【摘要】：課題制實(shí)施以來(lái)在應(yīng)對(duì)市場(chǎng)經(jīng)濟(jì)需求和適應(yīng)國(guó)家科技體制改革方面起到重要作用,但也帶來(lái)新的問(wèn)題,課題制制定之初的制度預(yù)期未能完全實(shí)現(xiàn),同時(shí)也暴露出已有制度安排中的一些缺陷。從課題制制度預(yù)期和實(shí)施成效出發(fā),分析課題制在實(shí)施條件及范圍、執(zhí)行環(huán)節(jié)、經(jīng)費(fèi)管理和配套制度四個(gè)方面存在的主要問(wèn)題,并針對(duì)這些問(wèn)題提出完善課題制的措施和建議。
[Abstract]:Since the implementation of the subject system, it has played an important role in meeting the needs of the market economy and adapting to the reform of the national science and technology system, but it has also brought about new problems. The system expected at the beginning of the subject system has not been fully realized. At the same time, it also exposed some defects in the existing institutional arrangements. Based on the expectation and effect of the subject system, this paper analyzes the main problems of the subject system in four aspects: the implementation conditions and scope, the implementation link, the fund management and the supporting system, and puts forward some measures and suggestions to perfect the subject system.
