【摘要】:根據(jù)《全國(guó)高等工程教育專業(yè)認(rèn)證專家委員會(huì)章程》,專業(yè)認(rèn)證的核心是構(gòu)建工程教育的質(zhì)量監(jiān)控體系,推進(jìn)工程教育改革,進(jìn)一步提高工程教育質(zhì)量。高等工程教育專業(yè)認(rèn)證是我國(guó)工程師質(zhì)量保證體系中的重要組成部分,隨著我國(guó)正式成為《華盛頓協(xié)議》成員,我國(guó)開始從國(guó)際高等教育發(fā)展趨勢(shì)的跟隨者向領(lǐng)跑者轉(zhuǎn)變,我國(guó)工程教育質(zhì)量標(biāo)準(zhǔn)實(shí)現(xiàn)了國(guó)際實(shí)質(zhì)等效,工程教育質(zhì)量保障體系得到國(guó)際認(rèn)可,工程教育質(zhì)量達(dá)到國(guó)際標(biāo)準(zhǔn),中國(guó)高等教育真正成為國(guó)際規(guī)則的制定者。高等工程教育專業(yè)認(rèn)證肩負(fù)著推動(dòng)工程教育改革,完善工程教育質(zhì)量保障體系的重任,而工程教育的質(zhì)量很大程度上決定了中國(guó)高等教育的總體質(zhì)量,因此研究高等工程教育專業(yè)認(rèn)證的理論與實(shí)踐是促進(jìn)工程教育人才培養(yǎng)質(zhì)量的重要課題。本文通過對(duì)我國(guó)近幾年參加高等工程教育專業(yè)認(rèn)證的高校進(jìn)行實(shí)證研究,分析高等工程教育專業(yè)認(rèn)證產(chǎn)生、發(fā)展的背景,認(rèn)證體系的基本情況及現(xiàn)階段存在的一些問題。選定參與高等工程教育專業(yè)認(rèn)證的工科院校中的三所高校進(jìn)行實(shí)證研究,分析三個(gè)專業(yè)通過認(rèn)證的申請(qǐng)、學(xué)校自評(píng)與提交自評(píng)報(bào)告、現(xiàn)場(chǎng)考查等流程,總結(jié)了參加高等工程教育專業(yè)認(rèn)證的實(shí)踐經(jīng)驗(yàn)。通過實(shí)證研究,探索我國(guó)在高等工程教育專業(yè)認(rèn)證理論與實(shí)踐的問題,提出按照《華盛頓協(xié)議》的要求,要突出以學(xué)生為本,著重基于學(xué)生學(xué)習(xí)結(jié)果的標(biāo)準(zhǔn)和用戶參與認(rèn)證評(píng)估,強(qiáng)調(diào)工業(yè)界與教育界的有效對(duì)接的兩個(gè)特點(diǎn);準(zhǔn)確理解工程認(rèn)證通用標(biāo)準(zhǔn)的核心和原則,規(guī)范撰寫自評(píng)報(bào)告,嚴(yán)格按照工程認(rèn)證的程序進(jìn)行認(rèn)證。
[Abstract]:According to the articles of Association of the National Professional Certification Committee of higher Engineering Education, the core of professional certification is to construct the quality monitoring system of engineering education, to promote the reform of engineering education, and to further improve the quality of engineering education. The professional certification of higher engineering education is an important part of the quality assurance system of engineers in China. With our country formally becoming a member of the Washington Agreement, our country has begun to change from a follower of the development trend of international higher education to a leader. The quality standard of engineering education in our country has realized the international substantial equivalence, the quality assurance system of engineering education has been accepted internationally, the quality of engineering education has reached the international standard, and the Chinese higher education has become the setter of international rules. Higher engineering education professional certification shoulders the important task of promoting engineering education reform and perfecting engineering education quality assurance system, and the quality of engineering education largely determines the overall quality of higher education in China. Therefore, to study the theory and practice of higher engineering education professional certification is an important subject to promote the quality of engineering education personnel training. This paper analyzes the background of the emergence and development of higher engineering education professional certification, the basic situation of the certification system and some problems existing in the present stage through the empirical research on the colleges and universities participating in the higher engineering education professional certification in recent years. Three of the engineering colleges and universities involved in the certification of higher engineering education major were selected for empirical research, and the process of applying for certification of the three majors, self-evaluation and self-assessment report, on-site examination and so on were analyzed. The practical experience of participating in the certification of higher engineering education is summarized. Through empirical research, this paper explores the theory and practice of certification in higher engineering education in China, and puts forward that, in accordance with the requirements of the Washington Agreement, it should be student-oriented. Focusing on standards based on student learning results and user participation in certification evaluation, emphasizing the two characteristics of effective interface between industry and education, accurately understanding the core and principles of common standards for engineering certification, and standardizing the writing of self-assessment reports, Strictly follow the procedure of engineering certification.
