文章摘要：中共中央辦公廳、國務(wù)院辦公廳《關(guān)于加快構(gòu)建現(xiàn)代公共文化服務(wù)體系的意見》，確立了中國特色現(xiàn)代公共文化服務(wù)體系的基本遵循，形成了“建立基本公共文化服務(wù)標(biāo)準(zhǔn)體系”的政策措施，提出了提升服務(wù)效能的重點(diǎn)任務(wù)，部署了以社會化增強(qiáng)公共文化發(fā)展動(dòng)力的新任務(wù)與新方式，明確了推動(dòng)與科技融合發(fā)展需重點(diǎn)解決的問題，完善了經(jīng)費(fèi)、人才和法律保障機(jī)制。貫徹落實(shí)《意見》精神，對于推動(dòng)公共圖書館事業(yè)在“十三五”時(shí)期可持續(xù)發(fā)展，十分重要。參考文獻(xiàn)14。

Abstr：The Views on Accelerating the Construction of Modern Public Cultural Service System, published by the General Offices of both CPC Central Committee and State Council, have established the fundamental principles for Chinese characterized modern public cultural service system. Above all, one of the greatest breakthroughs of The Views on dealing with imbalanced development of pub- lic cultural service is to formulate the guarantee policy for standardization of basic public cultural service. Central government has published a national guideline as an attachment to The Views, and each local gov- ernment has to lay down its own practical standards in accordance with their local economic conditions, so- cial circumstances and regional characters. It is believed that practical standards should be implemented in more depth on the basis of county level, along with a dynamic adjustment mechanism. In this sense, the central-branch system, with county-level libraries and cultural institutions as its center, has an important part to play in constructing a balanced development between urban and rural areas. Secondly, to improve the service efficiency is considered one of the most important tasks for modern public cultural service. Public libraries ought to make breakthroughs in the following three aspects： to reinforce the integration of cross-sectoral and cross-industrial resources for internal connection and interaction among various public cultural service institutions, to deepen and popularize public reading with a national-wide participation, and to achieve higher efficiency in public cultural service with creative thoughts and innova- tive approaches based on people＇s needs indeed.
