【摘要】：公共性工業(yè)技術(shù)研究機(jī)構(gòu)(PITI)通過資源整合,豐富企業(yè)創(chuàng)新路徑,提升創(chuàng)新能力,滿足其發(fā)展需求,對中小企業(yè)的技術(shù)源開發(fā)起到戰(zhàn)略性作用。本文首先從國家創(chuàng)新體系的視角出發(fā),討論P(yáng)ITI的作用;然后通過對全球25家PITI的研究分析,總結(jié)了PITI的現(xiàn)狀特征、功能定位、服務(wù)模式和演化情況;接著分析了國外PITI的在華動向與未來合作方向;最后提出四條關(guān)于推進(jìn)PITI在華合作的政策建議。
[Abstract]:Public Industrial Technology Research Institute (PITI) enriches the innovation path of enterprises, promotes innovation ability and meets its development needs through resource integration, which plays a strategic role in the development of technology sources for small and medium-sized enterprises. This paper first discusses the role of PITI from the perspective of national innovation system, and then summarizes the current characteristics, function orientation, service mode and evolution of PITI through the research and analysis of 25 PITI in the world. Then it analyzes the trend and future cooperation direction of foreign PITI in China, and finally puts forward four policy suggestions on how to promote PITI cooperation in China.
