穩(wěn)定了農(nóng)產(chǎn)品的市場價格，實現(xiàn)了從地頭到廚房的新的產(chǎn)銷模式。由于超市是和合作社進行直接對接，這樣就實現(xiàn)了采購方到農(nóng)戶的田間地頭采購他們所需的農(nóng)產(chǎn)品，中間繁瑣的流通環(huán)節(jié)被省略，使得農(nóng)產(chǎn)品的價格更加平穩(wěn)，同時農(nóng)產(chǎn)品市場的供給與需求也變得更加穩(wěn)定。在這種情況下，“農(nóng)超對接”便能夠促進惠農(nóng)工程的快速發(fā)展。 在“農(nóng)超對接”研究中，對某種具體模式的評價研究是相當(dāng)重要的一個領(lǐng)域。本論文的研究對象是山西省的農(nóng)民專業(yè)合作社參與“農(nóng)超對接”這種正在不斷被推進的模式，它的創(chuàng)新之處在于：研究不再停留于理論方面的闡述，而是將問卷調(diào)查和實地的考察結(jié)合在一起，，通過對所取得的一手數(shù)據(jù)資料進行處理，對這一模式在山西省的推行和發(fā)展情況作了全面的了解和評價，運用模糊層次綜合分析法進行模型分析，最終找出了山西省在發(fā)展農(nóng)民專業(yè)合作社參與“農(nóng)超對接”模式過程中所存在的參與程度低、對接雙方物流基礎(chǔ)設(shè)施差、資金營運水平不理想以及政府和專業(yè)技術(shù)人員支持力度缺乏等問題，并結(jié)合山西省的具體實際，提出了切實可行的解決措施，比如：超市通過將自己的門檻降低來吸引更多的農(nóng)民專業(yè)合作社與其對接、加大對接雙方在物流設(shè)備上的資金投入來提高效率降低成本、加強農(nóng)產(chǎn)品在品牌方面的建設(shè)來增加農(nóng)產(chǎn)品增值額等。此次研究也對其他省份在發(fā)展相似模式提供了一定的借鑒。
[Abstract]:With the development of economy and society, the agricultural industry structure in China is also in constant adjustment, and gradually to the agricultural modernization level. However, in the market of agricultural products, agricultural products supply situation has gradually disappeared, serious gap between supply and demand is instead of the resulting long-term fluctuations in prices of agricultural products farmers face. Seasonal agricultural products difficult to sell agricultural products, consumers have to buy expensive. In order to make this situation has slowed down, China promulgated a central file, the Central Committee and the State Council on strengthening the agricultural infrastructure construction, to further promote the opinions on agricultural development of farmers' (in No. [2008]1) is to advocate: to actively improve the circulation of agricultural products in China; to further promote new forms of fresh agricultural products supply chain; to actively guide farmers' Industry cooperative docking supermarket; urban and rural residents to protect the safety of food; to make our country farmers' income can be sustained and stable growth; to continue to expand people's consumption in rural areas; to promote the continuous development of modern agriculture; to strengthen the construction of new socialist countryside. In this regard, China began to carry out agricultural super docking "pilot work in the country since 2008. Farmers' professional cooperatives to participate in the" agriculture super docking "model is the farmers' professional cooperatives as the connection of small farmers and big market bridge between the driving force, is a very important measure for reform of agricultural products circulation mode and optimize the supply chain for agricultural products in Shanxi province began. For the" agriculture super docking "in the province since 2009, the Shanxi provincial government in 2011 through the implementation of various preferential policies to further promote the" agriculture super docking " The development of farmer cooperatives. In recent years to promote the participation of "agriculture super docking" model, the real implementation of the agricultural products "vegetable garden" and "food basket" production consumption, to stabilize the market prices of agricultural products, realized from the fields to the kitchen the new marketing mode. The supermarket is direct docking and cooperation, so as to realize the fields of purchaser to farmers purchase their desired agricultural products, circulation of the middle complex is omitted, the prices of agricultural products is more stable, and the supply and demand of agricultural products market has become more stable. In this case, the "agriculture super docking" can promote the rapid development of agricultural engineering.
In the study of "agriculture super docking", to evaluate a specific pattern is a very important area. The research object of this thesis is farmer cooperatives in Shanxi province to participate in the "agriculture super docking" this is being constantly advancing mode, its innovation lies in: research not only on theoretical aspects this, but will the questionnaire and on-the-spot investigation together, through processing the obtained first-hand data, make a comprehensive understanding and evaluation of the implementation and development of this model in Shanxi Province, using the model analysis method of Fuzzy AHP, finally find out the development of farmers in Shanxi province professional cooperatives to participate in "agriculture super docking" model in the process of the low degree of participation, both docking logistics infrastructure, operation level and government funds are not ideal and professional and technical personnel. To the lack of intensity, and combined with the specific situation in Shanxi Province, this paper puts forward feasible measures, such as the supermarket by themselves, lowering the threshold to attract more farmers' professional cooperatives and docking, docking of both increase the capital investment in logistics equipment to improve efficiency and reduce cost, strengthen the agricultural product brand in the the construction of agricultural products to increase the added value. The study also provides a reference to other provinces in the development of similar patterns.
